Inspection and Handling on Systematic Defficencies of Ship Maintenance in Flag State Inspection

Based on an in-depth study of the deficiencies concerning ship maintenance identified in flag State safety inspections,this paper attempts to find out the specific problems of ship and shore-based management in the operation of ISM as revealed by the deficiencies.On the one hand,it hopes to provide reference for the maritime law enforcement officials to effectively perform their duties in the safety inspection.On the other hand,it tries to guide ship management companies and masters in implementing the main responsibility of safety,operating the ship safety management system properly,and effectively improving ship safety operation.
