It is very common to see anchored vessel collide with other vessel at sea.However,when determine liability between anchored vessel and the other vessel in collision,anchored vessel may always be held no fault,especially in the judgement of Maritime Authority or Maritime Court.The authors discuss a number of issues about collision between anchored vessel and other vessels under COLREG,after that put forward some opinions in respect of responsibilities of anchored vessel to avoid collision under COLREG.
