我国城市水灾害防御体系研究

摘    要:近年来,我国的城市内涝现象的发生有愈演愈烈的趋势,北京、上海、武汉、广州等大中城市均遭受到城市内涝的影响,交通系统近乎瘫痪,地下设施遭受严重破坏,城市水灾害已成为威胁到国计民生的重大问题。该文分析了我国城市水灾害防御体系的现状及存在问题,并借鉴国内外城市水灾害防御体系建立的实践经验,研究城市防洪、排涝及排水几套体系之间的相互关系,从体系的建立、设计标准的选用、运行机制的匹配等各方面进行探讨,构建立体排水体系,建立联动机制,御洪水于城市之外,借城市水系并采取一定工程措施除涝,由排水管网排水,为我国城市水灾害防御体系的建立提供一定的借鉴和参考。

Abstract:In recent years,the urban waterlogging happens with the growing trend in China.The middle and large cities of Beijing,Shanghai,Wuhan,Guangzhou and so on are all affected by the urban waterlogging.The traffic system is almost paralyzed and the underground facilities are seriously destroyed. The urban water disaster has become the significant problem to threaten the national economy and the people's livelihood.The article analyzes the present situation and the existing problems in the water disaster defense system of Chinese cities,and referring the practical experience of urban water disaster defense system at home and abroad,studies the interrelation among several systems of urban flood control, drainage and discharge.The article discusses the establishment of system,selection of design standard and matching of operation system to build the solid drainage system and set up the linkage mechanism in order to drainage the flood out of city.According to the urban water system and to take some engineering measures,the waterlogging is drained by the drainage pipeline network.The above can be referred for the establishment of the urban water disaster defense system in China.
