This study develops and applies a multimodal computable general equilibrium (CGE) framework to investigate the role of resilience in the economic consequences of transportation system failures. Vulnerability and economic resilience of different modes of transportation infrastructure, including air, road, rail, water and local transit, are assessed using a CGE model that incorporates various resilience tactics including modal substitution, trip conservation, excess capacity, relocation/rerouting, and service recapture. The linkages between accessibility, vulnerability, and resilience are analyzed. The model is applied to the transportation system failures in the aftermath of Hurricane Katrina to illustrate its capabilities. The analytical framework, however, has broader applications and can provide insights for resource allocations to enhance emergent responses to unexpected events and to improve resilient design of transportation infrastructure systems.  相似文献

Although there are hundreds of airports that support commercial air passenger traffic in the United States (US), not all areas are equivalently served by the commercial air transportation system. Locations in the US differ with respect to their level of access to the commercial air network and their overall accessibility within the system. Given the complexity of the domestic commercial air passenger network and supporting infrastructure, past research has only been able to provide a limited assessment of locational accessibility within the United States. To address these complexities, this paper proposes a new metric that incorporates measures of access to air transport as well as accessibility within air transportation networks. Using a comprehensive dataset on scheduled airline service, the developed approach is then applied to the US domestic commercial passenger air transportation network to explore geographic differentials in accessibility. Results suggest marked differences between core-based statistical areas throughout the US.  相似文献

The increased severe weather events in recent years as a result of global climate change has created a substantial challenge for aviation system operation. Although transportation engineers and planners have attempted to improve system resilience through the adaptation of new technologies and the implementation of various strategies to achieve effective risk management, it remains unclear how resilience performance (measured by the speed of recovery) of airports varies in different severe weather events and what factors may explain such variations. This paper addresses these fundamental questions using the aviation system in China as an example. A resilience metric, which reflects the speed of recovery (bounce back) from a shock, was developed to measure the performance of airport resilience under various severe weather conditions. In addition, an empirical econometric analysis was conducted based on a dataset that includes both detailed aviation performance and weather conditions for the period of October 2016 – September 2017. The research findings show that airport resilience to severe weather events does vary substantially based on factors, such as weather conditions, airport capacity, and the level of modal substitution. In particular, the recovery time of air services in central and south China tends to be relatively longer in thunderstorms than other weather conditions. The study also confirms that modal substitution is a very effective resilience tactic of the transportation system as the recovery speed of air service was found to be faster by 22.9% if an alternative mode, such as high-speed rail (HSR) service was also available in the city.  相似文献

ABSTRACT

The Belt and Road (B&R) initiative was introduced by the Chinese government to promote the worldwide economic development and multilateral cooperation between China and the associated countries. As a crucial part of global supply chains, transportation plays a key role to ensure the implementation of the B&R. Safety is one of the issues with great importance in transportation research. However, its foci have been expanded from traditional risk through security to resilience and sustainability. Resilience has attracted considerable interests from both researchers and practitioners across different research domains in recent years. Various studies have been conducted on transportation resilience from different perspectives. Consequently, different definitions have been developed to define and describe resilience. This paper presents a systematic review on transportation resilience with emphasis on its definitions, characteristics, and research methods applied in different transportation systems/contexts. It aims to figure out what transportation resilience is and what kind of essential characters it usually has. More importantly, research challenges are analysed and a future research agenda on the resilience of transportation systems is proposed. This paper will provide comprehensive insights into understanding the transportation resilience, as well as establish new horizons for relevant research topics within the context of the B&R.  相似文献

This paper presents a long-term investment planning model that co-optimizes infrastructure investments and operations across transportation and electric infrastructure systems for meeting the energy and transportation needs in the United States. The developed passenger transportation model is integrated within the modeling framework of a National Long-term Energy and Transportation Planning (NETPLAN) software, and the model is applied to investigate the impact of high-speed rail (HSR) investments on interstate passenger transportation portfolio, fuel and electricity consumption, and 40-year cost and carbon dioxide (CO2) emissions. The results show that there are feasible scenarios under which significant HSR penetration can be achieved, leading to reasonable decrease in national long-term CO2 emissions and costs. At higher HSR penetration of approximately 30% relative to no HSR in the portfolio promises a 40-year cost savings of up to $0.63 T, gasoline and jet fuel consumption reduction of up to 34% for interstate passenger trips, CO2 emissions reduction by about 0.8 billion short tons, and increased resilience against petroleum price shocks. Additionally, sensitivity studies with respect to light-duty vehicle mode share reveal that in order to realize such long-term cost and emission benefits, a change in the passenger mode choice is essential to ensure higher ridership for HSR.  相似文献

The events of recent hurricane seasons have made evacuation a leading emergency management issue. In 1998 and 1999, Hurricanes Georges and Floyd precipitated the two largest evacuations in the history of the United States and perhaps, its two largest traffic jams. In response to the problems experienced during these events, many state departments’ of transportation have begun to take a more active role in the planning, management, and operation of hurricane evacuations. This is somewhat of a departure from prior practice when emergency management officials directed these tasks almost exclusively. Since the involvement of transportation professionals in the field of evacuation has been a fairly recent development, many of the newest practices and policies have only been used once, if ever. They also vary widely from state-to-state. To determine what the latest policies and strategies are and how they differed from one location to another, a national review of evacuation plans and practices was recently undertaken. The study was carried out from a transportation perspective and included both a review of the traditional transportation literature and a survey of department of transportation and emergency management officials in coastal states threatened by hurricanes. This paper highlights the findings of the survey portion of the study. It focuses mainly on current state practices, including the use of reverse flow operations and intelligent transportation systems. It also summarizes current evacuation management policies, methods of information exchange, and decision-making criteria. This paper presents the general similarities and differences in practices and gives particular attention to unique, innovative, and potentially useful practices used in individual states.  相似文献

Researchers have argued that megaregions are a crucial spatial scale to address infrastructure modernization, growth management, economic development and environmental impacts because processes affecting these domains are highly concentrated within megaregional spaces. This paper evaluates the conceptual issues and policy salience of megaregional planning in the U.S. by analyzing the results of a 2018 survey of 382 designated MPOs. Drawing upon the survey results, we find support for the notion that MPO partnerships operating at the megaregional scale are somewhat widespread and involve MPOs along with other partners, like state DOTs and councils of governments. A subset of common concerns—especially multi-modal freight, major transportation corridors, economic development, intercity rail service, and air quality—appear to motivate megaregional partnerships. MPOs were most likely to engage in megaregion-scale collaborations requiring relatively low levels organizational time and resources versus more substantive collaborative efforts to develop joint plans or coordinated project investments. At the same time, few MPO respondents viewed megaregional scale planning collaborations as a high priority or as highly effective. For the majority of MPOs, it appears likely that the costs of such collaborations currently outweigh prospective benefits. Survey respondents identified increasing staff funding, requiring state DOTs’ statewide plans to address megaregional issues, and facilitating and enabling inter-local agreements for megaregional planning as actions that would enhance the salience and effectiveness of megaregional planning. These actions will likely occur only if planning at this scale is embraced as an important priority by federal and state policy makers.  相似文献

A major issue that State Departments of Transportation (DOTs) in the US face relates to financing future transportation investments. Questions of interest to State DOT officials relate to the suitability and revenue potential of alternative financing approaches. This paper presents a methodology to estimate the potential levels of revenue associated with the use of selected combinations of financing approaches and to assess the adequacy of these revenues vis-a-vis various levels of investments being considered by decision-makers. The methodology is designed to accommodate a wide array of inputs such as major policy objectives and initial assumptions that may vary significantly from State to State in order to provide a greater flexibility of implementation. The application of this methodology is demonstrated with an illustrative example for Massachusetts. This paper should be of interest to State DOTs seeking an acceptable combination of financing approaches to support future transportation investments.  相似文献

In the transportation literature, two major and parallel approaches exist to identify the critical elements of a transportation system. On the one hand, conventional transportation engineering emphasizes travel demand, often in terms of traffic volume (i.e., demand side). On the other hand, newer techniques from Network Science emphasize network topology (i.e., supply side). To better understand the relationship between the two approaches, we first investigate whether they correlate by comparing traffic volume and node centrality. Second, we assess the impact of the two approaches on the connectivity and resilience of a transportation network; connectivity is measured by the relative size of the giant component, and resilience is measured by the network’s adaptive capacity (the amount of extra flow it can handle). The urban road system of Isfahan (Iran) is used as a practical case study. Overall, we find that traffic volume indeed correlates with node centrality. In addition, we find that the weighted degree of a node, i.e., the sum of the capacities of its incident links (for small disruptions) and node betweenness (for large disruptions), best captures node criticality. Nodes with high weighted degree and betweenness should therefore be given higher priority to enhance connectivity and resilience in urban street systems. Regarding link criticality, roads with higher capacities showed a more important role as opposed to betweenness, flow, and congestion.

With the continuous expansion of urban rapid transit networks, disruptive incidents—such as station closures, train delays, and mechanical problems—have become more common, causing such problems as threats to passenger safety, delays in service, and so on. More importantly, these disruptions often have ripple effects that spread to other stations and lines. In order to provide better management and plan for emergencies, it has become important to identify such disruptions and evaluate their influence on travel times and delays. This paper proposes a novel approach to achieve these goals. It employs the tap-in and tap-out data on the distribution of passengers from smart cards collected by automated fare collection (AFC) facilities as well as past disruptions within networks. Three characteristic types of abnormal passenger flow are divided and analyzed, comprising (1) “missed” passengers who have left the system, (2) passengers who took detours, and (3) passengers who were delayed but continued their journeys. In addition, the suggested computing method, serving to estimate total delay times, was used to manage these disruptions. Finally, a real-world case study based on the Beijing metro network with the real tap-in and tap-out passenger data is presented.  相似文献

This paper provides an overview of the status of telecommuting in the United States, especially as it relates to changes in travel behavior. Regarding the state of the practice, the paper discusses some refinements to the definition of telecommuting that have developed through increased operational experience. It reports several policy statements involving telecommuting, and explores the appeal of telecommuting as a public policy instrument. It highlights some trends in the implementation of home-based and work center-based telecommuting, and suggests that visible public-sector involvement has been crucial to the increased activity in this area.In sketching the state of the art, the paper outlines some frequently-stated hypotheses on telecommuting and travel behavior, and summarizes current empirical findings relating to those hypotheses. Finally, it suggests a variety of topics suitable for further research. These include studying factors influencing the ultimate adoption levels of telecommuting; impacts on energy/air quality, mode choice, and location/urban form; interactions with other transportation demand management strategies; relationships to the traditional urban travel demand forecasting process; cost/benefit tradeoffs; and telecommuting centers.  相似文献

We describe a model that integrates a multiregional input–output (I–O) model of the USA (for 50 States and the District of Columbia) with the national highway network. Inter-state commodity shipments are placed on a congestible highway network. Simulations of major choke-point disruptions redirect traffic which increases the costs of some shipments. Increased costs show up in higher prices which help to determine a new I–O equilibrium. We find economic and network equilibria that are consistent. The simulations show only moderate economic impacts. We ascribe this to the resilience of the highway network. The model provides State-level detail on who bears the costs of the disruptions.  相似文献

Door-to-door transportation service for elderly and persons with disabilities is often called dial-a-ride (DAR), and is usually provided by transit agencies through private contractors. Growth in DAR ridership is reported across the United States and this tendency will likely continue due to aging population. Such trends encourage development of models that can provide decision support in planning new DAR systems or expanding existing ones. Several statistical models were previously developed to predict the required DAR system capacity, given various characteristics of the service region, level-of-service requirements and operator constraints. Our work contributes to this line of research by proposing statistical and machine learning approaches that provide more accurate predictions over a wider range of scenarios. This is accomplished through transformation of variables and application of generalized linear model and support vector regression. Proposed models are built into an online tool that can help transit planners and policy makers: (a) estimate the capacity and operating cost of a DAR system needed to provide the desired level of service, (b) explore tradeoffs between system costs and levels of service, and (c) compare the cost of providing DAR service with other transportation alternatives (e.g., taxi, conventional transit).  相似文献

Risk management is an inherent part of supplier selection. While companies are enjoying the benefits of outsourcing, risks brought by this practice should be taken into account in the process of decision making. This paper presents a multiobjective stochastic sequential supplier allocation model to help in supplier selection under uncertainty. Demand for products, capacities at suppliers as well as transportation and other variable costs are the main sources of uncertainty and are modeled using probability distributions. Disruptions are exogenous events and the model provides proactive mitigation strategies against disruptions by assigning backup suppliers who can be used in case of a default at a primary supplier. When there is no disruption, the model’s solution is an optimal supplier order assignment, considering operational risks.  相似文献

Public service obligations (PSOs) are used by governments in many countries, including the United States and 11 countries in Europe, to mandate a minimum level of commercial air transportation service, especially for small or rural communities. This paper analyzes PSOs in these 12 countries for the year 2010 using the recently proposed Global Connectivity Index to measure direct and indirect market access and a novel subsidy database covering 90% of PSO movements in these countries to assess value-for-money.We show that PSO services represent about 2.5% of all commercial movements in the 12 countries analyzed, generating about 1% of these countries’ total air transport connectivity. Over all routes for which data was available, approximately USD$ 900 million was earmarked for PSO and air service discount provision in 2010, with average subsidies per movement ranging from about $700 to $3500. PSO market access and efficiency outcomes vary across the countries analyzed. Some countries, such as Germany and the United States, focus on providing network access for smaller communities, thereby creating not only point-to-point, but also onward connectivity, while others such as Norway, Sweden, and Ireland, predominantly aim at providing “lifeline services” that connect remote regions to a nearby economic center without providing onward connections.  相似文献

We model a multi-echelon system where disruptions can occur at any stage and evaluate multiple strategies for protecting customer service if a disruption should occur. The strategies considered take advantage of the network itself and include satisfying demand from an alternate location in the network, procuring material or transportation from an alternate source or route, and holding strategic inventory reserves throughout the network. Unmet demand is modeled using a mix of backordering and lost sales. We conduct numerical analysis and provide recommendations on selecting strategic mitigation methods to diminish the impact of disruptions on customer service. We demonstrate that the greatest service level improvements can be made by providing both proactive inventory placement to cover short disruptions or the start of long disruptions, and reactive back-up methods to help the supply chain recover after long or permanent disruptions.  相似文献

Transportation system infrastructure often experiences severe flood-related disruptions such as overtopping, erosion, and scour. The ensuing damages can result in enormous direct and indirect economic losses to the traffic network and consequently the individuals through conditions like inaccessibility to commuters and reduction in traffic safety. Many studies have claimed that a robust transportation system could significantly prevent such consequences from natural hazards such as floods, highlighting the importance of robustness measures that could be used by decision-makers to properly manage flooded transportation system. Most available measures related to network robustness assessment are qualitative, and while some recent studies have focused on such evaluation using quantitative assessment approaches related to environmental or social-economic operations, they lack the holistic view towards robustness under flood events. This study develops a composite multi-scale transportation-system robustness model considering flood hazards by synthesizing geographical damage recognition, topological functionality analysis, network operation evaluation, and traffic-user loss estimation. This integrated model has been applied in a real-world highway network, mainly revealing that a given intensive flood occurrence at different locations may result in a variety of after-flood disruptions in the transportation network. To assist the asset owners with developing more reasonable prevention and recovery plans, the developed multi-scale robustness index presents both visible multi-denominational flood consequences and an overall post-event transportation-system robustness indicator.  相似文献

Paratransit is a flexible demand-responsive form of public transportation intended for transporting mobility impaired individuals. This is the first study that estimates both demand and cost functions for publicly provided paratransit in the United States and the first to conduct a benefit-cost analysis for this mode. We find that the benefits of paratransit far exceed its associated costs. The results suggest that paratransit riders have few transportation alternatives available to them. We also find that the level of service matters in the demand for paratransit.  相似文献

Urban transit in the United States is going through a crisis of rising costs, increasing fares, falling patronage, and concomitant service reductions; typical of the pattern is San Francisco’s Municipal Railway, the agency in charge of all the City’s transit. From a basic fare of 15c in 1969, two increases brought the fare to 25c by 1972, and cut sharply into a previously stable patronage. The “Muni”, in an effort to reduce costs and meet its budgeted deficit, attempted to reduce service by ten to fifteen percent. From an analysis of the data which could be obtained, it appears that neither efficiency not equity in the City would have been served by the proposed cutbacks. The analysis draws from a variety of sources and methods in exploring the interactions within the transportation system and within the city budget.  相似文献
