The bicycle is often understood as a disjointed ‘feeder’ mode that provides access to public transport. We argue that combined use of the bicycle and public transport should be understood in a broader perspective, especially where bicycles link to higher speed and higher capacity public transport, such as the train. Cycling and public transport can have a symbiotic relationship forming a hybrid, distinct transport mode, which should be reflected in transport planning. The bicycle is as a way to soften the rigid nature of public transport and thus accommodate diverse individual travel needs and situations. Public transport can be seen as a means to dramatically extend cycling’s speed and spatial reach. We combine a system perspective with conceptual analysis to explore how, why and when this reconsideration is important. We use the Netherlands as illustrative case because of the relative maturity of its bicycle–train connections. The case shows that the synergy between rather opposite yet highly complementary aspects, high speed of the train, high accessibility of the bicycle and flexibility in combining both sub-modes, are the fundamental characteristics to understand the functioning of this system in a wider spatial context. In our conclusion we propose a research agenda, to further explore the relevance of this system for land-use and transport planning and distil wider implications for the international debate.  相似文献

So-called ‘soft’ policy instruments that respond to the psychological aspects of travel are regularly acknowledged as necessary complements to ‘hard’ infrastructure investments to effectively promote sustainable travel in cities. While studies investigating subjective orientations among travellers have proliferated, open questions remain including the role of recent technological advances, the expansion of alternative mobility services, locally specific mobility cultures and residential selection. This paper presents the methods, results and policy implications of a comparative study aiming to understand mobility attitudes and behaviours in the wider metropolitan regions of Berlin and London. We specifically considered information and communication technology (ICT), new types of mobility services such as car sharing, electric cars and residential preferences. In each region, we identified six comparable segments with distinct attitudinal profiles, socio-demographic properties and behavioural patterns. Geocoding of the home address of respondents further revealed varying contextual opportunities and constraints that are likely to influence travel attitudes. We find that there is significant potential for uptake of sustainable travel practices in both metropolitan regions, if policy interventions are designed and targeted in accordance with group-specific needs and preferences and respond to local conditions of mobility culture. We identify such interventions for each segment and region and conclude that comparative assessment of attitudinal, alongside geographical, characteristics of metropolitan travellers can provide better strategic input for realistic scenario-building and ex-ante assessment of sustainable transport policy.  相似文献

The transport sector creates much environmental pressure. Many current policies aimed at reducing this pressure are not fully effective because the behavioural aspects of travellers are insufficiently recognised. Insights from behavioural economics can contribute to a better understanding of travel behaviour and choices, and the impact of these on policies. Nevertheless, few studies have examined this issue. We review these and provide a broader, more encompassing perspective on environmental policy focused on transport, and taking into account bounded rationality as well as social preferences.  相似文献

Social equity is increasingly becoming an important objective in transport planning and project evaluation. This paper provides a framework and an empirical investigation in the Greater Toronto and Hamilton Area (GTHA) examining the links between public transit accessibility and the risks of social exclusion, simply understood as the suppressed ability to conduct daily activities at normal levels. Specifically, we use a large-sample travel survey to present a new transport-geography concept termed participation deserts, neighbourhood-level clusters of lower than expected activity participation. We then use multivariate models to estimate where, and for whom, improvements in transit accessibility will effectively increase activity participation and reduce risks of transport-related social exclusion. Our results show that neighbourhoods with high concentrations of low-income and zero-car households located outside of major transit corridors are the most sensitive to having improvements in accessibility increase daily activity participation rates. We contend that transit investments providing better connections to these neighbourhoods would have the greatest benefit in terms of alleviating existing inequalities and reducing the risks of social exclusion. The ability for transport investments to liberate suppressed activity participation is not currently being predicted or valued in existing transport evaluation methodologies, but there is great potential in doing so in order to capture the social equity benefits associated with increasing transit accessibility.  相似文献

Abstract

Engineering bridges the gap between, on the one hand, that mix of philosophy and politics that we call policy and, on the other, the physical implementation of the means to put policy into practice. Starting with a brief outline of the nature of accessibility, why it is important and how in some cases a person might be disabled by a lack of accessibility, this article – based on the author's Inaugural Lecture given at University College London in February 2005 – turns to consider how a person's needs challenge their capabilities (i.e. what they can do) and considers a radical approach to understanding people's capabilities in the implementation process. Next, the formation of policy intentions in order to permit, encourage and implement the engineering of appropriate solutions is discussed and conclusions drawn about how this affects work in the transport domain. Perhaps we need to look at the world in a different way before we can make it a better place.  相似文献

There is increasing interest in understanding and achieving changes in travel behaviour, but a focus on individual behaviour change may overlook the potential for achieving change via transformation at the levels of institutions, cultures and societies – the domains of sociological inquiry. In this paper, we review sociological contributions to the literature on travel and ‘mobilities’. We summarise four key themes which supplement or contradict arguments made in mainstream transport debates on behaviour change. The first involves focusing on travel ‘practices’ as social entities with dynamics of their own, rather than on individual behaviours. The second relates to the changing natures of societies, and the implications for travel. The third explores and interprets the issue of car dependence in ways which highlight the ethical, experiential and emotional dimensions associated with car use, its symbolic role in societies increasingly concerned with consumption, and its differing roles within different cultures. Finally, the ‘new mobilities paradigm’ highlights issues such as the increasing links between travel and new technologies, and the primacy of social networks in influencing travel decisions. These themes emphasise the importance of understanding the broader contexts in which travel choices are made. In particular, the implication is that the creation of more sustainable travel patterns will require changes at a range of social levels, not simply in individual behaviours, and that changes to transport will inevitably be linked with, and influenced by, broader changes in the values and practices developed by societies as a whole.  相似文献

This research provides new evidence about the relationship between travel behavior, workplace diversification, and environmental impact in the United Kingdom using data from the National Travel Survey for the period between 2002 and 2017. The path analysis approach based on SEM handles both direct and indirect effects and allows for a comprehensive study of travel behavior, trade-off effects, and work and non-work trips. The results suggest that workplace diversification is often reflected by longer average distances for work trips, which are often associated with more remote residential locations. Findings also show that for some categories, such as teleworkers and home-based workers, trade-off effects are observed between work and non-work trips, which increase CO2 emission levels.  相似文献

When discussing the future of cities, there is a tendency to focus on technology that will make cities and mobilities more sustainable. A bit further down the line the question of understanding or changing everyday practice arises – how to get people to transform their current mobility practice, or to adjust to the technologies introduced. As a key to understanding and changing practice I argue that storytelling plays a crucial role on different scales. In line with this, the concept of structural stories can be used to understand how specific framings of modes of transport guides everyday practices. To illustrate this, I will use the example of a concept of redesigning Copenhagen’s streets. On these streets space is redistributed so that pedestrians, cyclists and busses get more space, and more space is created for public places and city life. Consequently, the space allocated for cars and parking is scaled down.  相似文献

In spite of the fact that about 70% of Nigeria's population live in rural areas, these areas have remained largely inaccessible. Not only do they lack motorable roads and organized public transport but also field surveys indicate that nearly all rural inhabitants do not have a private car. A Directorate of Food, Roads and Rural Infrastructure has been set up to manage the inaccessibility problem, among others. Whereas there are several conventional approaches to the management of the rural transportation problem, the Nigerian approach relies on the provision of roads. This restrictive approach with an emphasis on locational to the neglect of personal accessibility has various limitations which are analysed.  相似文献

What is the most effective way to enhance the accessibility of our oldest and largest public transportation systems for people with reduced mobility? The intersection of limits to government support with the growing mobility needs of the elderly and of people with disabilities calls for the development of tools that enable us to better prioritise investment in those areas that would deliver the greatest benefits to travellers. In principle and, to a lesser extent, in practice, many trains and buses are already accessible to nearly all users, leaving the stations and interchanges as the single largest and most expensive challenge facing operators trying to improve overall access to the network.Focussing on travel time and interchange differences, we present a method that uses network science and spatio-temporal analysis to rank stations in a way that minimises the divergence between accessible and non-accessible routes. Taking London as case study, we show that 50% of the most frequently followed journeys become 50% longer when wheelchair accessibility becomes a constraint. Prioritising accessibility upgrades using our network approach yields a total travel time that is more than 8 times better than a solution based on random choice, and 30% more effective than a solution that seeks solely to minimise the number of interchanges facing those with mobility constraints. These results highlight the potential for the analysis of ‘smart card’ data to enable network operators to obtain maximum value from their infrastructure investments in support of expanded access to all users.  相似文献

Trip chaining is a phenomenon that we know exists but rarely investigate. This could be attributed to either the difficulty in defining trip chains, extracting such information from travel diary surveys, the difficulty in analysing all the possible trip chain types, or all of the above. Household travel diary surveys provide a wealth of information on the travel patterns of individuals and households. Since such surveys collect all information related to travel undertaken, in theory it should be possible to extract trip-chaining characteristics of travel from them. Due to the difficulty in establishing and analysing all of the possible trip chain types, the majority of research on trip chaining has appeared to focus on work travel only. However, work related travel in many cities does not represent the majority of activities undertaken and, for some age groups, does not represent any travel at all. This paper begins by reviewing existing research in the field of trip chaining. In particular, investigations into the definitions of trip chaining, the defined typologies of trip chains and the research questions that have been addressed are explored. This review of previous research into trip chaining facilitates the following tasks: the identification of the most useful questions to be addressed by this research; defining trip chaining and associated typologies and defining data structures to extract trip chaining information from the household travel surveys conducted in metropolitan Adelaide, South Australia. The definition and typology developed in our research was then used to extract trip-chaining information from the household travel diary survey (MAHTS99) conducted in Adelaide in 1999. The extracted trip chaining information was then used to investigate trip-chaining behaviour by households. The paper reports the results of this analysis and concludes with a summary of the findings and recommendations for further investigations.  相似文献

Global Positioning System (GPS) surveys have been conducted for the past decade. Although GPS records were initially regarded as providing “ground truth” of travel, it has been found subsequently that they have some errors. SenseCam, a small passive digital camera, provides a chance to pursue ground truth by capturing images every 20 s on average. This paper discusses how SenseCam could help GPS data collection and shows potential benefits for both SenseCam and GPS research. This paper also investigates the performance of GPS devices in detail in terms of recording data by comparisons between GPS results and SenseCam images. The specific issue of missing GPS data is discussed and examined in this paper.  相似文献

This paper aims to adopt a critical stance on the relevance and interpretation of the recently emerging concepts of resilience and vulnerability in transportation studies. It makes a clear distinction between engineering and ecological interpretations of these concepts and offers a systematic typology of various studies in this field. A core element in the study is the linkage between the aforementioned concepts and connectivity/accessibility in transport networks. The methodological findings in the study are put in perspective by addressing also such concepts as robustness, reliability and friability of transport systems.  相似文献

Accessibility is a key metric when assessing the efficiency of an urban public transportation network. This research develops a methodology for evaluating spatial accessibility of a system with multiple transportation modes in an urban area, Shanghai Hongqiao Transportation Hub (SHTH) and its surrounding area. The method measured total traveling time as an accessibility indicator, which summed the time people spent on walking, waiting, transfer and transportation in a journey from the SHTH to destinations. Spatial accessibility was classified into five levels from very high to very low. The evaluation was conducted at a cell-by-cell basis under an overall scenario and three specific scenarios. Evaluation results were presented in a series of maps. The overall accessibility scenario shows a concentric-ring trend decreasing from the SHTH to the fringe of the study area. Areas along the metro lines generally have a much higher accessibility than those along the bus lines with some exceptions where bus routes play a more important role. Metro stations identified as either time-saving or time-consuming points are mainly distributed around the urban center. Some suggestions are proposed for improving accessibility of public transportation network in the study area. The results from this study provide a scientific basis and useful information for supporting decision-making on urban planning, and assisting dwellers to travel in a time-efficient manner. The methodology offers a simple, flexible way to the spatial evaluation, metro station identification and network modification of accessibility of public transportation systems with multiple transportation modes.  相似文献

Evaluating transport policy for cities in developing countries is often constrained by data availability that limits the use of conventional appraisal models. Here, we present a new ‘bottom-up’ methodology to estimate transport CO2 emission from daily urban passenger travel for Beijing, a megacity with relatively sparse data on travel behaviour. A spatial microsimulation, based on an activity diary survey and two sample population censuses, is used to simulate, for Beijing’s urban districts, a realistic synthetic population, and their daily travel and CO2 emission over 2000–2010. This approach provides greater insight into the spatial variability of transport CO2 emission than has previously been possible for Beijing, and further, enables an examination of the role of socio-demographics, urban form and transport developments in contributing to emissions over the modelled period.Using the 2000–2010 CO2 emission estimates as a baseline, CO2 emissions from passenger travel are then modelled to 2030 under scenarios exploring politically plausible strategies on transport (public transport infrastructure investment, and vehicle constraint), urban development (compaction) and vehicle technology (faster adoption of clean vehicle technology). The results showed that, compared to the trend scenario, employing both transport and urban development policies could reduce total passenger CO2 emission to 2030 by 24%, and by 43% if all strategies were applied together. The study reveals the potential of microsimulation in emission estimation for large cities in developing countries where data availability may constrain more traditional approaches.  相似文献

A travel plan is a mechanism for delivering a package of transport measures at a site to manage car use and encourage the use of more sustainable forms of transport. In recent years, travel plans have been required for new infill and greenfield developments through the land-use planning and approvals process, predominantly in the United Kingdom, the United States, continental Europe and Australia. This paper contributes to the literature by providing a global review of travel plans for new developments. The results show that while travel plans for new developments share a common set of elements with those for pre-existing sites, differences within each element are notable, particularly in the types of travel plan measures adopted, processes for managing the travel plan, and approaches to monitoring and review. Results of previous evaluations have varied considerably, although most have reported a reduction in car driver trips of 10–20 percentage points. Despite this, most evaluations lack rigour, with a paucity of robust evidence. Key success factors identified by the literature, such as the provision of an explicit policy supporting the role of travel plans, should be embedded within the travel planning process where possible to ensure best outcomes for new developments.  相似文献

The share of immobile persons, i.e. persons not leaving their homes on a given reporting day, is both a central result and a prime quality indicator of a travel diary survey. The wide range of values for the share of immobiles reported in travel diary and time budget survey literature has motivated this in-depth analysis of the reasons for these disparities. This paper collates available evidence on the share of immobiles in travel diary surveys. The share of these non-travellers (UK), or no-trippers (US), varies greatly between otherwise similar surveys. After analysing both disaggregate and aggregate information, this paper concludes that the share of immobiles should be in the range of 8%–12% for the standard one-day, weekday-only travel diary. The analysis suggests that a substantial share of respondents refuse to participate in a soft way, i.e. by claiming not to have left the house. In its conclusions, the paper sketches new ways to reduce the share of such soft refusers during the interview and to identify them during the analysis.   相似文献

In the past few years, the social science literature has shown significance attention to extracting information from social media to track and analyse human movements. In this paper the transportation aspect of social media is investigated and reviewed. A detailed discussion is provided about how social media data from different sources can be used to indirectly and with minimal cost extract travel attributes such as trip purpose, mode of transport, activity duration and destination choice, as well as land use variables such as home, job and school location and socio-demographic attributes including gender, age and income. The evolution of the field of transport and travel behaviour around applications of social media over the last few years is studied. Further, this paper presents results of a qualitative survey from travel demand modelling experts around the world on applicability of social media data for modelling daily travel behaviour. The result of the survey reveals positive view of the experts about usefulness of such data sources.  相似文献

Abstract

The ability to judge and select a model that is appropriate for a particular application is considered to be one of the most important aspects in contemporary transport planning. However, there is no suitable procedure for the systematic selection of a model that is most appropriate for meeting the needs and requirements of a particular planning task. Although there is little literature on the criteria for model assessment and selection methodologies, none can support systematic evaluation of different models versus quality of obtainable data versus efforts for data provision. Such deficiencies support the need for further guidance on a model selection procedure for developing countries where efforts for data provision are highly susceptible to higher sampling and measurement errors. This study presents a unified framework for the systematic model selection process. Evaluation of the framework for a case study of Dar es Salaam city in Tanzania evidences its benefits and applicability.  相似文献

Throughout the world, cities seek to ease transport-related problems of congestion, air pollution, noise, and traffic injuries. Urban transport planners have welcomed e-scooters as an alternative to motorized individual transport, specifically the car. The public has met e-scooters with both enthusiasm and scepticism, as cities have struggled with unforeseen outcomes such as forms of irresponsible riding, cluttering, or vandalism. This paper investigates the challenges associated with the introduction of e-scooters in ten major cities, based on a content analysis of local media reports. News items (n = 173) were identified through Internet searches and include print media, TV and radio websites. Concerns prior to and after the introduction of e-scooters are assessed, analysed, and interpreted in the context of new policies for this transport mode. Results suggest that many cities have moved through trial and error stages in their search for appropriate legislation. The paper concludes that it is prudent for urban planners to introduce policies regarding maximum speeds, mandatory use of bicycle infrastructure, and dedicated parking, as well as to limit the number of licensed operators. Where negative public opinion can be averted, e-scooters stand a chance to become a disruptive niche innovation with the potential to transform urban transport systems.  相似文献
