| 摘 要： | 液货船船岸界面存在作业风险高、作业管理不规范、船岸双方安全生产责任未严格落实等问题.通过对辖区船岸界面作业现状分析,围绕液货船船岸界面作业安全管理存在的实际问题,识别船岸界面作业风险点.为散装液体危险货物作业安全、规范船岸界面安全管理、完善船岸安全检查机制等提出建议.

| Abstract: | The major problems of the ship-shore interface for tankers include high operational risks, non-standard operation management, the failure to strictly implement the safety production responsibilities of both the ship and shore, etc. Based on a study of the status quo of ship-shore interface operations within the area under jurisdiction, the paper focuses on the practical problems in the safety management of ship-shore interface operations of tankers and identifies the risks of ship-shore interface operations. It further proposes suggestions on enhancing the safety of operations involving dangerous liquid cargoes in bulk,standardizing the safety management of the ship-shore interface and improving the ship-shore safety inspection mechanism. |
