This paper presents estimates of the rebound effect and other elasticities for the Canadian light-duty vehicle fleet using panel data at the provincial level from 1990 to 2004. We estimate a simultaneous three-equation model of aggregate demand for vehicle kilometers traveled, vehicle stock and fuel efficiency. Price and income elasticities obtained are broadly consistent with those reported in the literature. Among other results, an increase in the fuel price of 10% would reduce driving by ~2% in the long term and by 1% the average fuel consumption rate. Estimates of the short- and long-term rebound effects are ~8 and 20%, respectively. We also find that an increase in the gross domestic product per capita of 10% would cause an increase in driving distance of 2–3% and an increase of up to 4% in vehicle stock per adult. In terms of policy implications, our results suggest that: (1) the effectiveness of new fuel efficiency standards will be somewhat mitigated by the rebound effect and (2) fuel price increases have limited impacts on gasoline demand.

Given the shift toward energy efficient vehicles (EEVs) in recent years, it is important that the effects of this transition are properly examined. This paper investigates some of these effects by analyzing annual kilometers traveled (AKT) of private vehicle owners in Stockholm in 2008. The difference in emissions associated with EEV adoption is estimated, along with the effect of a congestion-pricing exemption for EEVs on vehicle usage. Propensity score matching is used to compare AKT rates of different vehicle owner groups based on the treatments of: EEV ownership and commuting across the cordon, controlling for confounding factors such as demographics. Through this procedure, rebound effects are identified, with some EEV owners found to have driven up to 12.2% further than non-EEV owners. Although some of these differences could be attributed to the congestion-pricing exemption, the results were not statistically significant. Overall, taking into account lifecycle emissions of each fuel type, average EEV emissions were 50.5% less than average non-EEV emissions, with this reduction in emissions offset by 2.0% due to rebound effects. Although it is important for policy-makers to consider the potential for unexpected negative effects in similar transitions, the overall benefit of greatly reduced emissions appears to outweigh any rebound effects present in this case study.  相似文献

Household vehicle miles of travel (VMT) has been exhibiting a steady growth in post-recession years in the United States and has reached record levels in 2017. With transportation accounting for 27 percent of greenhouse gas emissions, planning professionals are increasingly seeking ways to curb vehicular travel to advance sustainable, vibrant, and healthy communities. Although there is considerable understanding of the various factors that influence household vehicular travel, there is little knowledge of their relative contribution to explaining variance in household VMT. This paper presents a holistic analysis to identify the relative contribution of socio-economic and demographic characteristics, built environment attributes, residential self-selection effects, and social and spatial dependency effects in explaining household VMT production. The modeling framework employs a simultaneous equations model of residential location (density) choice and household VMT generation. The analysis is performed using household travel survey data from the New York metropolitan region. Model results showed insignificant spatial dependency effects, with socio-demographic variables explaining 33 percent, density (as a key measure of built environment attributes) explaining 12 percent, and self-selection effects explaining 11 percent of the total variance in the logarithm of household VMT. The remaining 44 percent remains unexplained and attributable to omitted variables and unobserved idiosyncratic factors, calling for further research in this domain to better understand the relative contribution of various drivers of household VMT.  相似文献

Taxing vehicle emissions has been advocated as an effective measure to solve the smog and haze problems in China. This paper investigates the effects of vehicle emission taxes on residential segregation in a model of a monocentric city with two income classes. The proposed model explicitly considers the interactions among three types of stakeholders, namely the authority, property developers and heterogeneous households in terms of income level. The properties of the proposed model are analytically explored and the optimal vehicle emission taxes that maximize the social welfare of the urban system are determined. The conditions under which either the rich or the poor lives in the urban central area while the other class in the suburb are identified. The findings show that (i) a high emission tax can drive the low-income households to migrate from suburbs to urban central areas, and the high-income households to migrate from urban central areas to suburbs; (ii) the implementation of the vehicle emission taxes can effectively reduce the air pollution cost and increase the total social welfare of the urban system; and (iii) the emission tax policy may incur inequity issue in terms of change in utility levels of different income classes before and after introducing the vehicle emission taxes.  相似文献

Considering the role of transport for a 1.5 Degree stabilization pathway and the importance of light-duty vehicle fuel efficiency within that, it is important to understand the key elements of a policy package to shape the energy efficiency of the vehicle fleet. This paper presents an analysis focusing on three types of policy measures: (1) CO2 emission standards for new vehicles, (2) vehicle taxation directly and indirectly based on CO2 emission levels, and (3) fuel taxation. The paper compares the policies in the G20 economies and estimates the financial impact of those policies using the example of a Ford Focus vehicle model. This analysis is a contribution to the assessment of the role of the transport sector in global decarbonisation efforts. The findings of this paper show that only an integrated approach of regulatory and fiscal policy measures can yield substantial efficiency gains in the vehicle fleet and can curb vehicle kilometres travelled by individual motorised transport. Using the illustrative example of one vehicle model, the case study analysis shows that isolated measures, e.g. fuel efficiency regulation without corresponding fuel and vehicle taxes only have minor CO2 emission reduction effects and that policy measures need to be combined in order to achieve substantial emission reduction gains over time. The analysis shows that the highest level of impact is achieved by a combination regulatory and fiscal policies rather than only one policy even if this policy is more aggressive. When estimating the quantitative effect of fuel efficiency standards, vehicle and fuel tax, the analysis shows that substantial gains with regard to CO2 emission are only achieved at a financial impact level above 500 Euros over a four year period.  相似文献

Given a fundamental role of automobiles in human society, evaluation of vehicle energy efficiency is of utmost importance. Various reports have been published hitherto concerning well-to-wheel (WTW) fuel consumption at the vehicle operation phase. On the other hand, WTW energy consumption at other lifecycle phases has been scarcely integrated in the assessment of vehicle energy efficiency. Particularly, WTW energy consumption for material structure is significantly associated with fuel economy. As such, this paper firstly analyzes the lifecycle WTW vehicle energy efficiency from the perspective of both material structures at the manufacture phase and fuel consumption at the operation phase for conventional vehicle (CV), electric vehicle (EV), hybrid vehicle (HV) and fuel cell vehicle (FCV). Then, an expected transition of vehicle weight and energy consumption arising from material structural shift through the replacement of steel with aluminum is evaluated. Finally, the overall vehicle energy efficiency in Japan in 2020–2050 is projected. It is discovered that the inclusion of energy consumption for material structure has a significant impact on the determination of the vehicle energy efficiency, particularly for new generation vehicles. WTW analysis at the multiple lifecycle phases may be of use in establishing more comprehensive principles of vehicle energy efficiency.  相似文献

Differentiated vehicle taxes are considered by many a useful tool for promoting environmentally friendly vehicles. Various structures have been implemented in several countries, e.g. Ireland, France, The Czech Republic, and Denmark. In many countries the tax reforms have been followed by a steep change in new vehicle purchases toward more diesel vehicles and more fuel-efficient vehicles. The paper analyses to what extent a vehicle tax reform similar to the Danish 2007 reform may explain changes in purchasing behaviour. The paper investigates the effects of a tax reform, fuel price changes, and technological development on vehicle type choice using a mixed logit model. The model allows a simulation of the effect of car price changes that resemble those induced by the tax reform. This effect is compared to the effects of fuel price changes and technology improvements. The simulations show that the effect of the tax reform on fuel efficiency is similar to the effect of rising fuel prices while the effect of technological development is much larger. The conclusion is that while the tax reform appeared in the same year as a large increase in fuel efficiency, it seems likely that it only explains a small part of the shift in fuel efficiency that occurred and that the main driver was the technological development.  相似文献

Numerous countries have implemented or are considering a range of policies to lower emissions from transportation. An analysis of the impacts of environmental regulation is a crucial issue, which has not been properly highlighted in the transportation literature, particularly in terms of the foregone output by such regulation. This study develops a novel DEA model that measures the foregone output when the industry emissions target is imposed. This model reflects the real regulatory process more appropriately than other models in that the authority in charge sets the emission reduction target first, and the transport operators respond to it. In addition, the model can test the industrywide impacts over a wide range of emission target values, which can help policy makers determine the optimal emission target. Finally, the proposed model was applied to the port industry in Korea. The results suggest that Korean ports can reduce their emissions by a maximum of 239,850 tons of CO2, which accounts for 13% of the total emissions in 2010. The 13% reduction in emission, however, would result in $ 91,109,000 of foregone cargo traffic to the Korean economy. In addition, the foregone cargo traffic increases at much faster rate than the emission reduction rate. For example, the shadow price of emission differs by 2.25 times between the most moderate and strictest emission targets. This suggests that the government needs to impose moderate emission targets at the initial stages if it decides to minimize the regulatory impacts on the industry.  相似文献

The study examines the relationships between residential location, vehicle ownership and mobility in two metropolitan areas of Asia, Kei-Han-Shin area of Japan and Kuala Lumpur area of Malaysia. It shows that, behind apparent similarities of household auto ownership and travel time expenditure per household member, there are many causal relationships that are distinct between the areas. The similarities and differences between the two areas point to the conjecture that the evolution of a metropolitan area may be unique and path dependent, being heavily influenced by the history and culture of the locale, spatial and geographical constraints, and historical progression in infrastructure development.

Many studies have begun investigating possible transportation landscapes in the autonomous vehicle (AV) era, but empirical results on longer-term decisions are limited. We address this gap using data collected from a survey designed and implemented for Georgia residents in 2017–2018. Focusing on a hypothetical all-AV future, this section of the survey included questions regarding advantages/disadvantages of AVs, short-term mode choice impacts, medium-term impacts on activity patterns, and long-term behavioral changes – specifically, whether/how AVs will influence individuals to change residential location and the number of cars in the household. We hypothesize that AVs could act in concert with attitudinal preferences to stimulate changes in these long-term decisions, and that some medium-term activity changes triggered by AVs could motivate people to relocate their residence or shed household vehicles. We applied exploratory factor analysis to measure the perceived likelihood that AVs would prompt various medium-term changes. We then included some of those measures, among other variables, in a cross-nested logit (CNL) model of the choice of the residential location/vehicle ownership bundle. Although more than half of respondents expected “no change” in their bundle, we found that younger, lower income, pro-suburban, and pro-non-car-mode individuals were more likely to anticipate changing their selections. In addition, some expected medium-term impacts of AVs influenced changes in these longer-term choices. We further applied the CNL model to two population segments (Atlanta and non-Atlanta-region residents). We found notable improvement in goodness of fit and different effects of factors across segments, signifying the existence of geography-related taste heterogeneity.  相似文献

Transformation of the motor vehicle fleet has been an important feature of the world’s peak car phenomenon. Very few urban transport studies have explored such important changes in large urban cities. Using an innovative green vehicle datasets constructed for 2009 and 2014, this paper investigates the ongoing change in urban private vehicle fleet efficiency (VFE) in Brisbane. The spatial patterns of VFE change were examined with social-spatial characteristics of the urban area. The results showed that the social and spatial effect of VFE changes remain uneven over urban space. The inner urban areas have experienced higher level of VFE change, whilst people in the outer and oil vulnerable areas showed a low tendency in shifting to more efficient vehicles. The implication of VFE change for future household vehicle adoption was also evaluated based on a cost-benefit analysis of new vehicle technology costs and expected fuel savings for households that choose a fuel efficient vehicle. The results show that imposing a stronger national fuel economy target in the long term would accelerate evolution of vehicle fleets and oil vulnerability reduction in Brisbane.  相似文献

This paper develops a new method to solve multivariate discrete–continuous problems and applies the model to measure the influence of residential density on households’ vehicle fuel efficiency and usage choices. Traditional discrete–continuous modelling of vehicle holding choice and vehicle usage becomes unwieldy with large numbers of vehicles and vehicle categories. I propose a more flexible method of modelling vehicle holdings in terms of number of vehicles in each category, using a Bayesian multivariate ordinal response system. I also combine the multivariate ordered equations with Tobit equations to jointly estimate vehicle type/usage demand in a reduced form, offering a simpler alternative to the traditional discrete/continuous analysis. Using the 2001 National Household Travel Survey data, I find that increasing residential density reduces households’ truck holdings and utilization in a statistically significant but economically insignificant way. The results are broadly consistent with those from a model derived from random utility maximization. The method developed above can be applied to other discrete–continuous problems.  相似文献

This study uses the National Household Travel Survey (NHTS) data to investigate the most recent correlates of vehicle ownership among young Americans. This study performs a spatial analysis to examine the potentially non-stationary relationships between sociodemographic factors and vehicle ownership. Consistent with previous studies, modeling results from this study showed that young Americans are more likely to be carless than older adults. The spatial analysis answers the research question – in which regions(s) young Americans are even less likely to have a car. The results highlighted the Northeast states for the young American’s extra-lower vehicle ownership if the influences of all other factors are held constant. The cost of living and availability of transportation alternatives are possible reasons. Further, this study built separate models for young adults (25–34 years old) and three older age groups. The vehicle ownership correlates within the young adults are found to be generally consistent with the correlates among all adults. Among young adults, vehicle ownership is still significantly related to their gender, educational attainment, employment status, household characteristics, and travel demand. However, young adults’ vehicle ownership seems to be less sensitive to household income than mid-age adults’ (35–44 years old), perhaps because young people may not perceive financial stress such as child support and mortgage. This study contributes by using a spatial analysis approach to reveal the non-stationary correlates of vehicle ownership. This approach is useful for future travel behavior research and transportation policy considering the spatial heterogeneity.  相似文献

Parking surveys provide quantitative data describing the spatial and temporal utilization of parking spaces within an area of interest. These surveys are important tools for parking supply management and infrastructure planning. Parking studies have typically been performed by tabulating observations by hand, limiting temporal resolution due to high labor cost. This paper investigates the possibility of automating the data gathering and information extraction in a proof of concept study using a two-dimensional scanning Light Detection and Ranging (LIDAR) sensor mounted on a vehicle, though the work is compatible with other ranging sensors, e.g., stereo vision. This study examines parallel parking in the opposing direction of travel. The ranging measurements are processed to estimate the location of the curb and the presence of objects in the road. Occlusion and location reasoning are then applied to determine which of the objects are vehicles, and whether a given vehicle is parked or is in the traffic-stream. The occupancy of the parking area, vehicle size, and vehicle-to-vehicle gaps are then measured. The algorithm was applied to an area with unmarked, on-street parking near a large university campus. Vehicle counts from 29 trips over 4 years were compared against concurrent ground truth with favorable results. The approach can also be applied to monitor parking in the direction of travel, eliminating the possibility of occlusions and simplifying the processing.  相似文献

The role of residential self-selection has become a major subject in the debate over the relationships between the built environment and travel behavior. Numerous previous empirical studies on this subject have provided valuable insights into the associations between the built environment and travel behavior. However, the vast majority of the studies were conducted in North American and European cities; yet this research is still in its infancy in most developing countries, including China, where residential and transport choices are likely to be more constrained and travel-related attitudes quite different from those in the developed world. Using the data collected from 2038 residents currently living in TOD neighborhoods and non-TOD neighborhoods in Shanghai City, this paper aims to partly fill the gaps by investigating the causal relationship between the built environment and travel behavior in the Chinese context. More specifically, this paper employs Heckman’s sample selection model to examine the reduction impacts of TOD on personal vehicle kilometers traveled (VKT), controlling for self-selection. The results show that whilst the effects of residential self-selection are apparent; the built environment exhibits the most significant impacts on travel behavior, playing the dominant role. These findings produce a sound basis for local policymakers to better understand the nature and magnitude toward the impacts of the built environment on travel behavior. Providing the government department with reassurance that effective interventions and policies on land use aimed toward altering the built environment would actually lead to meaningful changes in travel behavior.  相似文献

In today’s world of volatile fuel prices and climate concerns, there is little study on the relationship between vehicle ownership patterns and attitudes toward vehicle cost (including fuel prices and feebates) and vehicle technologies. This work provides new data on ownership decisions and owner preferences under various scenarios, coupled with calibrated models to microsimulate Austin’s personal-fleet evolution.Opinion survey results suggest that most Austinites (63%, population-corrected share) support a feebate policy to favor more fuel efficient vehicles. Top purchase criteria are price, type/class, and fuel economy. Most (56%) respondents also indicated that they would consider purchasing a Plug-in Hybrid Electric Vehicle (PHEV) if it were to cost $6000 more than its conventional, gasoline-powered counterpart. And many respond strongly to signals on the external (health and climate) costs of a vehicle’s emissions, more strongly than they respond to information on fuel cost savings.Twenty five-year simulations of Austin’s household vehicle fleet suggest that, under all scenarios modeled, Austin’s vehicle usage levels (measured in total vehicle miles traveled or VMT) are predicted to increase overall, along with average vehicle ownership levels (both per household and per capita). Under a feebate, HEVs, PHEVs and Smart Cars are estimated to represent 25% of the fleet’s VMT by simulation year 25; this scenario is predicted to raise total regional VMT slightly (just 2.32%, by simulation year 25), relative to the trend scenario, while reducing CO2 emissions only slightly (by 5.62%, relative to trend). Doubling the trend-case gas price to $5/gallon is simulated to reduce the year-25 vehicle use levels by 24% and CO2 emissions by 30% (relative to trend).Two- and three-vehicle households are simulated to be the highest adopters of HEVs and PHEVs across all scenarios. The combined share of vans, pickup trucks, sport utility vehicles (SUVs), and cross-over utility vehicles (CUVs) is lowest under the feebate scenario, at 35% (versus 47% in Austin’s current household fleet). Feebate-policy receipts are forecasted to exceed rebates in each simulation year.In the longer term, gas price dynamics, tax incentives, feebates and purchase prices along with new technologies, government-industry partnerships, and more accurate information on range and recharging times (which increase customer confidence in EV technologies) should have added effects on energy dependence and greenhouse gas emissions.  相似文献

The need to measure transit system performance along with its various dimensions such as efficiency and effectiveness has led to the development of a wide array of approaches and vast literature. However, depending upon the specific approach used to examine performance, different conclusions are oftentimes reached. Using data from 15 European transit systems for a ten year time period (1990-2000), this paper discusses three important transit performance questions; (i) Do different efficiency assessment methodologies produce similar results? (ii) How are the two basic dimensions of transit performance, namely efficiency and effectiveness, related? and (iii) Are findings regarding organizational regimes (public operations, contracting and so on) sensitive to the methodological specifications employed? Results clearly indicate that efficiency scores and associated recommendations are sensitive to the models used, while efficiency and effectiveness are - albeit weakly - negatively related; these two findings can have far reaching policy implications.  相似文献

Single policies or entire policy packages are often assessed using different methods aiming at a quantification of effects as well as the detection of undesired outcomes. The knowledge of potential impacts is essential to take informed policy actions. Hence, there is a constant need for efficient assessment approaches to support policy decision-making. A broad range of such assessment methods is used in policymaking. Some of them are using quantitative data; others are characterized by qualitative information, observations or opinions. Practical experiences with transport policy prove that these methods all have their pros and cons, but none of them are able to detect the full range of effects. This leads to important questions this article deals with, such as what are the strengths and limitations of the different tools and methods for assessing impacts, and how should different approaches be integrated into the policymaking processes?We analyze the ability of assessment methods to detect different kinds of intended and unintended effects, and introduce the concepts of structurally open (mainly qualitative) and structurally closed (mainly quantitative) methods. It is argued that these concepts support making the pros and cons of the tools and methods more explicit and, thus, allow integrating the different tools and methods into the process of policy packaging. Based on a policy package example, we provide practical recommendations on how to integrate different assessment methods adequately and show that both quantitative and qualitative tools should be used in different phases of the process. The main recommendation is to alternate the application of assessment methods with structurally open methods used in the beginning and the end of the policymaking process and applying structurally closed methods in between.  相似文献

The purpose of this paper is to model the travel behaviour of socially disadvantaged population segments in the United Kingdom (UK) using the data from the UK National Travel Survey 2002–2010. This was achieved by introducing additional socioeconomic variables into a standard national-level trip end model (TEM) and using purpose-based analysis of the travel behaviours of certain key socially disadvantaged groups. Specifically the paper aims to explore how far the economic and social disadvantages of these individuals can be used to explain the inequalities in their travel behaviours.The models demonstrated important differences in travel behaviours according to household income, presence of children in the household, possession of a driver’s licence and belonging to a vulnerable population group, such as being disabled, non-white or having single parent household status. In the case of household income, there was a non-linear relationship with trip frequency and a linear one with distance travelled. The recent economic austerity measures that have been introduced in the UK and many other European countries have led to major cutbacks in public subsidies for socially necessary transport services, making results such as these increasingly important for transport policy decision-making. The results indicate that the inclusion of additional socioeconomic variables is useful for identifying significant differences in the trip patterns and distances travelled by low-income.  相似文献

Abstract

This paper deals with the topic of risk management in Public Private Partnership (PPP). The analysis of the related literature reveals that risks must be analyzed and managed on a context-specific approach, and that there is a lack of a comprehensive study on the appropriate risk mitigation strategies for each risk embedded in PPP projects. Focusing on the transport sector, based on the results of a Delphi survey, the paper provides guidelines for both public and private parties in defining a list of significant risks in PPP motorway projects, and identifying for them both the effective allocation and the suitable mitigation strategies. Results of the Delphi survey have been compared with the common practices on risk management applied in eight real motorway PPP projects.  相似文献
