The passenger vessel services act and America's cruise tourism industry

The Passenger Vessel Services Act (PVSA) of 1886, a cabotage law, attempts to shield U.S. maritime shipping from foreign competition. It also applies to the U.S. cruise ship industry. The PVSA requires foreign cruise ships that carry passengers between U.S. ports to also stop at foreign ports. Norwegian Cruise Line America (NCLA), which operates one U.S. flagged cruise ship in Hawaii, wants the U.S. Customs and Border Protection to require foreign cruise ships offering Hawaii itineraries from the U.S. west coast to spend more time in foreign ports. We analyze the merits of NCLA's proposal. We argue that rather than making the PVSA even more protectionist, the law should be repealed.

Due to the many layers of containers on a container vessel's decks, it is difficult for the crew to be aware of all fishing vessels and other obstacles in a container vessel's radar observation blind zone. This greatly increases the risk of collisions and other accidents. Given such great challenges to safe navigation and safety management with container vessels, their security risks are severe. An effective visual monitoring system can improve the safety of the water area surrounding container vessel by eliminating a vessel's observation blind zone, providing an effective safety measure for vessels navigating fishing zones and other troublesome areas. The system has other functions, such as accident recording, ship security, and monitoring of loading and unloading operations, thus ensuring the ship operates safely. Six months' trial operation showed that the system facilitates safe navigation of container vessels.

客滚船安全事故分析及对策

Testing the SERVQUAL scale in the passenger port industry: a confirmatory study

A key question is whether the service quality instruments developed for other services’ industries may be used to gauge service quality perceptions in shipping. Grounded on similar studies that test the most widely used American service quality instrument, SERVQUAL, in the commercial shipping sector, this study examines its applicability in the passenger shipping realm. Based on a survey of 436 passengers in Piraeus port, SERVQUAL's five main dimensions have been checked regarding their fit with the use of Confirmatory Factor Analysis. Results support that this is a valid instrument for measuring service quality in passenger shipping besides certain considerations regarding its dimensionality. A more parsimonious two-factor model seems more applicable and should therefore be also considered. Finally, it is evident from the study that passengers place more importance to the physical than the interactive elements of service to form their overall satisfaction.     

Shipboard safety: exploring organizational and regulatory factors

ABSTRACT

How vessel crews perceive safety on board (shipboard safety) is a useful indication for the general safety level. In this study a theoretical model was explored, involving factors that could possibly influence shipboard safety. Based on a survey questionnaire (n = 244), safety climate, shipowner efficiency demands and regulatory activities were investigated as influencing factors. Structural equation modelling gave support to the theoretical model and the findings illustrate that simultaneous involvement of various levels of the maritime system (crews, shipowners, regulators) can be effective for safety improvements. The study indicates that shipboard safety is affected by actions and prioritization by external actors through safety climate. It suggests that the maritime industry will profit from monitoring safety climate as part of the ongoing risk considerations, as a supplement to reactive parameters such as accident statistics.

一、渤海湾客滚船运输安全现状 1．渤海湾客滚船运输的发展渤海湾客滚船运输兴起于1990年(当时的大连轮船公司购买了第一艘二手客滚船“天鹅”轮),发展于1993 年水上运输市场的全面开放。由于车客滚装运输中蕴藏着可观的经济效益,吸引许多船公司在不具备必要条件时匆忙上马,争相购船,而且购买的船大都是国外淘汰或即将报废的船舶,在短短数年中,许多小航运公司,私营的、合伙的海运公司相继问世,挤入这一高利润市场,造成水运市场的混乱和无序竞争。在交通部《老旧船舶运输管理规定》出台前,在此航线上营运的船舶仅两条是新船,其余全部是进口的老旧二手船舶,达十几艘之多。许

伴随着海事法制建设的完善和执法责任制的不新推进,如何认识和规避海事行政执法责任风险。提高海事执法责任风险防范意识,已成为新形势下海事部门及其工作人员在履行职责过程中必须认真研究和解决的重要课题。     

From theory to practice in road safety policy: Understanding risk versus mobility

This paper reviews theoretical issues surrounding transport safety modeling and the implications for road safety policy. The behavioral mechanisms that affect transport safety are typically not considered in safety modeling. These issues are discussed in the context of trade-offs between risk-taking, as perceived by travelers, and other mobility objectives and the attributes associated with them. This is an extension of other theoretical frameworks, such as risk compensation, and attempts to integrate some of the previous frameworks developed over the years. Various examples of behavioral adaptation to specific policies are discussed and linked to the framework. These issues are then discussed in the context of improvements to empirical work in this area and the linkage of theoretical frameworks to crash modeling, in particular the estimation and use of Crash Modification Factors. Conclusions suggest that there are many deficiencies in practice, from estimation of models to choice of effective policies. Progress is being made on the former, while the publication of practical guidance seems to have substantial lags in knowledge.
