重视《NSM规则》管理船舶安全实施科学有效监管

随着《NSM规则》的全面实施,,一些游离在《NSM规则》管理之外的船舶,呈现出掉队、淘汰的趋势或成为安全管理的难点。本文结合在海事行政执法过程中的工作体会,从坚持科学发展观出发,通过对非公司化管理船舶的形成原因、发展趋势和安全现状的分析,提出实施科学有效监管的措施,以期达到推进船公司规范、健康和好中加快发展的目的。

Controlling ships through NSM Code and exercising scientific and effective supervision management

With the full implementation of the NSM Code, those ships not covered by the NSM Code might be dropped out or eliminated or become the difficulty of safety management. Taking consideration of my work experience gathered in the maritime law- enforcing process and looking from the scientific concept of development, this article analyzes the forming causes, development trend and safety status of non- company- managed ships and proposes the measures of scientific and effective controls in order to promote shipping companies to develop in a standard, healthy, good and fast manner.
