摘    要:文章首先对标《城市轨道交通正式运营前和运营期间安全评估管理暂行办法》及《城市轨道交通运营期间安全评估规范》,结合城轨运营期间安全评估的特点,确定专家评议法作为这一阶段的安全评估方法。然后,通过分析、梳理城轨企业运营期间在网络化运营、行车组织、客运组织和设施设备运行维护等方面的安全生产实际情况,研究得出城轨运营期间安全评估的实施内容和技术路线。最后,以邀请行业专家查阅资料、现场检查、跟岗作业、联动测试等方式,对某城市地铁线网运营期间的安全管理情况进行评估,并提出改善建议。期待为完善城轨线网运营期间的安全评估管理提供参考和借鉴。

Abstract:According to the standards of Interim Measures for Safety Assessment Management Before and In the Operational Period of Urban Rail Transit and Code for Safety Assessment in the Operational Period of Urban Rail Transit,based on the characteristics of safety assessment in the urban rail transit operation,this paper determines the expert evaluation method as the safety assessment method at this stage.By analyzing and improving the actual situation of safety production in network operation,train operation organization,passenger traffic organization and facilities and equipment operation and maintenance in the operation by urban rail transit enterprises,it studies the activities and technical route map for safety assessment rollout in the operation of urban rail transit.Furthermore,by inviting industry experts to consult information,on-site inspection,on-the-job operation,linkage test and other measures,the safety management situation of a city metro network in the operational period is evaluated,and improvement suggestions are put forward.It is expected to provide reference for improving the safety assessment management in the urban rail network operation.
