对工程项目前期策划决策和设计阶段造价控制的思考

研究目的:我国在实际工作中常常把造价控制的精力主要放在工程实施阶段,这样做,往往事倍功半。分析项目前期策划决策和设计阶段的造价控制存在的问题并提出对策措施。研究结论:在工程项目的前期策划决策阶段,做好项目可行性研究,在进行市场调查、研究的基础上制定项目建设标准和规模是工程造价控制的前提;在设计阶段,重视政府审批、设计、造价工程师在设计阶段三位一体的地位和作用,推广价值工程法,推行限额设计,加强设计变更管理是造价控制的有效措施。
