公路建设项目环境影响综合评价中权重的聚类矩阵特征向量法确定

摘    要:公路环境影响评价的一个核心问题就是对评价因子的赋权。因子的权重大小将对结果产生决定性的影响。本文分析了目前公路环境影响综合评价中各种权重的确定方法,指出它们各自的不足,在充分考虑到环境本身所特有的模糊性与关联性的前提下,运用聚类理论与矩阵理论,提出一种新的权重确定理论与方法,并与其它权重确定方法进行比较,结合实际进行应用。结果表明,它是一种更加合理有效的赋权方法,提高了环境评价的科学性。

Abstract:A focal point of highway environmental impact assessment is the determinating of weight of assessment factor,and the value of weight will have profound influence on the result of environmental impact assessment.This paper analyzes some ways currently used to determine the weight in the process of highway environmental impact assessment,and points out their shortcomings.Then thinking over the particular property of illegibility and conjunction of environment system sufficiently,putting forward a new way to determine weight of factor based on theory of classfication and matrix,then comparing with other ways of determination of weight.At last apply it in practice.The result indicates that it is an effective and rational way to determine the weight for highway environmental impact assessment,it will improve environmental impact assessment.
