城市轨道交通碳交易的应用研究

摘    要:城市轨道交通具有低能耗、低排放的特征,是绿色交通的典型代表,具有明显的减排效益。对轨道交通项目进行减排核证,所核证的减排量作为碳信用向市场供给,因自愿减排而产生的中国核证减排量(CCER)可抵消有碳排放量限制企业的排放量,为城市轨道交通企业带来经济、社会和环境三方面效益。以北京地铁16号线为例,进行中国自愿减排项目开发研究,所产生的经济效益实现公共交通外部性内部化,反哺轨道交通事业的可持续发展,同时在促进交通节能减排、积极参与国内碳交易市场方面具有现实意义。

Abstract:Urban rail transit has the features of energy efficiency and low carbon emission, which is one of most representative environment-friendly transportation modes and has significant benefit of emission reduction. The certified emission reduction can be supplied to carbon market as saleable carbon credit, in order to meet the emission reduction targets of the enterprises who have emission restriction. Therefore, the certified emission reduction can benefit the urban rail transit company in aspects of economic returns, social benefits and environmental interests. This research took the Beijing Metro Line 16 as case study, developed a practical CCER project research. The economic returns benefit from the carbon trading is able to internalize external benefits of public transportation, and back-feed the urban trail transit business for sustainable development. In the meantime, it has other practical significance such as promoting carbon emission reduction of transportation, participating in a domestic carbon trading market actively.
