| Abstract: | This paper introduces the assessment method of the emergency response capability to HNS accident at sea. Taking the Germany assessment as an example, the authors describe the method and give the results of assessments conducted by the European maritime safety agency for different countries. This paper also provides some suggestions concerning learning from the experience in HNS emergency capability assessment. |
