| 摘 要： | 滞留是海事部门在船舶安检中使用最多的行政措施之一。文章主要对船舶安检滞留是否属于行政强制措施进行了分析论证，并就滞留与禁止离港的关系、海事部门签发《禁止离港通知书》的做法进行了探讨。
