The paper provides a comprehensive review of a large amount of previously unpublished British evidence about the valuation of new railway rolling stock and its effects on demand. An important conclusion is that incentives to bias Stated Preference responses and unfamiliarity with the rolling stock being considered have led to inflated values. This has broader implications for the use of Stated Preference techniques. Also provided is fresh empirical evidence for a range of different types of rolling stock and specific rolling stock attributes. A novel aspect of the research was the use of disaggregate Revealed Preference choice data. The estimated rolling stock values are much lower than those obtained from previous studies.  相似文献

Abstract

This paper develops a Stated Preference (SP) experiment that provides a way to measure service quality in public transport. The paper introduces an empirical procedure for optimising the SP experiment. This procedure permits the identification of the choice alternatives defining the experiment by simulating the choices of a user sample. By using the data collected from an experimental survey, a Multinomial Logit model was calibrated. This model is a way of identifying the importance of service quality attributes on global customer satisfaction and calculating a Service Quality Index, which provides an operationally appealing measure of current or potential service effectiveness.  相似文献

This paper presents an empirical study in investigating user heterogeneity of Value of Time (VOT) and Value of Reliability (VOR). Combined Revealed Preference (RP) and Stated Preference (SP) data were used to understand traveler choice behavior regarding the usage of managed lanes (MLs). The data were obtained from the South Florida Expressway Stated Preference Survey, which focused on automobile drivers who had traveled on the I-75, I-95, or SR 826 corridors in South Florida. Mixed logit modeling was applied and indicated an average value of $13.55 per hour for VOT and $16.13 per hour for VOR. Potential sources of heterogeneity in user sensitivities to time, reliability, and cost were identified and quantified by adding interaction effects of the variables in the mixed logit model. The findings indicated that various socioeconomic demographic characteristics and trip attributes contributed to the variations in VOT and VOR at different magnitudes. The results of this study contribute to a better understanding on what attributes lead to higher or lower VOT and VOR and to what extent. These findings can be incorporated into the demand forecasting process and lead to better estimates and enhanced analytical capabilities in various applications, such as toll feasibility studies, pricing strategy and policy evaluations, and impact analysis.  相似文献

Abstract

This article applies a methodology for selecting carriers for the transportation of dangerous goods by road, with a special focus on risk management aspects. The methodology makes use of Stated Preference techniques and verifies the most critical risk-related variables influencing decision-making from the shippers' point of view. It embraces the planning and execution stages, an evaluation of the contracted company and a feedback process. The methodology was effectively applied to the case of liquid fuel shippers in the Brazilian middle-west region where it proved possible to identify which dangerous goods road transport company to contract in accordance with the risk management factors selected by the decision makers.  相似文献

The layout of seating within train carriages, of which there are numerous possibilities, and also the occupancy of that seating can be expected to impact on passengers’ experiences of a train journey. However, there is very little evidence on how rail passengers value different seating experiences. On the back of exploratory research, and including attitudinal evidence, this paper provides significant and original insights into rail passengers’ preferences in this area. The primary evidence base is a Stated Preference experiment, complemented by a novel Revealed Preference exercise that uses CCTV footage to observe where rail passengers prefer to sit.The valuations, expressed as travel time multipliers, obtained from the Stated Preference exercise are generally plausible and exhibit a wide range according to the precise seating configuration, the occupancy level and the seating position within a layout. The innovative Revealed Preference analysis provides an encouraging degree of support to the Stated Preference results which, reassuringly, can themselves be reconciled with related valuations widely used in the railway industry in Britain and also the findings of the exploratory and attitudinal research. Whilst we are interested here solely in obtaining valuations, we demonstrate how they can be used in demand forecasting.  相似文献

Freight carried by rail has traditionally been mainly low value bulk commodities. The market for transport of such commodities appears at best static and is forming a smaller proportion of the total demand for freight transport. There is thus an urgent need for rail operators to develop practical and cost effective inter-modal systems, which offer high quality services to consignors of consumer goods whose premises are not usually connected to the rail network. Much long-haul traffic of this type is international. In continental Europe, a number of inter-modal technologies—including swapbodies and piggyback—have long been in use. Development of similar technologies for use within the more constrained loading gauge of Great Britain, has received a great boost from the impending opening of the Channel Tunnel. The alternative technologies are discussed, before turning to ways of stimating the market for them. A large part of the paper is devoted to reporting on a computerised survey using our LASP (Leeds Adaptive Stated Preference) technique. The reason for using hypothetical Stated Preference data is the inadequate nature and extent of data on actual choice decisions, particularly in circumstances in which confidential freight rates are individually negotiated and little general merchandise goes by rail. By bringing together the results of this survey with information on costs and quality of service, the likely future market for inter-modal freight technologies is assessed. It is seen that the potential for inter-modal services within Britain is very limited, although there should be a good opportunity on the major corridor from London to Scotland through the West Midlands and the North West. When the Channel Tunnel is opened, however, the potential for services between Britain and continental Europe will be enormous, provided that an adequate quality of service can be offered.  相似文献

In this study environmental problems related to urban traffic are valued by Stated Choice. Stated Choice is a Stated Preference method in which non-market goods are assessed relatively to each other and not in absolute amounts as with the more common Contingent Valuation Method. The use of Stated Choice to estimate people’s willingness to pay to reduce environmental problems caused by road traffic can be seen as an extension of the established use of Stated Choice in transport research. Despite the fact that the results from this study have been used by the Norwegian Public Roads Administration in their cost benefit analyses since 1995, this paper points to the fact that considerable uncertainty remains with regard to (1) the area of validity of the results, (2) the impact on the valuations of interaction effects and other general methodological problems with Stated Preference methods, and (3) problems related to the complex choice situation of Stated Choice.  相似文献

It is commonly argued that, in order to meet increasing competition, public transport organizations and systems need to be market oriented. Even though the notion of market orientationhas not been explicitly addressed in public transport research, studies relevant to market orientation have been conducted. The aim of this paper is to introduce the concept of market orientation into the field of public transport, to review previous research into market orientation in public transport research, and to suggest directions for future research. Market orientation is defined as the generation and dissemination of market intelligence by organizations, as well as responses to it. The review suggests that previous academic research has focused on intelligence generation by developing and using models for measuring travel behaviour, stated preferences, perceived customer quality, and satisfaction. Studies of responsiveness have mainly addressed the physical improvements made in public transport organizations, which is also the primary concern of the industry research accounted for. There has been less research into the dissemination of market intelligence, the drivers of market orientation, the relations between the elements, and the overall concept of market orientation in public transport. It is thus concluded that future public transport research needs to address these issues.  相似文献

The scaling approach is a statistical estimation method that allows for differences in the amount of unexplained variation in different types of data, which can then be used together in the analysis. This approach has been mostly used in context of combining Stated Preference and Revealed Preference data, but has also been used as a method of identifying systematic differences in the variance of choices within a single Stated Preference data set, e.g. for investigation of learning and fatigue effects. This paper investigates whether a scaling approach is suitable for handling inconsistencies in Stated Choice data. Both the number of inconsistent choices, based on a test of violations of the transitivity axiom, and education are used as scaling variables. Scaling effects appear to exist due to inconsistent choices, and the amount of unexplained variance is shown to increase as the number of inconsistent choice increase. Scaling due to inconsistencies significantly improves the models and reduces the valuations of travel time. In addition, the scaling approach makes the valuations of travel time from the Stated Choice data more consistent with the valuations from Contingent Valuation data included in the same study. In spite of the fact that education is the only significant explanatory variable for the number of inconsistent choices, scaling due to education gives no significant improvement in the model.  相似文献

In order to understand the mode shift behavior of car travelers and relieve traffic congestion, a Stated Preference survey has been conducted in the city of Ji'nan in China to analyze bus choice behavior and the heterogeneity of car travelers. Several discrete choice models, including multinomial logit, mixed logit and latent class model (LCM) are developed based on these survey data. A comparative analysis indicates that the LCM has the highest precision and is more suitable to analyze the heterogeneity of car travelers. The LCM divides car travelers into three classes. Different classes have different sets of influencing factors in the model. Policy recommendations are also proposed for those classes to promote bus shift from car travelers based on the model results. Finally, sensitivity analysis on parking fees and fuel cost is carried out on the LCMs under different bus service levels. Car travelers have different sensitivities to the influencing factors. The conclusions indicate that the LCM can reflect the heterogeneity and preferences of car travelers and can be used to understand how to shift the behavior of car travelers and make more effective traffic policy.  相似文献

Intense competition for limited public funding for urban transport projects can often result in proponents of individual schemes presenting minimized costs and maximized benefits to funding bodies to try to ensure that their scheme is chosen above others for funding. This presents public bodies with a problem, especially in an era when they are keen to attract private contributions for transit schemes. Risk modelling techniques can be of great assistance in ascertaining ranges of costs and benefits for individual submissions and deciding upon which projects should receive priority-not only those with greatest cost-benefit indices, but also those whose indices have low levels of associated risk to allay the fears of the traditionally risk averse private sector.  相似文献

Contracts that govern transactions between regulators and operators are an important feature of service delivery in public transport. This paper reviews the literature on efficient contracting in general and its application to public transport contracts and found little empirical evidence on the influence of risk preferences of contracting agents on contract choice, a fundamental premise of classical contracting theory. Departing from the existing literature, this paper develops a choice experiment to study public transport operators’ preferences for different contractual forms. People involved in the public transport industry across Australia are invited to do the survey but the respondents are mainly bus operators in New South Wales. The respondents are offered two hypothetical contracts with different risk profiles and incentives and asked to indicate their preferences as well as their acceptance to provide the services under the contract they prefer. A non-linear scaled multinomial logit model is estimated to establish the role of risk allocation on contract preference of bus operators and the optimal amount of risks and incentives, conditioned on the operators’ attitude towards risk. The results help authorities design performance-based contracts to obtain their objectives while maintaining the operators’ level of satisfaction.  相似文献

This paper assesses travellers’ responses to the use of existing Park-and-Ride (P&R) services based on an economical welfare maximisation approach. Specifically, the paper presents a modelling framework to estimate consumer surplus and producer surplus (business profits) on the basis of modal choice probabilities. The paper draws on evidence from Stated Preference surveys conducted around two P&R sites in Sapporo, Japan, where P&R services occupy a modest market space. Overall, the results suggest that business profit increases when economical welfare is maximised, as a consequence of increased demand. It is also shown that P&R choice is not only influenced by parking fees, but also by the fares and other attributes of alternative transportation modes. Accordingly, the interactions of P&R with alternative transportation modes should be taken into consideration in any strategic transportation policies oriented towards motivating sustainable transport mode choices.  相似文献

Electric travelling appears to dominate the transport sector in the near future due to the needed transition from internal combustion vehicles (ICV) towards Electric Vehicles (EV) to tackle urban pollution. Given this trend, investigation of the EV drivers’ travel behaviour is of great importance to stakeholders including planners and policymakers, for example in order to locate charging stations. This research explores the Battery Electric Vehicle (BEV) drivers route choice and charging preferences through a Stated Preference (SP) survey. Collecting data from 505 EV drivers in the Netherlands, we report the results of estimating a Mixed Logit (ML) model for those choices. Respondents were requested to choose a route among six alternatives: freeways, arterial ways, and local streets with and without fast charging. Our findings suggest that the classic route attributes (travel time and travel cost), vehicle-related variables (state-of-charge at the origin and destination) and charging characteristics (availability of a slow charging point at the destination, fast charging duration, waiting time in the queue of a fast-charging station) can influence the BEV drivers route choice and charging behaviour significantly. When the state-of-charge (SOC) at the origin is high and a slow charger at the destination is available, routes without fast charging are likely to be preferred. Moreover, local streets (associated with slow speeds and less energy consumption) could be preferred if the SOC at the destination is expected to be low while arterial ways might be selected when a driver must recharge his/her car during the trip via fast charging.  相似文献

This study examines the relationship between positive and negative user valence and transport mode choice behaviour. We integrate latent attitudes affect’ and salience’ into transport mode choice models using the framework of integrated choice and latent variable modelling and simultaneous maximum likelihood estimation methods. The results are consistent with findings in similar travel behaviour and behavioural economics literature. The study extends the findings of previous research and has demonstrated that user sentiments about public transport mode and salient public transport experiences have a significant impact on travel mode choice behaviour. It was found that private motorised users are more sensitive to overcrowding and anti-social behaviours on PT than active and PT travellers. Key attitudinal indicators influencing individual transport choice behaviour are established to guide public policy. The key indicators of Affect and Salience must be analysed and addressed through public policy to enhance PT user experience and develop services and facilities to increase the utility of PT in-vehicle travel time.  相似文献

This paper analyses the redistributive effects generated by the subsidization of urban public transport services. We estimate a two-stage model that takes into account both car ownership decisions and expenditure in urban public transport. In this way, we are able to measure the long run effects of income changes. Under the assumption that the user is the final beneficiary of the subsidies, and computing the share of the fare that is subsidized, we measure the progressiveness of the subsidies for different income groups and city sizes. Urban public transport subsidies are shown to be progressive. In larger urban areas this effect is considerably more important than in small ones.  相似文献

Traffic microsimulation models normally include a large number of parameters that must be calibrated before the model can be used as a tool for prediction. A wave of methodologies for calibrating such models has been recently proposed in the literature, but there have been no attempts to identify general calibration principles based on their collective experience. The current paper attempts to guide traffic analysts through the basic requirements of the calibration of microsimulation models. Among the issues discussed here are underlying assumptions of the calibration process, the scope of the calibration problem, formulation and automation, measuring goodness-of-fit, and the need for repeated model runs.

He completed his PhD at the Institute for Transport Studies in Leeds, and previously worked for the Technion – Israel Institute for Technology; for the Israeli Institute for Transportation Planning and Research; and for the public transport department at Ayalon Highways Co. Ronghui Liu   is a Senior Research Fellow at the Institute for Transport Studies, University of Leeds. Her main research interests are modelling of traffic and microsimulation of driver behaviour and dynamical systems. BackgroundPublic transport is low cost, allows for independence, and facilitates engagement and participation for non-drivers. However, the viewpoints of individuals with cognitive disabilities are rarely considered. In Australia, the prevalence of Autism Spectrum Disorders (ASD) is approximately 1% and increasing. Many individuals with ASD do not possess a driver’s licence, indicating that access to public transport is crucial for their independence. However, at present, there is no research on the opinions of adults with ASD on public transport.AimTo identify the viewpoints of adults with ASD regarding the barriers and facilitators of public transport usage and their transportation preferences, and to contrast these against the viewpoints of neurotypical adults.MethodsQ method was used to identify the viewpoints of both participant groups on public transport. Participants consisted of 55 adults with a diagnosis of ASD and a contrast group of 57 neurotypical adults. Both groups completed a Q sort task which took place in either Perth or Melbourne, Australia.ResultsThe most prominent viewpoint indicated that both groups preferred to use public transport over driving and believed that it supported their independence. This viewpoint also indicated that both groups preferred to use electronic ticketing when using public transport. Interestingly, the second most prominent viewpoint indicated that both groups preferred to drive themselves by private car rather than use public transport.DiscussionIt appears that the viewpoints of adults with and without ASD regarding public transportation were largely similar. However, questions arose about whether the preference for public transport in the ASD group may be more a result of difficulties obtaining a driving licence than a deliberate choice. The only barrier specified by adults with ASD related to crowding on public transport. Safety and convenience in relation to location and timing of services were barriers reported by neurotypical adults.  相似文献

ABSTRACT

The advent of road transport automation is suggested to be one of four key technological transitions that could amount to a major transformation in mobility practices. Specifically, fully Automated Vehicles (AVs) might replace the current private car owner user model with fleets of on-demand synchronously-shared automated taxis. However, significant barriers to this vision becoming the norm remain. This paper examines two critical user-acceptance aspects of the transition: willingness to adopt AVs, and willingness to share an AV with others, particularly strangers. Our novel survey (n?=?899) included a choice experiment featuring four future full automation transport services (private, synchronously/asynchronously shared, and public). Cluster analysis examined respondents' preferences and their demographic and psycho-social characteristics. We uncover significant uncertainty about willingness to adopt automation and sharing, and important differences between clusters within our sample. For example, under 50% of participants report willingness to use an AV over their normal mode, or would prefer an automated option to a current human-driven option. Our findings raise critical questions for policymakers and transport authorities. Not least, how can AV technologies help realise the environmental and social benefits of widespread vehicle sharing in a context of a travelling public that still prefers its privacy on-the-move?  相似文献
