Policy makers are looking for effective ways to promote the adoption of electric vehicles (EVs). Among the options is the roll-out and management of charging infrastructure to meet the EV drivers’ refuelling needs. However, policies in this area do not only have a long-term effect on the adoption of EVs among prospective owners, they also have short-term impacts on the usage of public charging infrastructure among current EV owners and vice versa. Presently, studies focusing on both effects simultaneously are lacking, missing out on possible cross-pollination between these areas. This study uniquely combines stated and revealed preference data to estimate the effect of particular policy measures aimed at EV adoption, on the one hand, and charging behaviour, on the other. Using a large dataset (1.7 million charging sessions) related to charging behaviour using public charging infrastructure in the Netherlands we quantify the effects of (i) daytime-parking (to manage parking pressure) and (ii) free parking (to promote purchase of EVs) policies on charging behaviour. To estimate the effects of these particular policies on EV purchase intentions, a stated choice experiment was conducted among potential EV-buyers. Results show that cross-pollinations between EV charging and adaptation policies exist and should be taken into account when designing policies for EV adoption.  相似文献

We perform a meta-analysis of studies investigating consumer preferences for electric and other alternative fuel vehicles (AFVs) to provide insights into the way driving range is traded off for capital costs. We find that consumers are willing to pay, on average, between 66 and 75 US$ for a 1-mile increase in driving range. Ceteris paribus, 100-mile-range cars have to be priced about 60% less than their conventional counterparts to become competitive. In line with intuition, but in contrast to most specifications employed in primary studies, we find that consumers’ marginal willingness to pay (WTP) decreases at a diminishing rate with increases in driving range. The variation in the WTP and compensating variation estimates among examined studies can be attributed to differences in the levels of driving range considered, in other elements of the study design and in the country of study. Our findings support stated preference literature’s conclusion that short driving range has been a major limitation to the large-scale adoption of battery electric vehicles (BEVs) and other AFVs, and that technological developments permitting longer driving ranges will, to some extent, facilitate their market penetration. We further propose that consumer valuation of driving range should not be examined in isolation from other attributes related to refuelling activities, such as refuelling duration and the coverage of refuelling infrastructure.  相似文献

The plug-in electric vehicle (PEV) is deemed as a critical technological revolution, and the governments are imposing various vehicle policies to promote its development. Meanwhile, the market success of PEVs depends on many aspects. This study integrates one’s use of charging infrastructure at home, public place and workplace into the market dynamics analysis tool, New Energy and Oil Consumption Credits (NEOCC) model, to systematically assess the charging infrastructure (home parking ratio, public charging opportunity, and charging costs) impact on PEV ownership costs and analyze how the PEV market shares may be affected by the attributes of the charging infrastructure. Compared to the charging infrastructure, the impact of battery costs is incontrovertibly decisive on PEV market shares, the charging infrastructure is still non-negligible in the PEV market dynamics. The simulation results find that the public charging infrastructure has more effectiveness on promoting the PEV sales in the PEV emerging market than it does in the PEV mature market. However, the improvement of charging infrastructure does not necessarily lead to a larger PEV market if the charging infrastructure incentives do not coordinate well with other PEV policies. Besides, the increase of public charging opportunities has limited motivations on the growth of public PEV fleets, which are highly correlated to the number of public fast charging stations or outlets. It also finds that more home parking spaces can stimulate more sales of personal plug-in hybrid electric vehicles instead of personal battery electric vehicles.  相似文献

This work uses market analysis and simulation to explore the potential impact of workplace and similarly convenient away-from-home charging infrastructure (CAFHCI) in reducing US light duty vehicle (LDV) petroleum use and greenhouse gas emissions. The ParaChoice model simulates the evolution of LDV sales, fuel use, and emissions through 2050, considering consumer responses to different options of electric range extension made available through CAFHCI, fraction of the population with access, and delay in infrastructure implementation. Results indicate that providing a greater fraction of the population access to CAFHCI at level 1 charging rates for a full workday (∼16–20 miles of range extension) may lead to more petroleum use reduction than providing level 2 charging to a lesser fraction. This result holds even considering the fraction of the population without at-home charging. 2050 battery electric vehicle sales increase 40% (85%) if the entire population is guaranteed daily access to one full workday of level 1 CAFHCI (half a workday of level 2, ∼80 miles of range extension). Plug-in hybrid sales increase when CAFHCI enables range extension below 20–40 miles/day, most significantly in households without at-home charging capability. Faster CAFHCI may decrease plug-in hybrid sales as less expensive BEVs become attractive to a greater fraction of the market.  相似文献

Battery Electric vehicles (BEVs) shift pollution off the road and to potentially less damaging and more varied sources than petroleum. Depending on the source of electricity, a transition to electrified personal transportation can dramatically reduce greenhouse gas emissions and air pollutants. However current EVs tend to be more expensive and have shorter range, which can hinder public adoption. Government incentives can be used to alleviate these factors and encourage adoption. Norway has a long history incentivizing BEV adoption including measures such as exemption from roadway tolls, access to charging infrastructure, point of sale tax incentives, and usage of public bus use limited lanes. This paper analyzed the sales of electric vehicles on a regional and municipal basis in Norway and then cross analyzed these with the corresponding local demographic data and incentive measures to attempt to ascertain which factors lead to higher BEV adoption. It was concluded that access to BEV charging infrastructure, being adjacent to major cities, and regional incomes had the greatest predictive power for the growth of BEV sales. It was also concluded that short-range vehicles showed somewhat more income and unemployment sensitivity than long-range vehicles. Toll exemptions and the right to use bus designated lanes do not seem to have statistically significant predictive power for BEV sales in our linear municipal-level models, but this could be due to neighboring major cities containing those incentive features.  相似文献

By 2020, the vehicle population in China will likely exceed 280 million—exacerbating national energy security, urban air pollution, and traffic congestion. In response, many local and regional governments in China are pursuing an expanding array of measures to restrain growth in personal vehicle ownership and, along with the central government, reducing emissions and energy use of vehicles. One prominent strategy is the promotion of new energy vehicles, especially plug-in electric vehicles (PEVs). Large subsidies were offered—up to $27,600 (171,000 RMB) per vehicle in some regions, including almost $9200 (57,000 RMB) from the central government—which suggests that China is making a major commitment to PEVs. But sales have been meager. In 2013, only 17,600 PEVs, mostly buses and utility trucks, were sold, less than 0.1% of total civilian vehicle sales. Several factors explain the failure of PEV sales to take off: (1) protectionism by local governments; (2) uncertainty over which electric-drive vehicle technologies to promote and what consumers are willing to pay, (3) lagging investments in charging infrastructure, and (4) conservative investment behavior by automakers and battery manufacturers. The central government issued directives to local governments in late 2013 to reduce barriers to out-of-town companies, resulting in modest sales increases in early 2014, but a more coherent, broader, and effective set of policies, incentives, and strategies are needed to overcome consumer and industry resistance and the lack of charging infrastructure.  相似文献

This study investigates potential demand for infrastructure investment for alternative fuel vehicles by applying stated preference methods to a Japanese sample. The potential demand is estimated on the basis of how much people are willing to pay for alternative fuel vehicles under various refueling scenarios. Using the estimated parameters, the economic efficiency of establishing battery-exchange stations for electric vehicles is examined. The results indicate that infrastructural development of battery-exchange stations can be efficient when electric vehicle sales exceed 5.63% of all new vehicle sales. Further, we find a complementary relationship between the cruising ranges of alternative fuel vehicles and the infrastructure established.  相似文献

China is the world biggest market of electric vehicles (EVs) in terms of production and sales. Existing studies on consumer preferences for EVs in China have generally focused on first-tier cities, while little attention has been paid to the lower tier cities. This exploratory study investigates consumer preferences for EVs in lower tier cities of China, by collecting stated preference (SP) data in two second-tier cities and three third-tier cities in the south Jiangsu region of China. The discrete choice modeling analysis shows that Chinese consumers in lower-tier cities are generally sensitive to monetary attributes, charging service and driving range of EVs. They also perceive Chinese vehicle brands to be disadvantaged compared with European brands. When comparing the differences in second-tier versus third-tier cities, we find that consumers in third-tier cities are more sensitive to purchase price, subsidy of purchase, and coverage of charging stations than their second-tier counterparts. This study also highlights the role of different psychological effects, such as symbols of car ownership, normative-face influence, and risk aversion, in shaping consumer preferences for EVs in lower-tier cities of China. Our results provide important implications for contextualizing government policies and marketing strategies in line with the different sizes and characteristics of the cities in China.  相似文献

Research that addresses policy measures to increase the adoption of electric vehicles (EVs) has discussed government regulations such as California’s Zero Emission Vehicle (ZEV) or penalties on petroleum-based fuels. Relatively few articles have addressed policy measures designed to increase the adoption of EVs by incentives to influence car buyers’ voluntary behavior. This article examines the effects of such policy measures. Two of these attributes are monetary measures, two others are traffic regulations, and the other three are related to investments in charging infrastructure. Consumer preferences were assessed using a choice-based conjoint analysis on an individual basis by applying the hierarchical Bayes method. In addition, the Kano method was used to elicit consumer satisfaction. This not only enabled the identification of preferences but also why preferences were based on either features that were “must-haves” or on attributes that were not expected but were highly attractive and, thus, led to high satisfaction. The results of surveys conducted in 20 countries in 5 continents showed that the installation of a charging network on freeways is an absolute necessity. This was completely independent from the average mileage driven per day. High cash grants were appreciated as attractive; however, combinations of lower grants with charging facilities resulted in similar preference shares in market simulations for each country. The results may serve as initial guidance for policymakers and practitioners in improving their incentive programs for electric mobility.  相似文献

This paper presents a literature review of studies that investigate infrastructure needs to support the market introduction of plug-in electric vehicles (PEVs). It focuses on literature relating to consumer preferences for charging infrastructure, and how consumers interact with and use this infrastructure. This includes studies that use questionnaire surveys, interviews, modelling, GPS data from vehicles, and data from electric vehicle charging equipment. These studies indicate that the most important location for PEV charging is at home, followed by work, and then public locations. Studies have found that more effort is needed to ensure consumers have easy access to PEV charging and that charging at home, work, or public locations should not be free of cost. Research indicates that PEV charging will not impact electricity grids on the short term, however charging may need to be managed when the vehicles are deployed in greater numbers. In some areas of study the literature is not sufficiently mature to draw any conclusions from. More research is especially needed to determine how much infrastructure is needed to support the roll out of PEVs. This paper ends with policy implications and suggests avenues of future research.  相似文献

This paper analyzes the potential demand for privately used alternative fuel vehicles using German stated preference discrete choice data. By applying a mixed logit model, we find that the most sensitive group for the adoption of alternative fuel vehicles embraces younger, well-educated, and environmentally aware car buyers, who have the possibility to plug-in their car at home, and undertake numerous urban trips. Moreover, many households are willing to pay considerable amounts for greater fuel economy and emission reduction, improved driving range and charging infrastructure, as well as for enjoying vehicle tax exemptions and free parking or bus lane access. The scenario results suggest that conventional vehicles will maintain their dominance in the market. Finally, an increase in the battery electric vehicles’ range to a level comparable with all other vehicles has the same impact as a multiple measures policy intervention package.  相似文献

The spread of electric vehicles (EVs) and their increasing demand for electricity has placed a greater burden on electricity generation and the power grid. In particular, the problem of whether to expand the electricity power stations and distribution facilities due to the construction of EV charging stations is emerging as an immediate issue. To effectively meet the demand for additional electricity while ensuring the stability of the power grid, there is a need to accurately predict the charging demands for EVs. Therefore, this study estimates the changes in electricity charging demand based on consumer preferences for EVs, charging time of day, and types of electric vehicle supply equipment (EVSE) and elucidates the matters to be considered for constructing EV infrastructure. The results show that consumers mainly preferred charging during the evening. However, when we considered different types of EVSEs (public and private) in the analysis, people preferred to charge at public EVSEs during the day. During peak load time, people tended to prefer charging using fast public EVSEs, which shows that consumers considered the tradeoffs between the full charge time and the price for charging. Based on these findings, this study provides key political implications for policy makers to consider in taking preemptive measures to adjust the electricity supply infrastructure.  相似文献

This paper examines the role of public charging infrastructure in increasing the share of driving on electricity that plug-in hybrid electric vehicles might exhibit, thus reducing their gasoline consumption. Vehicle activity data obtained from a global positioning system tracked household travel survey in Austin, Texas, is used to estimate gasoline and electricity consumptions of plug-in hybrid electric vehicles. Drivers’ within-day recharging behavior, constrained by travel activities and public charger availability, is modeled. It is found that public charging offers greater fuel savings for hybrid electric vehicles s equipped with smaller batteries, by encouraging within-day recharge, and providing an extensive public charging service is expected to reduce plug-in hybrid electric vehicles gasoline consumption by more than 30% and energy cost by 10%, compared to the scenario of home charging only.  相似文献

Widespread adoption of electric vehicles (EVs) may contribute to the alleviation of problems such as environmental pollution, global warming and oil dependency. However, the current market penetration of EV is relatively low in spite of many governments implementing strong promotion policies. This paper presents a comprehensive review of studies on consumer preferences for EV, aiming to better inform policy-makers and give direction to further research. First, we compare the economic and psychological approach towards this topic, followed by a conceptual framework of EV preferences which is then implemented to organise our review. We also briefly review the modelling techniques applied in the selected studies. Estimates of consumer preferences for financial, technical, infrastructure and policy attributes are then reviewed. A categorisation of influential factors for consumer preferences into groups such as socio-economic variables, psychological factors, mobility condition, social influence, etc. is then made and their effects are elaborated. Finally, we discuss a research agenda to improve EV consumer preference studies and give recommendations for further research.

With respect to the German goal of a transition to a lead market for electromobility within a short time period, this paper empirically examines the preferences for alternative energy sources or propulsion technologies in vehicles and particularly for electric vehicles. The data stem from a stated preference discrete choice experiment with 598 potential German car buyers. In order to simulate a realistic future purchase situation, seven vehicle types were incorporated in each of the six choice sets, i.e. hybrid, gas, biofuel, hydrogen, and electric vehicles besides common gasoline and diesel vehicles. The econometric analysis with flexible multinomial probit models reveals that potential car buyers in Germany currently have a low stated preference for electric, hydrogen, and hybrid vehicles. While our paper also discusses the impact of common vehicle attributes such as purchase price or service station availability, it particularly considers the effect of socio-demographic and environmental awareness variables. The estimation results reveal that younger potential car buyers have a higher stated preference for hydrogen and electric vehicles, males have a higher stated choice of hydrogen vehicles, and environmentally aware potential car buyers have a higher stated preference for hydrogen and electric vehicles. These results suggest that common policy instruments such as the promotion of research and development, taxation, or subsidization in the field of electromobility could be supplemented by strategies to increase the social acceptance of alternative vehicle types that are directly oriented to these population groups. Methodologically, our study highlights the importance of the inclusion of taste persistence across the choice sets and a high number of random draws in the Geweke–Hajivassiliou–Keane simulator in the simulated maximum likelihood estimation of the multinomial probit models.  相似文献

Lack of charging infrastructure is an important barrier to the growth of the plug-in electric vehicle (PEV) market. Public charging infrastructure has tangible and intangible value, such as reducing range anxiety or building confidence in the future of the PEV market. Quantifying the value of public charging infrastructure can inform analysis of investment decisions and can help predict the impact of charging infrastructure on future PEV sales. Estimates of willingness to pay (WTP) based on stated preference surveys are limited by consumers’ lack of familiarity with PEVs. As an alternative, we focus on quantifying the tangible value of public PEV chargers in terms of their ability to displace gasoline use for PHEVs and to enable additional electric (e−) vehicle miles for BEVs, thereby mitigating the limitations of shorter range and longer recharging time. Simulation studies provide data that can be used to quantify e-miles enabled by public chargers and the value of additional e-miles can be inferred from econometric estimates of WTP for increased vehicle range. Functions are synthesized that estimate the WTP for public charging infrastructure by plug-in hybrid and battery electric vehicles, conditional on vehicle range, annual vehicle travel, pre-existing charging infrastructure, energy prices, vehicle efficiency, and household income. A case study based on California’s public charging network in 2017 indicates that, to the purchaser of a new BEV with a 100-mile range and home recharging, existing public fast chargers are worth about $1500 for intraregional travel, and fast chargers along intercity routes are valued at over $6500.  相似文献

High purchase prices and the lack of supporting infrastructure are major hurdles to the adoption of plug-in electric vehicles (PEVs). It is widely recognized that the government could help break these barriers through incentive policies, such as offering rebates to PEV buyers or funding charging stations. The objective of this paper is to propose a modeling framework that can optimize the design of such incentive policies. The proposed model characterizes the impact of the incentives on the dynamic evolution of PEV market penetration over a discrete set of time intervals, by integrating a simplified consumer vehicle choice model and a macroscopic travel and charging model. The optimization problem is formulated as a nonlinear and non-convex mathematical program and solved by a specialized steepest descent direction algorithm. We show that, under mild regularity conditions, the KKT conditions of the proposed model are necessary for local optimum. Results of numerical experiments indicate that the proposed algorithm is able to obtain satisfactory local optimal policies quickly. These optimal policies consistently outperform the alternative policies that mimic the state-of-the-practice by a large margin, in terms of both the total savings in social costs and the market share of PEVs. Importantly, the optimal policy always sets the investment priority on building charging stations. In contrast, providing purchase rebates, which is widely used in current practice, is found to be less effective.  相似文献

The aim of the German Government is the licensing of one million electric vehicles (EV) in Germany until 2020. However, the number of battery electric vehicles (EVs) today still is just above 25,000. There are several reasons for deciding against an EV, but especially low battery ranges as well as too long perceived charging duration inhibit the usage of an EV. To eliminate the negative influence of these two reasons on the decision to purchase an EV, a novel charging technology is established. The rapid-charging technology enables the user to recharge the battery to 80% of its state of charge (SOC) within 20–30 min. For the examination of the technology’s impact from (potential) user’s perspective, users and nonusers of battery electric vehicles were questioned about the perceived additional value of public rapid-charging infrastructure by taking into account different trip purposes and running comparisons to regular charging options. The results show an increased perceived value especially for trips with leisure purpose, considering their share of all trip purposes in Germany, according to the MiD 2008. In order to increase the number of licensed EVs in Germany, the study’s results also suggest further dissemination of information on rapid charging which might influence the perceived usefulness of the technology and consequentially the perceived usefulness of an EV.  相似文献

Electric vehicles (EVs) were recently reintroduced to the global car market. These are an improvement over their predecessors in performance and electric driving range. Although the uptake of EVs has been notable in a short period of time, most government goals for adoption have not been met. This paper reviews a growing body of peer-reviewed literature assessing factors affecting EV adoption. Several important gaps in knowledge are identified. First, there is mixed evidence of the effectiveness of government incentives in encouraging EV uptake and particularly little knowledge in regards to issues of timing and magnitude. The literature shows that public charging infrastructure is an important factor associated with EV uptake, though the direction of causality is yet unclear. Public charging infrastructure can ease range anxiety, particularly for battery electric vehicles, but there is little guidance as to the way in which government should best go about ensuring the provision of infrastructure. Lastly, the nascent EV market means that studies primarily rely on surveys about hypothetical situations. There is strong evidence that actual purchases are much lower than consumers’ stated preferences. Improving understanding of this “attitude–action” gap is important to better informing studies of EV uptake over time.  相似文献
