铁路建设标准的制定应预留发展空间

从国内外既有铁路建设标准情况、未来社会经济发展对铁路建设标准的要求、铁路建设标准预留发展条件对投资效益的影响等3个方面,论述我国铁路建设标准需要预留发展条件。结合国内既有铁路建设标准较低的现实、世界发达国家铁路建设的经验,我国铁路建设标准预留发展条件,一是可以避免未来对铁路线下工程进行改扩建,保证铁路长远、正常、高效运营,避免对城市的干扰;二是可以适应今后较长一段时期经济和社会发展的需求;三是增加投资不多,综合效益好。

Reserved Development Conditions for Standards of Railway Construction

This paper discusses the reserved development conditions in China＇s railway construction standards from three aspects： standards for existing railway reconstruction view from abroad,socio-economic development in the future demand on the standards and reserved development conditions influence on investment benefit.Considering the lower railway reconstruction standards in reality and the experience of railway construction in developed countries,this paper puts forward the reserved development conditions for railway construction which will achieve much merit.At first,it can avoid the future reconstruction and extension works of the railway and avoid the interference of the city to ensure the long-term,normal,efficient running of the rail.Second,it can adapt to future economic and social development needs in a longer period of time.Thirdly,less increased investment will obtain more benefits.
