公路路基灾害防治对策系统的研究

为了提高公路防灾减灾水平，在实地调查、实例研究的基础上，提出了防治对策系统。从灾害过程管理和工程过程管理两方面概括阐述了公路路基灾害防治对策系统的框架和内容，确定了各防治对策之间和最终防治效益的逻辑关系，指出了防治对策的联动性和可持续性，明确了“预防为主，防治结合”的平衡治理模式。

Research on Control Measures for Prevention of Highway Subgrade Disasters

In order to improve highway level of disaster resistance and reduction, the control measures are proposed on the basis of field survey and case study. The framework and content of these measures for prevention of highway subgrade disasters is described from the aspects of disaster process control and engineering process management so that the logic relationship between these control measures and the final prevention effect is confirmed, and the interaction and sustainability of the control measures is pointed out; thus the balanced treatment mode of ＂Precaution First with Control Combined＂ is defined.
