摘    要:海上智能交通系统构建的关键是实现船舶航行自动化和对海上交通能够实行有效的管理,从宏观角度可归结为船舶的避碰。但以往的避碰研究都对信息的交流考虑不够。基于系统的思想,我们认为把协商决策引入船舶避碰才能发挥系统整体的最佳效能,提出了建立海上智能交通系统的框架与结构体系,并探讨了其具体实现及关键技术和问题。最后对其未来发展进行展望,给出了相关建议。

Abstract:The key of the establishment of maritime intelligent traffic system is the automatization of ship voyage and the effective management of traffic at sea, which can be summed up as ship avoiding bump and evading static and dynamic targets. The research of ship avoiding bump has been undergone in serveral stages: experiential avoiding bump, mathematical models, ARPA assistant, avoiding bump expert system, intelligent avoiding bump decision support system of sea traffic, and so on. But little information communication has been taken into account in the previous research. In the paper, based on system principle, intelligent avoiding bump decision support system of sea traffic is analyzed. The authors' idea is that only to integrate negotiation decision method into the system will entirely develop the best functions of this system. With this idea, founding the frame and structure of maritime intelligent traffic system is presented, the method and steps of the system implantation are discussed. Also the development of sea traffic system in the future is predicted and some suggestion is given.
