| 摘 要： | 投资控制是考察工程项目实施好坏的一项重要指标。大量工程实践证明，恰当的招投标方式在很大程度上可以有效地控制投资。铁路工程的实施，在设计和施工阶段一般是通过招投标的方式组织实施的。本文从设计阶段、施工阶段的招投标入手，简要作了分析，提供解决投资控制的途径。

| Abstract: | The investment control is an important index to examine the implementation of an engineering project.A lot of engineering practices prove that the suitable mode of calling for tenders and bidding for project may control investment effectively.The implementation of railway engineering project are usually organized through calling for tenders and bidding for projcet during its design and construction stages.Based on calling for tenders and bidding for project in design and construction stages,the paper puts forward the analyses and proposes the means to resolve the investment control. |
