| 摘 要： | 为提高铁路应急管理水平,保障运营安全与畅通,对铁路应急管理的内涵、体系、机制、体制等进行系统化和普适化研究。在理论研究和充分调研的基础上,总结我国铁路应急管理发展历程,对铁路应急管理的概念、体系结构和运作模式进行界定;分析应急管理体制和机制构成;建立应急预案体系框架并研究全生命周期的铁路应急预案管理;通过应急预案综合管理系统案例,探讨信息技术对铁路应急管理的支撑作用。

| Abstract: | In order to improve the level of railway emergency management and ensure the safe and all-clear rail operations,this paper systematically researched the content,system and mechanism of railway emergency management.The research was based on theory and investigation.The history of the railway emergency management of China was summed up;the concept of railway emergency management and its system,architecture and operation mode were defined;the constitutions of the system and mechanism of railway emergency management were analyzed;the framework of the railway emergency plan system based on the whole life cycle was established and studied.Finally,through analysis on an example of railway emergency plan management system,the support role of information technology to railway emergency management was illustrated. |
