This paper is concerned with the majority of developing nations who lack large resources for public sector projects. It questions the basis of much mass transit planning and attempts to put forward a more efficient way of reaching decisions. It calls extensively on experience of Metro Manila, capital of the Philippines, where an innovative system of metropolitan planning and administration is throwing a new light on ‘appropriate’ investment in such developing cities.

Mass transit systems as currently conceived in such developing cities—fully segregated rail‐based systems—are unlikely to be affordable (at least for many years) and in consequence scarce resources should not be devoted to developing and evaluating them. Rather, the principal objective should be to provide low‐cost, affordable mass transit—affordable to governments and to passengers. This almost certainly points to road‐based systems, or predominantly at‐grade light rail transit (LRT) systems, which are usually regarded as ‘obviously unworkable’ in developing city environments.

This judgement is questioned and it is suggested the potential of LRT to provide appropriate low‐cost mass transit is not being realized. An approach to determining its potential applicability is proposed. If feasible it should be evaluated against road‐based systems before decisions to implement new mass transit systems are taken.

While circumstances vary between countries the central message of this paper—that public sector resources have a very high opportunity cost which make all but the lowest‐cost mass transit systems very difficult to justify—will hold in all but the higher‐income developing economies.  相似文献

The traditional wisdom that there are increasing returns to scale among bus transit systems has been shaken with recent research findings. The implication from the literature is that unless many transit systems restructure along new organizational lines the financial and service provision difficulties will continue. Very few public transit systems have attempted to strategically manage change and turnaround organizationally.The objectives of this research were to identify the salient factors in organizational turnarounds and to determine whether these factors were evident within transit organizations that have attempted to manage change strategically. The author reviewed the corporate turnaround literature and conducted four case studies of strategic planning/management within the transit industry.All four cases exhibited organizational declines or perceived declines as imminent. They initiated turnarounds through reorganizations and efforts at strategic management. The reorganizations that occurred at all four cases were relatively minor, involving some changes in function. Only minor changes in management occurred and commitment to strategic management varied. Strategic objectives were not quantifiable. All of the cases could have improved their communication below the middle-management levels. The measures of performance in general did not relate a specific strategy and program to a particular turnaround effect. Through management commitment and some minor organizational restructuring two cases achieved some degree of turnaround. Total commitment to strategic management, organizational change, adequate communication, and accurate performance measures are keys to definitive turnarounds.  相似文献

Automated short headway urban transportation systems were viewed in the early Seventies as a possible means of effecting radical change in the type of transit service available in cities. However, interest has declined and government‐sponsored efforts in this area have ceased. The decline in interest was accompanied by much debate among the advocates of the various forms of transit. However, it does not appear to reflect the potential merits and limitations of short headway systems as disclosed by analysis.

This paper provides a basis for comparing short headway systems of citywide scale with conventional transit means.

The limitations inherent in rapid rail installations are reviewed and contrasted with the performance of short headway systems. Illustrative, large‐scale guideway configurations for systems operating in the three‐second headway range are defined and levels of service are deduced using simplified heuristic methods. A basis is provided for specification and analysis of systems conforming to realistic spatial and passenger‐movement constraints.

It is concluded that automated transit systems operating in the three‐second headway range remain viable candidates for large‐scale installations.  相似文献

This paper focuses on four issues. The first is the case of one-sided investments in mass transit in metropolitan areas of developing countries. It is pointed out that in many cases in which the conditions for optimum investment policies (Pareto's Optimum) are not maintained, excessive investments on mass transit, including large annual operating subsidies, usually lead to substantial sub-optimizations and waste of scarce financial resources. This problem is then reviewed under the light of the “Theory of Second Best” as articulated for all investment options within Welfare Economic Theory. The second issue examined is the matter of recently discovered important diseconomies of scale of large metro transit systems in developing and developed countries, and the need to retain production of transport services within small-scale production units that are well coordinated and controlled. The third issue discussed is the problem of mismanagement of most public sector transit companies and agencies. The notion that most such systems are simply administered, not managed, is being brought up and the requirements for proper management are amplified. Finally, the case of public vs. private ownership of mass transit is being discussed with a distinction between public policies of providing mass transit services and the actual production process of these services. Provision of services represents a public responsibility that belongs to the public sector. However, production of service is a techno-economic process that requires different talents and circumstances. The paper concludes with a strong suggestion for major reorientation of urban mass transit in the metro areas of developing countries towards more efficiency and higher productivity.  相似文献

The environmental performance of public transport plays a key role in improving air quality in urban areas. An important way of improving existing transit services is to use innovative propulsive systems; however, this needs considerable financial resources that are not always available. Here we assess how the organizational form of the transit system may impact the environment relying on a new methodology that permits comparisons in terms of distance traveled between a traditional fixed-route and a demand responsive transit service. We apply an emission model to find the least polluting transit system under a broad range of scenarios with different road networks, service quality levels and demand densities. Results indicate that demand responsive transit services minimize emissions for high quality service level and low demand density scenarios. Furthermore, the possibility of employing smaller vans with lower emission factors guarantees additional substantial benefits in terms of atmospheric pollution for demand responsive transit services, thereby giving them a competitive advantage in virtually every case.  相似文献

The management structure of U.S. railroads has been historically characterized as static and bureaucratic. Many writers have attributed this to years of restrictive government regulation. This paper tests the hypothesis that observable characteristics and organizational structure of railroad management have changed in conjunction with recent regulatory reform. Management characteristics are analyzed in both 1977 and 1983. Major findings are that managers in 1983 are significantly younger and better educated with fewer years of company and industry service. Railroad organizational structures are also reviewed before and after deregulation to assess whether management structures are becoming leaner and less mechanistic.  相似文献

Crime and fear of crime is a major problem plaguing U.S. transit systems, particularly those serving large urban areas. This paper presents a normative framework for assessing rail transit security following a system-wide metric approach. The security metric can also be used to assess the marginal improvement in security as a result of improving or adopting alternative policing and monitoring strategies. The model consists of five tasks: surveying rail transit security systems, developing a rail transit security metric, assigning efficiency ratings to rail security functions, developing a composite index for the efficiency of the overall security system, and applying a probability matrix to temper the results. Efficiency ratings can be translated into probability of occurrence figures that can be used in a decision tree context to improve rail transit security.  相似文献

An examination of current population statistics shows that in the U.S. more than half of the population is without immediate access to a car, and in the U.K. more than three-fifths of the population is without access to a car. This phenomenon has been accentuated by national investment in both countries in major highway programs. The term carless refers to more than just households that own no cars. It extends, in households with cars to those without licenses (old and young), the handicapped, and even the licensed drivers who have no access to the family car when it is in use elsewhere (e.g. at work). The most severely effected are those in urban areas and especially the urban poor. Transportation expenses are limited for the poor when other family expenditures (food, shelter) take a high priority. Once the work trip has been satisfied, money for other trips, for the poor, is not always available. One solution to cost-free travel is pedestrianism (walking), but this too is difficult in urban areas where the pedestrian has been overlooked in favor of the car. Solutions to problems of the carless include dial-a-ride, better public transit, and better design of urban form.  相似文献

Almost two years ago the U.S. Department of Transportation issued a formal statement of policy on rail transit. The aim of the policy was to articulate more clearly some of the basic principles and philosophy which would guide Federal participation in urban rail transit investment. Multimodal trip making, that is trips using a combination of several modes between origin and destination, is expected to be beneficial to society and might offer advantages to the traveler as well. This article looks at some of the implications of multi‐modality in trip making for the design of urban transit systems since these play an important role in multi‐modal transportation systems. In this respect, the article looks at the strategic design characteristics of urban transit networks, that is line density, stop density and service frequencies for the case of multimodal access to urban transit networks and for hierarchical network structures in urban transit systems. The analyses show that multimodal access does not require alternative network structures. For hierarchical network structures it is concluded that these are primarily determined by the hierarchy in demand densities and thus by hierarchy in urban structures.  相似文献

The supply of mass transport has not kept pace with the demand in cities in developing countries due to rapid urbanization and severe resource constraints. Developing countries would benefit from a study of the experience in developed countries regarding organization of mass transport and may adopt a few of the successful techniques. Examples include: unified transport authority; intermodal transfer facilities; subsidy to public transport; light rail transit; and redevelopment of the area around main rail terminals. Developing countries would be able to implement most of these techniques. The possible contribution of developed countries to developing countries lies mainly in the area of rolling stock and advanced signalling for rail based urban transport and in training highly skilled manpower for operation and management.  相似文献

The energy crisis and various urban problems stemming from auto congestion, pollution, and the cost of providing public highways have created enormous interest in revitalizing our urban mass transit systems. Currently much is being said and written regarding the efficacy of granting federal, state and/or local operating subsidies. In this article, the author reviews the transit industry's peak capacity problem, and questions the economic wisdom of providing operating subsidies, as some are now being provided, and how most will probably be administered in the near future. An alternative plan suggests the manner in which subsidies can eventually help the transit industry. The article concludes with an analysis of what research efforts are needed in many urban transit systems and how subsidies can be used to support such research.  相似文献

An integrated approach is suggested for the planning and evaluation of mass transport systems which includes a bus network and LRT/RTS in urban areas. This approach involves a simplified procedure for determining mass transit demand, bus route network generation and evaluation, light or rapid transit corridor identification and its patronage determination in the presence of bus networks. Scheduling of a mass transportation system based on marginal ridership concept is also suggested for a given fleet size. All the three major components (demand estimation, route network generation and scheduling) iterate and interact each other with a feedback mechanism for the desired optimal solution in terms of performance indicators. Necessary interactive software packages for all the above subsystems have been developed.  相似文献

This paper provides a background of the development of demand-responsive transit in small communities in the U.S.A. It also backgrounds traditional transit in metropolitan areas of the United States and outlines its deficiencies in terms of today's urban sprawl and in terms of today's society in metropolitan areas. Urban sprawl has developed city-like areas around big cities, but with lower population densities. Highways and roads were built. Cars were mass-produced. These new populations have never had an alternative to the private car. Today's society includes an ever-increasing number of senior citizens and handicapped persons. Senior citizens find it difficult to get to fixed-route bus stops; handicapped persons have difficulty in boarding regular buses and wheelchair persons cannot even get on board. Particular emphasis is placed upon the examination of the development of demand-responsive transit in metropolitan Rochester, U.S.A. and a Demonstration Project, sponsored by the Urban Mass Transportation Administration of the United States Department of Transportation. The paper also examines and makes reference to the results of integrated transit in Regina, Saskatchewan, Canada. The Demonstration Project has several key objectives, the principal one of which is the integration of demand-responsive transit with the fixed-route element of traditional transit. Other important objectives of the demonstration are the balancing of peak and off-peak service so as to improve the overall utilization of resources, increase transit coverage, regular (not special) service for the elderly and the handicapped, the utilization of a computer in dispatching, digital communications, and marketing and promotional techniques.  相似文献

In industrialized countries, the number of studies and surveys in the field of urban goods movement (UGM) has increased considerably over recent years. This paper compares the objectives, methods and results in this sector and focuses on nine industrialized countries of Europe, America and Asia. This non‐extensive review shows that in spite of different framework methods and models, similar trends emerge at the economic and environmental levels. It is necessary to take into account urban logistics in the broadest meaning of the term. Cooperative action seems to bear fruit providing that information and dialogue take place in the long‐term with all the operators involved. The development of intelligent transport systems (ITS) and better management of urban facilities may improve these attempts. We present our viewpoint in order to shed light on research oriented towards the sustainable management of urban logistics.  相似文献

Flex‐route transit brings together the low cost operability of fixed‐route transit with the flexibility of demand responsive transit, and in recent years, it has become the most popular type of flexible transit service. In this paper, a methodology is proposed to help planners make better decisions regarding the choice between a conventional fixed‐route and a flex‐route policy for a specific transit system with a varying passenger demand. A service quality function is developed to measure the performance of transit systems, and analytical modeling and simulations are used to reproduce transit operation under the two policies. To be closer to reality, two criteria are proposed depending on the processing of rejected requests in the assessment of the service quality function for flex‐route services. In various scenarios, critical demand densities, which represent the switching points between the two competing policies, are derived in a real‐world transit service according to the two criteria. Mobile technologies are generating new business models for urban transport systems, as is evident from recent startups cropping up from the private sector. Public transport systems can make more use of mobile technologies than just for measuring system performance, improving boarding times, or for analyzing travel patterns. A new transaction model is proposed for public transport systems where travelers are allowed to pre-book their fares and trade that demand information to private firms. In this public-private partnership model, fare revenue management is outsourced to third party private firms such as big box retail or large planned events (such as sports stadiums and theme parks), who can issue electronic coupons to travelers to subsidize their fares. This e-coupon pricing model is analyzed using marginal cost theory for the transit service and shown to be quite effective for monopolistic coupon rights, particularly for demand responsive transit systems that feature high cost fares, non-commute travel purposes, and a closed access system with existing pre-booking requirements. However, oligopolistic scenarios analyzed using game theory and network economics suggest that public transport agencies need to take extreme care in planning and implementing such a policy. Otherwise, they risk pushing an equivalent tax on private firms or disrupting the urban economy and real estate values while increasing ridership.  相似文献

Little is known about the sources of public support for transit systems even though the perceptions of transit users and potential users have been extensively documented. Research reported here examines dimensions of public support for the first U.S. downtown people mover during three critical phases in the system's life: construction, shakedown, and operations. The method employed was a community sample survey with home interviews. Data analysis showed that the public—who were virtually all nonusers—were largely favorable toward the system during the construction phase. During the shakedown phase, when system reliability was extremely low, many attitudes toward the system became less favorable, especially perceptions of performance and direct community impacts. Later, reliability improved, and attitudes which had become less favorable tended to grow more favorable once again. It is suggested that a system's performance can influence many aspects of public support for a transit system, even among nonusers. This pattern has implications for system planners who must depend on public good will for continuing support of transit systems. In particular, extensive pretesting of new systems should occur before the fare gates are opened to patrons.  相似文献

A decade of increasing Federal attention to urban transportation needs has culminated in the 1970 Urban Mass Transportation Assistance Act. This Act is intended to provide 10 thousand million dollars over the next 12 years in Federal assistance money to urban public transportation systems. This paper examines the needs of selected U.S. cities as a basis for (1) understanding the vast, various and complex transportation needs of urban areas throughout the country, and (2) assessing the sufficiency of these funds. The sample cities have been placed into three broad categories based on the state of development of their transportation systems. In Category I cities, the essential need is to ensure the survival of bus systems for the use of non‐drivers, or to provide some other viable alternative to the automobile; in Category II cities, the primary needs are to relieve auto congestion and to improve public transportation components, while in Category III cities, the primary need is massive investment to improve and to extend public transportation facilities. It is concluded that the presently intended Federal funding level for transportation will not meet the financial requirements of the Category III cities.  相似文献
