浅谈铁路运营线电气化提速工程施工监理的要点

COMMENTS ON KEY POINTS OF CONSTRUCTION SUPERVISION FOR SPEED-RAISE PROJECT BY ELECTRIFICATION ON OPERATING RAILWAY LINE

Research purposes: The purpose is to sum up the experience of construction supervision for speed-raise project by electrification on operating railway line for reference to similar work. Research methods: In combination with the practice of construction supervision for an important speed-raise innovation project of speeding passenger train to 200km/h by electrification on railway hub, the experience and ideas are summed up of how to normalize and strengthen supervision work, how to implement state principle and policy for capital construction and how to make project going on successfully. Research conclusions: Strengthening concepts of trust business and management normalization, setting up and continuous improving enterprise's management system are the basic ways for supervision enterprise to increase its public trust level in society. Improving the quality of supervision work overall needs solving the problem of lacking human resource, to which it needs normalizing contract management in construction market. The construction party should really set up concept of "gain benefits from management" and give sufficient trust, national monetary reward and contract right to the supervision enterprise with public trust level. It is also the necessary condition for implementing supervision contract with high quality.
