城市防洪规划的理念转变——从改造到适应

频繁爆发的洪水灾害证明人定胜天、改造自然的防洪思路已不能解决防洪问题,人类必须探索更为理智的、科学的防洪方法,适应洪水、与洪和谐相处的现代防洪理念应运而生。为此,结合新一轮济南市城市总体规划———城市防洪规划的编制,探讨了基于现代防洪理念编制城市防洪规划的热点问题,认为在编制城市防洪规划时要合理利用土地、强调雨洪资源化利用、重视滞蓄洪区的规划、河道治理采用生态型河道,并采取防洪非工程措施。

Idea Change of Urban Flood Control Planning-from Transformation into Adaptation

Flood calamity frequently broken out ensures that the flood control thinking of man can conquer nature;man will triumph over nature and man can reform the nature has not yet solve the problem of flood control.Man must explore a more intellect and more scientific method of flood control to arise a modern flood control idea of adapting flood and getting well along with flood.Therefore,in combination with a new compilation of Jinan Urban Overall Planning-Urban Flood Control Planning,the paper approaches to a problem of heat point of compiling urban flood control planning on the basis of the modern flood control idea and thinks that it should reasonably use land,emphasize the use of rain-flood resource,pay attention to the planning of retardant flood storage area,the rivers should be treated by eco-type rivers and adopt flood non-engineering measure during compiling urban flood control planning.
