高速铁路应急演练评价方法优化研究

摘    要:为有效提升高速铁路应急演练评价效果,在阐述高速铁路应急演练实施过程及特点的基础上,进一步优化高速铁路应急演练的评价方法:采用德尔菲法确定评价指标,运用层次分析法确定指标权重,制定定量化评价标准,研发高速铁路故障模拟和应急演练评价系统作为评价手段,实现了对既有评价方法的改进与完善。通过案例场景“受电弓挂有异物”对所研究的评价方法进行现场应用,根据现场反馈,所研究的评价方法能够反映现场实际演练水平,演练评价效果具有较强的客观性。

Abstract:To effectively improve the evaluation result of HSR emergency drill, the paper further optimizes the evaluation method for HSR emergency drill on the basis of expounding the implementation process and characteristics of HSR emergency drill. It improves the existing evaluation method by adopting the Delphi method to identify evaluation indexes, using analytic hierarchy process to determine index weight, setting quantitative evaluation standards, and developing HSR fault simulation and emergency drill evaluation system as the means of evaluation. Based on the field application of evaluation method to the case scenario of “pantograph attached with foreign objects”, the on-site feedback shows that the evaluation method studied in this paper can reveal the actual drill level with objective drill evaluation results.
