| 摘 要： | 本文就海事系统据《MARPOL73/78公约》附则VI对IAPP证书的相关检查中出现的非缔约国船舶、不可抗力等外来因素导致签发IAPP证书存在困难、船旗国免除了具体船舶的IAPP证书的和缔约国声明保留的船舶等几种特殊情况下的检查注意事项进行了论述。

| Abstract: | This paper provides some points of views relating to several special cases encountered in IAPP inspection conducted by the Maritime Authority under Annex VI of MARPOL 73/78 Convention, including difficulty in issuing IAPP Certificate by the non-contracting parties to the Convention or due to force majeure, exception of IAPP by the Flag State and ships under reservation by a contracting party. |
