| 摘 要： | 船舶在营运过程中不可避免会产生一定数量的舱底水。在日常的海事执法过程中,经常遇到因船舶偷排压舱水而造成的海洋污染事故,造成海洋的污染与财产的损失。本文结合作者多年担任船舶轮机长的实践,从现场执法的角度出发对船舶排放舱底水造成海洋污染事故的现状、原因进行了探讨,并提出了切实可行的建议。
