海上油田作业人员并入SPS规则中特殊人员的可行性分析

本文分析了目前以倒班功能为主的海洋石油支持船舶在运送海上作业人员的现状和存在的问题,梳理了《特殊用途船舶安全规则》中对特种用途船舶和特殊人员的定义及要求,从公约规范要求、倒班船舶与海上油田作业人员的载运能力分析和实际操作三个层面对海上油田作业人员并入《特殊用途船舶安全规则》中特殊人员进行可行性分析。建议将倒班船舶运送的海上作业人员按照特殊人员对待,解决目前海上油田倒班压力严重的突出问题,保障海上油气开采的安全合理高效运行。

Feasibility Analysis of Offshore Oil Field Workers Incorporate into Specialized Personnel in Special Purpose Ships Code

This paper analyzed current situation and problems of shifts oriented offshore support vessel transport offshore oil field workers, sorted out definitions and requirements of special purpose ships and specialized personnel in Code of Safety for Special Purpose Ships and evaluated feasibility of offshore oil field workers incorporate into specilized personnel from the level of convention requirements, transporting ability and actual operation. In the end, this paper suggests administrations treat offshore oil field workers as specilized personnel so as to solve prominent problem of shift work stress and guarantee safe, reasonable and efficient operation for offshore oil and gas exploitation.
