新时期铁路客运站建设的指导总则与实践

中国铁路在《铁路＂十一五＂规划》中,要建设6个路网性客运中心、10个区域性客运中心。根据这一总体布局,＂十一五＂期间,中国铁路将结合客运专线和长大干线建设,新建和改建一批铁路客运站,即,省会级城市客运站25座、地市级城市客运站95座、县级城市客运站428座,逐步形成适应客流特点、便于客运组织和分类管理的客运站体系。为了体现以人为本、更好地为旅客服务的宗旨,建设好这一大批客运站,在总结我国客运站建设的经验教训、借鉴国外先进做法的基础上,以＂功能性、系统性、先进性、文化性、经济性＂的建设理念,作为新时期铁路客运站建设的指导总则。结合北京南站的工程实例,阐明客运站建设指导总则的具体运用。针对当前客运站建设存在的问题,提出系统解决的思路。

The Guideline of Passenger Station Construction in the New Era and Its Practices

The Eleventh Five Year Plan of China Railways has made it clear that,we have planned to build 6 network-level railway passenger transport centers and 10 regional centers in the next couple of years.According to the general layout,during the Eleventh Five Year Plan period,the Ministry of Railways has planned to newly build and reconstruct a series of passenger stations in combination with construction of dedicated passenger lines and main trunk lines,which means,25 provincial-level passenger stations,95 prefecture-level stations and 428 county-level stations shall be built to gradually form a passenger transport system.The system will be more adaptable to passenger flow characteristics and more convenient for passenger transport organization and classified management.In order to better serve the people,building these passenger stations shall be guided by experiences of the past and advanced concepts borrowed from aboard,more importantly,by the concept of "functionality,systematicness,advanceness,culture and economic feasibility",which serves as the general guiding principle of passenger station construction in the new era.The paper elaborates on the application of this general principle by citing the example of the Beijing South Passenger Station Project.The paper also points out some problems currently existing in passenger station construction and explains some ideas for systematic solution to these problems.
