This paper presents the results of a Swedish study on maritime safety culture. The study aims to increase knowledge about the characteristics of safety culture in the maritime setting and about the relationship between safety culture and organizational climate. Such knowledge can be vital in the process of developing and improving safety culture. The paper reports the results of safety culture assessments on board six Swedish passenger ships in international traffic, using observations, questionnaires, and interviews focussing on 508 employees who completed the questionnaires. The results of the assessments revealed a generally good existing safety culture. Differences in individuals' safety culture perceptions were found between ships, vessel type (high-speed craft versus Ropax), and hierarchical working position. Important relationships between organizational climate and safety culture were also found. A comparison with other transport sectors where the same safety culture assessment had been applied yielded that passenger shipping has an average safety culture score level that falls between air traffic control and airport ground handling. The method of assessment, which can be used by shipping companies and vessel crews, identified specific areas of concern in the safety culture that could support continuous improvements of safety and safety culture.  相似文献

One of the most urgent environmental problems facing the shipping industry today is the reduction of Greenhouse Gas (GHG) emissions from its operations and the possible cost-effective ways in which this reduction could be accomplished. Various technical and operational measures have been proposed as well as market-based instruments for the achievement of the compliance of marine industry with these measures. This paper investigates the levels of environmental awareness of the Greek shipping companies and their views and practices on the proposed policies for the reduction of GHG emissions from their ships. A survey was carried out using a questionnaire distributed to Greek shipping companies of different sizes, involved in different segments of the marine industry, so that the survey's results not only represent a large part of the Greek shipping industry but also reveal the different environmental attitudes and practices on maritime GHG emissions among the shipping companies. Given the size and the importance of the Greek shipping industry in the international maritime field, this paper's results present a special significance as they could be further analyzed and taken into account for the achievement of the compliance of marine industry with any future policy instrument for the reduction of maritime GHG emissions.  相似文献

The major factors influencing tanker safety are discussed. For the discussion information has been gleaned from maritime labour officials, industry experts and a recent United States Coast Guard study on tanker safety. Results of other tanker safety studies and/or accident reports are also utilized. Some of the factors analysed are the size and age of vessel, licence qualifications for mates and engineers and manning levels. Other factors are those related to or attributed to flags of convenience and the pressure to maintain shipping schedules.  相似文献

In recent years,marine pilotage accidents occurring on a worldwide basis as a result of human error have not been ceased to transpire,despite advances in technology and a significant set of international conventions,regulations,and recommendations to reduce them.This paper aims to investigate the effect of human factors on the safety of maritime pilotage operations.The human factors that affect the operators who are performing ships' berthing operations have also been examined in detail.In this study,in order to determine the causes of human-related errors occurred in maritime pilotage accidents,a comprehensive literature review is carried out,and a considerable number of real past case examples and an analysis of the maritime accident investigation reports regarding pilotage operations events that occurred between 1995 and 2015 have been reviewed.To validate the identified humanrelated risk factors(HCFs) and explore other contributory factors,survey questionnaires and semi-structured interviews with domain experts have been conducted.A structural hierarchy diagram for the identified risk factors(HCFs) has been developed and validated through experienced experts belonging to the maritime sector.A questionnaire for pair-wise comparison is carried out and analysed using the analytic hierarchy process(AHP) approach to evaluate the weight and rank the importance of the identified human causal factors.The findings of this study will benefit the maritime industry,by identifying a new database on causal factors that are contributing to the occurrence of maritime pilotage disasters.The database can be used as a stand-alone reference or help implement effective risk reduction strategies to reduce the human error,that might occur during pilotage operations.  相似文献

In 1993, the International Maritime Organization adopted the International Safety Management (ISM) Code which requires all shipping companies operating certain types of vessels to establish safety management systems. Nevertheless, two decades later, maritime safety remains a concern. This article studies 94 maritime cases investigated by the Maritime Accident Investigation Branch in the UK. By providing an analysis of reported casualties and incidents, it highlights current challenges in maritime safety. For each casualty and incident, the study reviews the underlying causal factors. These causal factors are then coded according to the functional sections of the ISM Code, covering various aspects of safety management. To investigate human and organizational factors involved in the casualties and incidents, the human factor analysis and classification system (HFACS) is applied to code the same data. Finally, the relative seriousness of casualties and incidents is considered to discuss the findings from ISM Code and HFACS reviews. The study found that the main challenges pertain to the development of plans for shipboard operations, local shipboard management, and the ability of the company to verify when such practices deviate from best practices or required standards.  相似文献

Investigation has been carried out ‘per route’—in a doctoral thesis—instead of ‘per market’ which was the so-far erroneous approach of shipping economists. This is so for a host of differentiating factors play a considerable and non-negligible role (like geography, distance, demand, seasonality and others). Service—and price-discrimination—in coastal shipping is affected also by the predetermined ship design which thus is a special feature—but not exclusively—in coastal shipping. Companies in the Adriatic Sea try to extract the greater possible value of the user's willingness to pay, peak and off-peak, group and ungrouped, for social groups (clubs, families and students). Marketing and economics interfere in a complicated—far from the nice world of theory—situation, where maximization of revenue and profit, capacity utilization, intense seasonality and high fixed cost (common and joint costs as well) are a few of the factors that interplay. This paper can be considered as a case study for applied pricing. Excess capacity is also a strategic factor affecting pricing. It is our opinion that the analysis here gives for the first time a complete theoretical and practical account—based on the price lists of the companies—of the pricing policy of the ferry boats running in the Adriatic Sea belonging to coastal shipping companies connecting Italy with Greece and Greece with the European Union (EU). The aim of this paper is to investigate maritime safety from an occupational hazards perspective as opposed to a maritime casualty perspective. It is recognised that safety in shipping should encompass casualties arising from accidents occurring in the course of performing normal seafaring duties, not just those arising from technical defects or maritime disasters. The paper discusses an investigation involving a survey of 19 flag states and two detailed studies of records kept at the Hong Kong and Singapore maritime administrations. The results indicate that occupational accidents account for a significant proportion of fatalities at sea. The statistics presented specify the ship types that are most at risk, as well as the types of occupational hazards that can most frequently lead to accidents and fatalities. The results of this study indicate voids in the process of investigating fatalities that relate to occupational accidents. These results also indicate inadequate investigation of events and causes. The creation of a database of such information could potentially be used for the development of appropriate regulations that could prevent fatal and non-fatal occupational accidents through regulatory processes.  相似文献

Purpose: based on the known in the literature difference between expected and perceived quality, this study examines the factors and the ways that influence the passenger to select a ferry operator.

Methodology/approach: the research attempts to shed some light on the importance of every selection determinant by employing multinomial logistics analysis which identify that the convenience determinant is pivotal when selecting a service.

Findings: the main findings of the study indicate that among six different combinations of factors—models—perceived service quality together with price and convenience (satisfaction determinants) best describe the choice procedure followed by the passenger. The evidence is drawn from a survey performed in the Greek coastal shipping sector.

Originality/value of the paper: to survive in a competitive market, organizations must continuously strive to understand their customers’ wants and needs. Although this is a highly recognized issue in the marketing agenda little or no research has been done on passenger satisfaction and the subsequent selection of a ferry operator.

Practical implications: by using the findings of this work, ferry operators may deeply and timely understand their customers’ purchasing behaviour and adapt their marketing policies especially in a competitive and fast-changing environment.  相似文献

Since devolution in the UK, the opening of the new Scottish parliament in 1998 and the creation of the Scottish Executive, little effort has been made to establish a distinct maritime policy for Scotland. As was evident prior to devolution, the primary emphasis from any maritime policy perspective has continued to be a focus on lifeline island ferry services. This ignores significant developments in several other key maritime transport sectors, and this paper provides examples of areas that require some form of policy response, including intra-European short sea shipping, UK coastal shipping, urban/river transport and global container shipping. Long-standing institutional bias against maritime transport coupled with subsidy devoted almost entirely to land transport systems has resulted in a quite distorted marketplace. This suggests that a maritime policy is now imperative if maritime transport is to play a more significant role in the overall transport system. Further discussion centres on the need to consider, from a Scottish policy perspective, the role of various state-sponsored maritime service providers and how these bodies might fit better within evolving policy. The conclusion is that formulation of a maritime policy by the Scottish Executive is overdue and that a degree of restructuring of transport responsibilities within the Executive, combined with adequate resource allocation towards the maritime industry, will be necessary in order that market distortions can be overcome, so enabling Scotland to fully exploit the competitive and environmental advantages that maritime transport can provide.  相似文献

The purpose of the International Safety Management Code (the ISM Code) is to promote safety culture in the maritime industry. Learning the lessons from incidents should help to improve safety performance since incidents and accidents can share the same root causes. The aim of this paper is to take a closer look at incident reporting in the Finnish shipping industry, to study the reasons for poor incident reporting and to suggest improvements to increase reporting. The paper consists of a literature study, which focuses on previous studies concerning incident reporting, and an interview study, which focuses on Finnish shipping companies and their personnel. The interview study confirmed that incident reporting does not function properly within the Finnish maritime industry. The maritime personnel have an occupational culture which is incompatible with the rule-based safety management approach provided by the ISM Code. The willingness to report incidents could be increased if all seafarers were involved in the reporting process and the preparation of corrective actions. In addition, the reporting procedures should be streamlined and developed to a more user-friendly direction.  相似文献

The recent foundering of the Costa Concordia in January 2012 demonstrated that accidents can occur even with ships that are considered masterpieces of modern technology and despite more than 100?years of regulatory and technological progress in maritime safety. The purpose of this paper is, however, not to speculate about the concrete causes of the Costa Concordia accident, but rather to consider some human and organizational factors that were present in the Costa Concordia accident as well as in the foundering of the Titanic a century ago, and which can be found in many other maritime accidents over the years. The paper argues that these factors do not work in isolation but in combination and often together with other underlying factors. The paper critically reviews the focus of maritime accident investigations and points out that these factors do not receive sufficient attention. It is argued that the widespread confidence in the efficacy of new or improved technical regulations, that characterizes the recommendations from most maritime accident investigations, has led to a lack of awareness of complex interactions of factors and components in socio-technical systems. If maritime safety is to be sustainably improved, a systemic focus must be adopted in future accident investigations.  相似文献

This is an analysis of the impact of exchange rate risk on the performance of major shipping companies from two important maritime nations, Japan and Norway. For the shipping industry, such risk is exacerbated by freight rates fixed in US dollars which must then be converted into numerous other currencies. The appreciation of the Yen against the US dollar has been such that Japanese companies have been impelled to insulate themselves from exchange rate movements by natural hedging. For Norway, where fluctuations of the Krone against the US dollar have been less dramatic, exposure has been maintained, allowing an element of speculation. In both cases the market indicates that exchange rate risk is a significant factor in the determination of corporate performance.  相似文献
