| 摘 要： | 在现行铁路投资体制和建设管理体制下,铁路建设管理一般采取两种模式:一是经营性项目,一般采用项目法人建设管理模式;二是非经营性项目,一般采用“代建制”管理模式。铁路建设项目实施代建管理的关键是要提升前期工作质量和深度,建立代建单位资质管理体系,制定合理的考评指标,通过资格管理与资信管理建立市场准入机制,加强代建合同管理,完善招投标制度、工程担保、保险制度和监管制度。

| Abstract: | Under existing railway investment system and construction management system,management for railway construction hastwo modes:for operative projects,the mode of "legal person of project" is applied;for non-operative projects,entrusted construction isadopted usually.The key for management of entrusted construction is to improve quality and extent of work in early phase,establishmanagement system for qualification of entrusted construction organization,determine sound evaluation index,and reinforce managementfor entrusted construction contract. |
