Despite the widely recognized importance of evacuation planning for residents with special needs – in this paper referred to as the medically fragile population – there is virtually no research available to guide such planning, as opposed to the numerous empirical research studies on the evacuation behavior of the general population. In this paper, we provide these long-overdue insights using data from a large-scale phone survey (over 7000 samples) conducted in the aftermath of hurricane Irene in the Hampton Roads region in Virginia. Via aggregate and disaggregate analyses, we start to unravel the behavior of this heavily understudied, and potentially vulnerable population group. Special emphasis will be placed on the differences between the medically fragile and non-medically fragile population. Two alternative definitions for what constitutes medically fragile are examined in this paper. Using the broader definition, it was found that a key difference between these two groups relates to the importance of having a strong network of family members in the area. When considering a more narrow definition, we found that being a single parent household, likelihood of neighborhood flooding and knowing most of the names of one’s neighbors have significantly different impacts on the two population groups. 相似文献

The impacts of road surface texture on tyre/road noise are explored by analysing field data applying fast Fourier transform technique to tyre/road noise spectrum analysis. The results indicate that the tyre/road noise can be higher at lower frequency bands but lower at higher bands. Cluster analysis on surface texture in terms of wavelength identified three cluster groups that centred at 1.32 mm, 3.65 mm, and 5.11 mm have different impacts on noise. The shorter wavelength group suppressed tyre/road noise, medium group aggravated it and the high wavelength group were outliers. 相似文献

The road transport sector is one of the major contributors of greenhouse gases and other air pollutants emissions. Regional emissions levels from road vehicles were investigated, in Mauritius, by applying a fuel-based approach. We estimated fuel consumption and air emissions based on traffic counts on the various types of classified roads at three different regional set ups, namely urban, semi urban and rural. The Relative Development Index (RDI), a composite index calculated from socio-economic and environmental indicators was used to classify regions. Our results show that the urban motorways were the most polluting due to heavy traffic. Some rural areas had important pollution levels as well. Our analysis of variance (ANOVA), however, showed little difference in emissions among road types and regions. The study can provide a simple tool for researchers in countries where data are very scarce, as is the case for many developing countries. 相似文献

Reducing the air pollution from increases in traffic congestion in large cities and their surroundings is an important problem that requires changes in travel behavior. Road pricing is an effective tool for reducing air pollution, as reflected currently urban road pricing outcomes (Singapore, London, Stockholm and Milan). A survey was conducted based on establishing a hypothetical urban road pricing system in Madrid (a random sample size n = 1298). We developed a forecast air pollution model with time series analysis to evaluate the consequences of possible air pollution decreases in Madrid. Results reveal that the hypothetical road pricing for Madrid could have highly significant effects on decreasing air pollution outside of the city and in the inner city during the peak operating time periods of maximum congestion (morning peak hours from 7:00 to 10:00 and evening peak hours from 18:00 to 20:00). Furthermore, this system could have significant positive effects on a shift toward using public transport and non-motorized modes inside the hypothetical toll zone. This reveals that the system has a high capacity to motivate a decrease in air pollution and impose more sustainable behavior for public transport users. 相似文献

The method of benchmarking provides an opportunity to learn from better performing territories to improve the effectiveness and efficiency of activities in a particular field of interest. Such a field of interest could be road safety. Road safety benchmarking can include several indicators, ranging from performance indicated by crash statistics, to indicators that also account for consequences in costs or the underlying state of the road safety system and relevant organisation and processes at actor level. The structure and culture of a territory is identified as a basic context of road safety performance. This is regarded as important information to use in grouping of territories to get more homogenous or equal and comparable conditions to learn from ‘the best in class’.The main aim of this study is to assess the usability of different groupings using the physical structure for benchmarking road safety performance at local territorial level. A traditional grouping of municipalities in the Netherlands was compared with a simple grouping of these municipalities based on their level of urbanisation and an advanced grouping in which more indicators such as differences in demography, growth and road structure were taken into account. As in other studies, urbanisation showed to be the most predominant structural factor for grouping local territories and related to differences in road safety performance. However, if information would be needed for specific target groups, other factors like age and gender distribution or the distribution of the road network can provide valuable additional insight and better homogenous starting points for benchmarking. Extensive published literature shows that hydrated lime improves Hot Mix Asphalt (HMA) durability. Its impact on the environmental impact of HMA has not been investigated. This paper presents a comparative Life Cycle Assessment (LCA) for the use of HMA without hydrated lime (classical HMA) and with hydrated lime (modified HMA) for the lifetime of a highway. System boundaries cover the life cycle from cradle-to-grave, meaning extraction of raw materials to end of life of the road. The main assumptions were: 1. Lifetime of the road 50 years; 2. Classical HMA with a life span of 10 years, maintenance operations every 10 years; 3. Modified HMA with an increase in the life span by 25%, maintenance operations every 12.5 years. For the lifetime of the road, modified HMA has the lowest environmental footprint compared to classical HMA with the following benefits: 43% less primary total energy consumption resulting in 23% lower emissions of greenhouse gases. Partial LCAs focusing only on the construction and/or maintenance phase should be used with caution since they could lead to wrong decisions if the durability and the maintenance scenarios differ. Sustainable construction technologies should not only consider environmental impact as quantified by LCA, but also economic and social impacts as well. ABSTRACTA growing concern for mobility-related social inclusion and equity is evident from both academic research and planning best practices. Scholarly research promotes accessibility as the main aim of transport planning, assuming it as the evaluative approach that better conveys how mobility contributes to individuals' well-being and participation in social life. Accessibility can be crucial to address the socio-spatial inequalities that characterise manifold settings across the world. Amongst them, Latin American countries have been keen in tackling such imbalances through mobility-related interventions, as the renowned cases of Curitiba, Medellin and Bogotá show. The widespread interest in mobility as both a cause and effect of social disparities has generated an increasing stream of work that examines Latin American settings through the lenses of accessibility. This paper aims at critically reviewing the growing scholarly works that, providing accessibility-based evaluations, has examined issues of transport and equity in Latin America. Proposing a novel conceptual framework that considers the underlying ethical stance, components of accessibility and implications for planning and policy, this work examines what approaches, features and indicators are present in the current literature, as well as what settings have been taken into consideration by scholarly research. Moreover, the review has an explicit operational interest, to define what indicators are relevant or missing to assess accessibility in the light of social concerns, as well as to consider the current and potential implications that such research findings have on transport planning and policy. The review highlights how a growing but still limited body of work has examined transport and equity in Latin America, suggesting academic, technical and operational avenues to enhance theoretical and practical approaches to the issue. 相似文献

Ride-sharing has often been cited as a successful method to reduce congestion and green house gas emissions. This paper examines the patterns of ride-sharing, in Dublin, and estimates the environmental benefits of ride-sharing both in terms of reductions in emissions and the vehicle kilometres travelled. Data from the 2006 Census of Ireland is used to examine the travel patterns of those that ride-share. The COPERT4 model is used in this paper to estimate the CO2 emissions saved by ride-sharing. 相似文献

We evaluate the economic effects of investment in the road network on private regional activity. We employ provincial Spanish panel data from 1980 to 2007 to perform non-parametric frontier techniques based on Data Envelopment Analysis and to obtain the Malmquist productivity indexes, thus enabling us to examine the evaluation of the productivity growth via technological changes or efficiency gains. Additionally, we analyze the role of transport infrastructure on the evolution of Total Factor Productivity and its components through econometric techniques. Our results show important spillover effects. Moreover, our findings have significant implications for policy makers if we take into account the fact that the use of the road network in economic activity or in commercial relations greatly influences productivity growth. 相似文献

This study examined the changes in the media coverage of two road pricing schemes proposed in the Netherlands in the period 1998–2010, as well as the link between the media coverage and the policy debate. Both pricing proposals were debated for several years and neither was introduced. Our findings show that space allocation for type of overall tone (e.g. negative or positive towards a pricing proposal) and the range of issues and policy actors in the media coverage were very different for the two proposals, and for each proposal fluctuated greatly over time. Our analysis suggests that such a variation in the media coverage was a reflection of changes in the content of the policy debate (e.g. caused by the specific design features of pricing proposal under discussion, the different policy actors engaged in the debate and their messages about the proposal). This indicates that policymakers can influence the media coverage of road pricing policies to some extent by managing the policy debate. Our findings also show not only that changes in the content of the policy debate were reflected in the media coverage, but also that the media coverage influenced the policy debate: the statements or actions of policy actors received media coverage, which then in turn stimulated the policy debate. However, the influence of media on the policy debate was rather indirect, in that policy actors mostly reacted to the messages from other policy actors reported in the media and to a lesser extent to the media coverage itself. 相似文献

ABSTRACTNumerous methodologies measuring walkability have been developed over the last years. This paper reviews the Walkability Index (WI) literature of the last decade (2009–2018) and highlights some limitations in the current approaches. Only a few studies have evaluated walkability in Latin America, mainly in big cities but not in medium and small-sized cities in the region, which present their own urbanisation dynamics, security issues, sidewalk invasion problems, and poor planning. Furthermore, most WIs in the literature use objective mesoscale variables to assess walkability in a given area. This paper contributes to filling these gaps by generating new evidence from a medium-sized city in Latin America to question if characteristics of the built environment encourage walking trips, as found in the literature, are transferable among regions. The study also proposes a novel index comprised of microscale and mesoscale built environment variables to assess walkability using virtual tools and considering users’ perceptions. The WI estimation relies on ranking probability models. The results of the case study suggest that subjective Security and Traffic Safety are the most crucial factors influencing walkability in these kind of cities, which is different from what is found in the literature from cities in developed countries where Sidewalk Condition and Attractiveness are the most important factors. Security appeared to be strongly associated with a subjective dimension, represented by the fear of crime or perceived risk for crime, instead of the actual occurrence of crimes. This result evidences the importance of the physical attributes of the real world and how they are captured, judged, and processed by pedestrians. Then, regional transferability of WIs needs to be done carefully. Finally, results in this paper highlight the importance of microscale built environment characteristics in the WI formulation in these cities. Results are in line with other research in some cities of the region, which found that microscale variables such as pavement quality and presence of obstacles on the sidewalks are relevant components to promote walkability. 相似文献

Activity-based travel demand modeling (ABTDM) has often been viewed as an advanced approach, due to its higher fidelity and better policy sensitivity. However, a review of the literature indicates that no study has been undertaken to investigate quantitatively the differences and accuracy between an ABTDM approach and a traditional four-step travel demand model. In this paper we provide a comparative analysis against each step – trip generation, trip distribution, mode split, and network assignment – between an ABTDM developed using travel diary data from the Tampa Bay Region in Florida and the Tampa Bay Regional Planning Model (TBRPM), an existing traditional four-step model for the same area. Results show salient differences between the TBRPM and the ABTDM, in terms of modeling performance and accuracy, in each of the four steps. For example, trip production rates calculated from the travel diary data are found to be either double or a quarter less than those used in the TBRPM. On the other hand, trip attraction rates computed from activity-based travel simulations are found to be either more than double or one tenth less than those used in the TBRPM. The trip distribution curves from the two models are similar, but both average and peak trip lengths of the two are significantly different. Mode split analyses show that the TBRPM may underestimate driving trips and fail to capture any usage of alternative modes, such as taxi and nonmotorized (e.g., walking and bicycling) modes. In addition, the ABTDMs are found to be less capable of reproducing observed traffic counts when compared to the TBRPM, most likely due to not considering external and through trips. The comparative results presented can help transportation engineers and planners better understand the strengths and weaknesses of the two types of model and this should assist decision-makers in choosing a better modeling tool for their planning initiatives. 相似文献

This article investigates two performance attributes of road networks, reliability and vulnerability, analyzing their similarities as well as the differences that justify distinct definitions, based on consolidation of recent studies. We also discuss the indicators found in the literature for these two performance attributes. Since various authors treat vulnerability as an aspect of reliability instead of a specific attribute, we carried out an application to a complex road network representative of the city of Rio de Janeiro to check the suitability of this approach. The results show that the vulnerability indicators are more strongly affected by the characteristics of alternative routes while the reliability metrics are more sensitive to the congestion level. The conclusion is that reliability and vulnerability should be treated distinctly for evaluating the performance of road network links. 相似文献

The roads are one of the most obvious expressions of modern society, being considered vital for economical growth. Nevertheless, roads have a very strong negative impact upon environment, manifested, among others, by road mortality. In Romania numerous minor roads are currently upgraded and asphalted. In the year 2016, on a road of this kind, in a wooded mountain area, we recorded 1628 road killed animals belonging to 48 taxons. The majority were forest and wet areas animals (earthworms, snails, amphibians, etc), characteristic for the road’s vicinity. Flying or dry areas animals were fewer. The road crosses the forest and the wet areas animals’ habitats. Now, they are certain victims on the road, because its recent upgrade had increased the cars’ speed. Road mortality differed between periods and according to the road surroundings aspect. The highest road mortality intensity was registered at the end of the spring. It has dropped in the summer and then rose again in the autumn, but just moderately. The animals were affected according to their life cycle and ecological demands. On this minor road surrounded by relatively uniform wooded habitats, the road mortality differences were determined in the first place by the demandings and life cycle of the victims, which were affected by meteorological conditions. This studied road is a proof of how forest native animals are exposed once their habitat is crossed by a road. 相似文献

Travel time, travel time reliability and monetary cost have been empirically identified as the most important criteria influencing route choice behaviour. We concentrate on travel time and travel time reliability and review two prominent user equilibrium models incorporating these two factors. We discuss some shortcomings of these models and propose alternative bi-objective user equilibrium models that overcome the shortcomings. Finally, based on the observation that both models use standard deviation of travel time within their measure of travel time reliability, we propose a general travel time reliability bi-objective user equilibrium model. We prove that this model encompasses those discussed previously and hence forms a general framework for the study of reliability related user equilibrium. We demonstrate and validate our concepts on a small three-link example. 相似文献

This paper presents a general framework to estimate the bus user time benefits of a median busway including the effects on travel time and access time. Unlike previous models, we take into account the effects of geometry and the interaction with the demand structure. Models for predicting the bus in-vehicle time benefits of a median dual carriageway busway against mixed traffic condition on 2 and 3 lanes roads are estimated using data from a case study in Santiago (Chile), using a bus travel time model empirically estimated and considering different base case situations, including mixed traffic operations and bus lanes. Results of the application show that the expected in-vehicle time savings of a median busway might be reduced by access time losses due to increased walking distances and road crossing delays. Also, that net time benefits can vary significantly according to the base situation and the structure of demand considered. These findings point out to the need of including a wider set of impacts when studying the benefits of median busways, beyond in-vehicle time savings only. The empirical work presented here is completely based on passive data coming from GPS and smartcards, what makes easier and cheaper to conduct this type of analysis as well as to do it with a comprehensive scope at an early stage of the development of a BRT project. This framework can be extended to other types of dedicated bus lanes provided that a corresponding bus travel time savings model is available. 相似文献

This paper considers the rural road network upgrading problem, using a multi-objective optimization model, to support decision-makers in the choice of roads to upgrade in the hilly regions of Nepal. The model considers two objectives: minimization of user operation costs and maximization of population covered. The problem was solved for a real-world rural road network in the Gorkha district of Nepal. For this case, all non-dominated solutions were obtained and the ones providing more interesting trade-offs were analysed. The paper examines the potential effects of failure of heavily used, outdated locks and dams on the Monongahela River in southwestern Pennsylvania. Catastrophic failure would result in lengthy outage of barge traffic. The displaced volume of coal shipments from mines to power plants is estimated using Energy Information Administration survey data. The resilience of the impacted facilities, the viability of their shipping alternatives, and their ability to re-organize into new markets is assessed. Lost revenues are estimated for facilities that close due to an inability to adapt, as well as the replacement cost of towboats and barges trapped by a catastrophic and sudden failure. The aggregate costs to these facilities as a result of a year-long closure are estimated at $0.56-1.7 billion. 相似文献

We estimated the benefits associated with reducing fatal and severe injuries from traffic accidents using a stated choice experiment where choice situations were generated through a statistically efficient design. Specifically, the risk variables were defined as the expected annual number of vehicle car-users that suffered their death or were severely injured in a traffic accident. In addition, and differing from previous research, the number of pedestrians that died or were severely injured in traffic accidents per year was also included as a risk attribute in the choice experiment, to attempt at measuring drivers’ willingness to pay to reduce the risk of hitting pedestrians in a crash. The empirical setting was a choice of route for a particular trip that a sample of car drivers periodically undertakes in Tenerife, Spain. Models were estimated accounting for random taste heterogeneity and pseudo-panel data correlation. The median of the distribution of simulated parameters was used to obtain a representative measure for the monetary valuation of risk reductions. We found that the ratio between the values of reducing the risk of suffering a serious injury and that of reducing a fatality was approximately 18 %. Further, and quite novel, we also found that the value of reducing a pedestrian fatality was 39 % of the value of reducing a car occupant fatality. 相似文献
