中俄界河水域国际航行河船检验管理方式探讨

中国是国际公约的缔约国,但目前在黑龙江水域从事国际航运的中国籍河船的检验仍然执行内河的相关标准,尚没有完全履行国际公约的要求。2020年4月,交通运输部海事局发布《船舶技术法规体系框架(2020)》,明确了制定《国际航行河船检验规则》来解决这一问题。文中通过对照现行检验技术规则内容,对中俄界河水域国际航行河船检验管理方式提出了建议,并希望早日出台界河水域国际航行船舶技术规则,完善船舶检验管理体系。

Discussion on International Voyage Inland Water Ship Survey Mana gement Methods at China and Russia Boundary River

The People's Republic of China is the contracting government of many international conventions.However,the survey for Chinese-flagged ships engaged in international voyage navigating in the Heilongjiang waters is conducted according to inland standard of China instead of international conventions.In April 2020,Maritime Safety Administration of the People's Republic of China published Framework of Ship Technical Regulation System 2020,which provides for survey regulations for inland ships engaged in international voyage to address the issue.Based on a comparison with existing survey regulations,the paper provides suggestions on the survey of inland ships for international voyage navigating in boundary rivers between China and Russia and expects the development of relevant survey regulations,aiming at improving the survey management system.
