航运公司船舶安全管理体系有关问题的思考

《国际安全管理规则》的实施增强了船舶安全与防污染管理能力，船舶安全管理体系已成为航运安全文化的标志，成为公司立足航运市场的内在优势。为充分发挥安全管理体系的持续改进功能，避免体系运行两张皮，增强管理公司体系文件的可操作性，笔者针对目前安全管理体系运行中存在着内审、有效性评价、管理复查质量不高以及体系内人员不适宜兼职、管理公司体系文件缺乏特点等方面的问题进行分析，提出一些建议，希望对进一步改善安全管理体系，促进其有效运行有所助益。     

关于沿海小型船舶安全管理问题的思考

一、沿海小型船舶安全管理中存在的主要问题 1，船公司对船舶管理不严，安全责任制不落实 从2004年全国海事系统开展的沿海小型船舶专项整治活动来看，大多数的沿海小型船舶公司虽然都建立了相关的安全管理规章制度，但内容比较粗糙，公司的管理普遍存在不规范和安全意识不强的情况。有的公司制度形同虚设，安全措旋和规章制度得不到真正的落实和执行；有的公司没有配备专业管理人员。

船舶管理公司作为近几年新生的船舶安全与防污染管理的责任主体,是海事部门公司管理的重要对象,其在船舶安全与防污染管理方面的作用也越来越大。笔者通过参与船舶管理公司的体系审核,对船舶管理公司的运作情况进行了调查和分析,对船舶管理公司在实施ISM及NSM规则方面,提出了自己的观点和看法。

随着从事长江运输的内河船舶数量的不断增加,船舶的油污水、洗舱水、生活污水及生活垃圾等对长江的污染有日益加重的趋势,而当前的船舶安全管理中,船舶安全管理部门往往偏重于对船舶航行安全等管理,忽视船舶的防污染管理。从有关船舶技术规范及船舶防污染管理方面的法律法规入手,分析了目前内河船舶安全管理中存在的问题以及对策。     

ISM规则国内化及中国经验推广的思考

《国际船舶安全营运和防止污染管理规则》（The International Management Code for the Safe Operation of Ships and for Pollution Prevention,以下简称ISM规则）及其国内化的《中华人民共和国船舶安全营运和防止污染管理规则》（以下简称NSM规则）实施以来,对推动我国航运公司源头管理、促进水上交通安全发挥了重要作用,但在规则推进过程中,也遇到了部分要素涉及职责边界不清、国内化效果不佳等情况,而国内公司管理相关做法可以与规则实施互为补充,本文分析了ISM规则部分要素在国内推进中存在的问题,并对国内公司安全管理相关经验进行了研究总结,提出了重新修订NSM规则、通过国内法规对规则内容补充明确及对ISM规则部分条款修订等相关建议,以期规则在国内得到更有效的实施。     

对安全因素与安全管理的再认识

通过对安全因素、安全管理的分析和探讨,指出当前在船舶安全管理中容易被忽视的问题和解决办法,并提醒人们,在强调安全管理中人的因素的同时,决不可忽视对管理本身的剖析和诊断;而发挥每个人的主观能动性、激发每个人的智慧和积极性,有效地控制人为失误,这本身就是管理的任务所在,对安全管理有参考价值。     

Coastal and Ocean Management in Canada: Moving into the 21st Century

The experience in coastal management in the tropics that is presented in this special issue is considered in light of other coastal management initiatives worldwide. The major challenges confronting those working to promote cross-sectoral, participatory approaches to the management of coastal areas are discussed. Emerging conceptual frameworks are considered. Several factors critical to the design of coastal management projects and programs are identified. The article concludes with a reflection on priorities for furthering the practice of coastal management in the next decade.     

The First Step for the Environmental Management of Australian Beaches: Establishing an Effective Policy Framework

Beach management and coastal management are interwoven and scale-dependent activities in Australia. Present coastal policies are broad and designed for large, national, and statewide scales. They specify ecologically sustainable development as the overarching goal for coastal management and provide the context for beach management. On smaller scales, an approach focusing on the reduction of geomorphic hazards as the basis of beach management was established by the Coastline Hazard Policy, with nonhazard aspects of beach management such as ecological, economic, and social concerns assuming secondary importance. Although beach management can occur effectively under these coastal management arrangements, better guidance is required to make this process as effective and efficient as possible. This guidance - the policy framework - could be better developed for beach management and better integrated with existing coastal management arrangements. While this policy development is not strictly necessary to achieve positive outcomes from beach management, it is necessary to effectively guide implementation of the existing broad coastal policies. Effective goals for beach management are yet to be thought out and clearly articulated in Australia. A good start would be to couple the present goals of ecologically sustainable development and hazards reduction into a coherent goal for beach management. A specific policy for beaches should be developed given the importance of beaches in Australia.

国外港口的管理模式多种多样,地主港管理模式是许多大型港口采用的管理模式之一.简要介绍国外几个著名大型港口地主港管理模式的特点和经验,着重分析地主港管理模式的优势所在.结合对我国港口管理模式现状及发展前景的思考,进一步探讨适合我国国情的地主港管理模式.     

A method for extracting key performance indicators from maritime safety management norms

The maritime transportation industry currently employs several mandatory and non-mandatory norms of organizational safety management. These safety norms are commonly included in integrated maritime safety management systems, which aim at developing, monitoring, controlling and improving the safety of all related shipping operations. These systems are typically evaluated by following key performance indicators, which enable defined measures for various safety management components. However, the identification of indicators addressing safety management requirements constitutes a complex and generally unsystematic process for safety managers in the maritime industry. This article proposes a new method to assess the guidelines available in maritime safety management norms. The proposed method is applied to assess the content of two maritime safety management norms. The aim of this assessment is to identify a set of maritime safety management indicators that can systematically measure the most relevant components of maritime safety management. The application of this method resulted in the identification of 53 key performance indicators for monitoring and reviewing 23 identified safety management components that are commonly integrated into the functioning of maritime safety management systems. The method proposed provides guidance to accurately capture the actual aim and function of the key performance indicators. Furthermore, the indicators and safety components obtained with this method can be adopted as the basis for a safety management system and/or for the analysis of a safety management system already established in the industry.

分析国内修船企业的修船移泊管理现状和需求。基于移泊管理系统架构方案,运用信息化手段,将矢量化地图引擎、自动识别系统(Automatic Identification System, AIS)船舶动态定位和区域智能识别等技术融入现有的修船移泊管理中。构建基于信息化的修船移泊管理系统,解决修船移泊管理过程中的计划编排粗放和实际信息反馈不及时等问题,实现修船移泊管理中各部门之间的高效协同。     

Extant Legal and Jurisdictional Constraints on Irish Coastal Management

The success of any coastal zone management policy is dependent on, among other things, effective legislation and its enforcement. This article examines some possible legal constraints on the implementation of an integrated coastal zone management policy in Ireland. An introduction to the existing legal framework is provided, and the inconsistencies and ambiguities related, in particular, to jurisdiction and area of responsibility are highlighted. In particular the effect of land ownership and property rights on coastal zone management are examined with reference to two popular resort beaches in County Donegal, Ireland. While a revision of the relevant legislation is desirable, it is probably unrealistic; however, powers are available to the various institutions involved in coastal management that are currently unused. These are reviewed and their potential to improve coastal zone management is discussed.
