论述《国务院办公厅关于加强城市快速轨道交通建设管理的通知》颁布执行后,《城市快速轨道交通建设规划》的编制经过数年的摸索已形成一定的套路和方法.指出新一轮申报建设轨道交通的城市在规模上与以往不同,规划发展的不确定性相对较大;阐明建设规划的研究应在城市人口、交通需求和方式、系统制式选择、建设时序与城市发展的关系、轨道交通网络的适应性与灵活性等问题上进行更深入、更系统的论证,以充分证明建设轨道交通的必要性.

On the Construction Planning of URT for Medium-sized Cities in China

It has been several years since the issuance and implementation of Notice of the General Office of State Department on Strengthening Management of Construction of Urban Rail Transit Network. During these years a set of methods have been developed to work out Planning of Urban Rail Transit Construction. It is pointed out that sizes of the cities that have applied for planning and constructing urban rail transit network are different from those in the past and that these cities have greater uncertainty in planning and developing these projects. Therefore, a more systematical and elaborate method should be adopted to prove the necessity of URT construction by focusing on city population, transportation demand and mode, selection of system type, relationship between construction schedule and city deve-lopment, and compatibility and flexibility of URT network.
