| Abstract: | Liberty discretion on maritime administrative penalty has been popularly used, and has a great influence on the reasonability of the maritime administrative penalty. This paper analyses the advantage and disadvantage of the discretion on the maritime administrative Penalty, and puts forward the countermeasure for this purpose. |
