Some Views on the Territorial Jurisdiction about Maritime Administrative Penalties |

| Abstract: | Administrative penalties to irregularity in maritime action should be delivered to the jurisdiction of the maritime administrative organizations at the discovering place of irregularity, which may assure the efficiency and the result of investigation, collecting evidence, disposal, and fit close to the fact and peculiarity of maritime administrative penalties. |
