| 摘 要： | 分析提出国际航运发展综合试验区这一概念的重要意义,研究其指导思想与战略目标;结合地区实际,探索国际航运发展综合试验区的功能布局与政策体系;提出国际航运发展综合试验区建设的对策.指出国际航运发展综合试验区的内涵和政策要不断发展,以适应国际航运中心建设的新需求.
