关于我国VTS运行管理的一些思考和建议

VTS作为海事部门实施水上交通安全管理的一种重要手段，在维护良好通航秩序，提高水域通航效率等方面发挥了极其重要的作用。但是，在当前的VTS运行管理工作中，由于法制保障、运行体制、人员素质等方面还存在着许多问题。影响和制约了VTS功能的更好发挥。文章就VTS系统的现状及存在问题进行深入分析，提出了解决这些问题的一些建议和办法，以期在今后的工作中不断改善VTS运行管理环境，使VTS更好地发挥其应有的作用。

Some views and suggestions on the operation of VTS in China

VTS, as an important means for the Maritime Authority to implement waterborne traffic management, plays an important part in maintaining the good order of traffic and improving the navigation efficiency. However, some problems, which still exist in the VTS operation management, legislative support, operational system and personnel qualifications, has constrained and affected the better play of VTS functions. This paper analyzes the present status and problems and provides some proposals and methods for solving the problems, with a view to improving the VTS operational environment and bringing the VTS functions into full play.
