加强城市轨道交通工程建设和运营安全管理

城市轨道交通建设和运营继续呈现蓬勃发展的势头,为缓解城市客运紧张、促进城市经济发展做出了重要贡献,但是由于工程巨大、周期长、建设条件复杂以及网络化运营给城轨突发事件应急处置带来更加艰巨的挑战,因此城市轨道交通工程建设与运营安全管理工作形势也较为严峻。为了适应"十三五"时期我国城市轨道交通的快速发展,针对城市轨道交通建设和运营安全管理,今后应着重做好以下几项工作:完善安全管理制度体系,落实建设和运营质量安全主体责任,健全安全风险预防预控机制,推进建设和运营安全技术创新发展,推动建设和运营安全管理标准化、精细化。

Strengthening the Development andOperation Management of Urban Rail Transit Projects

Urban rail transit industry in China has manifested a vigorous development momentum in project construction and operation management in recent years,having effectively alleviated urban traffic pressures and promoted urban economic growth.However,the huge construction costs,long construction cycle,and complicated construction condition of urban rail transit projects,as well as the difficulties imposed by network operation of the projects,have presented great challenges for the further development and management of these projects.To adapt to the rapid development of China's urban rail transit during the Thirteenth Five-Year Plan period,the future work of building and operating urban rail transit lines should focus on the three aspects as follows:improving the safety management system,implementing the subject responsibility system for construction and operation quality and safety,improving risk prevention and early control mechanisms,promoting the construction and operation of safety technology innovation and development,and speeding up the standardized and detailed safety management in construction and operation of urban rail transit projects.
