文中分析了福建省海上搜救工作的新特点，提出了“科学搜救”是搜救工作的行动指南，以及“政府领导、海事主导、各方配合、社会参与”的搜救工作新机制，以期把海上搜救工作提升到一个新的水平。

The theory and practice of innovation of the scientific search and rescue mechanism

This paper analyses the new characteristics of the work relating to search and rescue in the Fujian Province, puts forward the guidance of action under ＂scientific search and rescue＂, and describes the new search and rescue mechanism, including leadership of the Governmeut, coordination by the Maritime Admiinistration, cooperation of the relevant parties, and participation of the social forces, with a view to raising the search and rescue work to a new level.
