Given the shift toward energy efficient vehicles (EEVs) in recent years, it is important that the effects of this transition are properly examined. This paper investigates some of these effects by analyzing annual kilometers traveled (AKT) of private vehicle owners in Stockholm in 2008. The difference in emissions associated with EEV adoption is estimated, along with the effect of a congestion-pricing exemption for EEVs on vehicle usage. Propensity score matching is used to compare AKT rates of different vehicle owner groups based on the treatments of: EEV ownership and commuting across the cordon, controlling for confounding factors such as demographics. Through this procedure, rebound effects are identified, with some EEV owners found to have driven up to 12.2% further than non-EEV owners. Although some of these differences could be attributed to the congestion-pricing exemption, the results were not statistically significant. Overall, taking into account lifecycle emissions of each fuel type, average EEV emissions were 50.5% less than average non-EEV emissions, with this reduction in emissions offset by 2.0% due to rebound effects. Although it is important for policy-makers to consider the potential for unexpected negative effects in similar transitions, the overall benefit of greatly reduced emissions appears to outweigh any rebound effects present in this case study.  相似文献

Taxing vehicle emissions has been advocated as an effective measure to solve the smog and haze problems in China. This paper investigates the effects of vehicle emission taxes on residential segregation in a model of a monocentric city with two income classes. The proposed model explicitly considers the interactions among three types of stakeholders, namely the authority, property developers and heterogeneous households in terms of income level. The properties of the proposed model are analytically explored and the optimal vehicle emission taxes that maximize the social welfare of the urban system are determined. The conditions under which either the rich or the poor lives in the urban central area while the other class in the suburb are identified. The findings show that (i) a high emission tax can drive the low-income households to migrate from suburbs to urban central areas, and the high-income households to migrate from urban central areas to suburbs; (ii) the implementation of the vehicle emission taxes can effectively reduce the air pollution cost and increase the total social welfare of the urban system; and (iii) the emission tax policy may incur inequity issue in terms of change in utility levels of different income classes before and after introducing the vehicle emission taxes.  相似文献

The French government has implemented a periodical vehicle inspection program, which aims at maintaining proper functioning of the vehicle and ensuring the emissions control systems installed on the vehicle work properly. Also, an incentive program for scrapping old vehicles was introduced in 1994 through 1996 to promote the replacement of those vehicles with higher emissions by newer vehicles with lower emissions. A hazard-based duration model of household vehicle transaction behavior has been developed in this study to examine the effects of the inspection program and the grant for scrappage on vehicle transaction timing. The model is developed as a competing risks model assuming the following three types of competing risks: replacing one of the vehicles in the household fleet, disposing of one vehicle in the fleet, and acquiring one vehicle to add to the fleet. The empirical analysis is carried out using the panel data of French households' vehicle ownership from 1984 to 1998, obtained by the panel survey called Parc-Auto, which has been conducted by a French marketing firm, SOFRES, since 1976. The long panel observation period facilitates the introduction of macro-economic indicators into the model, enabling the analysis to distinguish the effects of policy measures from macro-economic factors. The empirical results indicate that the expected vehicle holding duration becomes 1.3 years longer under the inspection program than before the program commenced, given that the vehicle is replaced by another vehicle at the end of the holding duration; and that the conditional probability of replacing a vehicle aged 10 years and over becomes 1.2 times higher, and the average holding duration becomes shorter by 3.3 years, when the grant for scrappage is available.  相似文献

The study examines the relationships between residential location, vehicle ownership and mobility in two metropolitan areas of Asia, Kei-Han-Shin area of Japan and Kuala Lumpur area of Malaysia. It shows that, behind apparent similarities of household auto ownership and travel time expenditure per household member, there are many causal relationships that are distinct between the areas. The similarities and differences between the two areas point to the conjecture that the evolution of a metropolitan area may be unique and path dependent, being heavily influenced by the history and culture of the locale, spatial and geographical constraints, and historical progression in infrastructure development.

In this paper, transportation energy efficiency is newly defined and its inputs and outputs are obtained through literature review. Labor input, capital input and energy input are selected as the inputs, passenger turnover volume and freight turnover volume are defined as the outputs. A new model—three-stage virtual frontier DEA (three-stage virtual frontier Data Envelopment Analysis) is proposed to evaluate transportation energy efficiencies. The case of thirty Chinese PARs (provincial administrative regions) from 2003 to 2012 is applied to verify its rationality. In the three-stage virtual frontier DEA, the reference DMU (decision-making unit) set and the evaluated DMU set are two different sets so that it can distinguish the DEA efficient DMUs. And in the evaluating process, the reference DMU set remains unchanged to assure its results more reasonable than Super DEA model. The results show that transport structure and management measures have important impacts on transportation energy efficiency.  相似文献

The growth in container shipping poses considerable challenges to efforts to reduce the negative externalities associated with freight transport. There are particular concerns about the impacts of the associated port-hinterland freight flows. Through empirical research, this paper examines trends in the operational efficiency of the British port-hinterland container rail freight market and to assess the impacts of any changes on the overall sustainability of this market. Original survey work conducted in 2007 and 2015 has allowed longitudinal and cross-sectional analysis of the characteristics of this market.The survey findings reveal that rail’s mode share of port container throughput (in TEU) has increased from 14.7% in 2007 to 16.6% in 2015 and it is likely that its share of the associated hinterland activity has also risen. Rail was carrying 25% more TEU by 2015 without an increase in train service provision. Increases in mean train capacity and mean load factor were observed, leading to growth in the mean train load from 44 TEU in 2007 to 55 TEU in 2015. This considerable improvement in operational efficiency is expected to have reduced the negative externalities per unit of transport activity associated with the rail-borne hinterland container flows, though scope is identified for further improvements in sustainability.  相似文献

There have been a number of studies of the effectiveness of vehicle scrappage programs, which offer incentives to accelerated scrappage of older vehicles often thought to be high emitters. These programs are voluntary and aimed at replacement of household vehicles. In contrast, there is a gap in knowledge related to the emissions benefits of government fleet replacement (retirement) programs. In this study, the efficacy of a fleet replacement program for a local government agency in Northern Illinois, the Forest Preserve of DuPage County (FPDC), is examined using a probabilistic vehicle survival model that accounts for time-varying covariates such as vehicle age and gasoline price. The vehicle lifetime operating emissions are calculated based on the estimated vehicle survival probabilities from the survival model and compared with those derived using the EPA default fleet used in MOBILE6 and the fleet represented by the Oak Ridge National Laboratory (ORNL) survival curve. The results suggest that while there may be short term emission benefits of the FPDC fleet replacement plan, the long-term emission benefits are highly sensitive to economic factors (e.g., future gasoline price) and exhibit a decreasing trend. This indicates that an adaptive multi-stage replacement strategy as opposed to a fixed one is preferable to achieve optimal cost effectiveness.

Growing concerns over climate change have led to an increasing interest in the role of the built environment to reduce transportation greenhouse gas (GHG) emissions. Many studies have reported that compact, mixed-use, and well-connected developments reduce vehicle miles traveled (VMT). Others, however, argue that densification and mixture of land uses can slow down vehicle movements, and consequently generate more driving emissions. Methodologically, VMT is only a proxy, not an exact measure of emissions. This study quantifies the net effects of the built environment on household vehicle emissions through a case study of Austin, TX. The study employed structural equation modeling (SEM) techniques and estimated path models to improve understanding of the relationship between the built environment and vehicle emissions. The results show a rather complex picture of the relationship. Densification can reduce regional vehicle emissions despite its secondary effect of reduced vehicle travel speed. A 1% increase in density was found to reduce household vehicle emissions by 0.1%. However, intensification of the design feature of the built environment in developed areas may work in the opposite direction; the modeling results showed a 1% increase in grid-like network being associated with 0.8% increase in household vehicle emissions. Based on the results, the study addressed the potential of and the challenges to reducing vehicle emissions through modifying the built environment in local areas.  相似文献

Because of China’s rapid economic development, its transportation system has become one of China’s high-energy-consumption and high-pollution-emission sectors. However, little research has been done which pays close attention to China’s transportation system, especially in terms of energy and environmental efficiency evaluation. In this paper, data envelopment analysis (DEA) is applied to measure the energy and environment performance of transportation systems in China with the goal of sustainable development. This paper treats transportation as a parallel system consisting of subsystems for passenger transportation and freight transportation, and extends a parallel DEA approach to evaluate the efficiency of each subsystem. An efficiency decomposition procedure is proposed to obtain the highest achievable subsystem efficiency. Our empirical study on 30 of mainland China’s provincial-level regions shows that most of them have a low efficiency in their transportation system and the two parallel subsystems. There are large efficiency differences between the passenger and freight transportation subsystems. In addition, unbalanced development has occurred in the three large areas of China, with the east having the highest efficiency, followed by central China and then west. Therefore, more measures should be taken to balance and coordinate the development between the three large areas and between the two subsystems within them. Ship energy efficiency management and control is an effective strategy to improve the marine economy and reduce CO2 emission. The determination of the best navigation speed under different working conditions is the basis and premise for real-time improvement of ship energy efficiency. In this paper, the working condition in short distance ahead of the ship related to navigation environment factors was predicted by the method of wavelet neural network, and then the best engine speed for the optimal energy efficiency under different working conditions could be determined through the established ship energy efficiency real-time optimization model. Further, by presetting the ship engine at this optimal speed, the ship energy efficiency could be guaranteed at the optimal state when the ship arrived at the navigation environment ahead of the ship, thus achieving real-time optimization of ship energy efficiency under different navigation environment factors. Experimental studies showed that the proposed optimization model was effective in energy saving and emission reduction, which could provide theoretical guidance for optimal sailing of the ship in service. Compared to traditional setting speed navigation methods, our proposed method has more practical significance to the improvement of ship energy efficiency.  相似文献

The objective of this paper is to propose a method, based on the image processing of field survey data, to analyze vehicles movements into roundabouts. This research study consisted of three stages: a field survey to collect vehicular flow images captured by video cameras, the processing of these images using a proprietary software (VeTRA—Vehicle Tracking for Roundabout Analysis), and finally, the analysis of the collected data. The main feature of the software is that it allows the automatic computation of the main variables necessary to rank and evaluate a generic roundabout: the entry/exit (E/E) matrix with classification of vehicles (e.g., heavy, light, and motorbikes), vehicle trajectories, and vehicular speed diagrams along the paths inside the roundabout. The processing system is robust enough to withstand classic problems affecting image processing such as variable wind conditions, cloud cover, shadows, and obstructions. Calibration and error evaluation have been deduced from data collected by a high precision Real Time Kinematic GPS video recording system mounted on a probe vehicle. Data of E/E matrices generated by VeTRA are compared with those manually counted on the corresponding video images. A case study of an existing roundabout is featured in the paper. The results indicate that the software has a high capability of generating the E/E matrix. The analysis of vehicular trajectories with both the plot of curvature diagrams and the corresponding speed diagrams enable the evaluation of driver behavior relative to the geometric shape of the roundabout. Numerous studies have established the link between the built environment and travel behavior. However, fewer studies have focused on environmental costs of travel (such as CO2 emissions) with respect to residential self-selection. Combined with the application of TIQS (Travel Intelligent Query System), this study develops a structural equations model (SEM) to examine the effects of the built environment and residential self-selection on commuting trips and their related CO2 emissions using data from 2015 in Guangzhou, China. The results demonstrate that the effect of residential self-selection also exists in Chinese cities, influencing residents’ choice of living environments and ultimately affecting their commute trip CO2 emissions. After controlling for the effect of residential self-selection, built environment variables still have significant effects on CO2 emissions from commuting although some are indirect effects that work through mediating variables (car ownership and commuting trip distance). Specifically, CO2 emissions are negatively affected by land-use mix, residential density, metro station density and road network density. Conversely, bus stop density, distance to city centers and parking availability near the workplace have positive effects on CO2 emissions. To promote low carbon travel, intervention on the built environment would be effective and necessary.  相似文献

This papers attempts to quantify the equity effect of a hypothesized economic instrument, a carbon charge on car commuters, for reducing carbon dioxide emissions produced by commuters on airport surface access. Manchester Airport is taken as a case study using staff Survey data from 2008 and 2010. Consumer welfare change is analysed for measuring the equity effects of carbon charge by user group, which considers the changes of travel mode choice, the carbon dioxide emissions reduction, the revenue from a carbon charge and how it is distributed. First, the individual carbon footprint in terms of gram passenger kilometre, and the damage cost of carbon by commuters on airport surface access are estimated. Next, the impact of carbon charge on travel behaviour is investigated by the nested logit model. Finally, the net effect of carbon charges is assessed by travel mode user, gender, job type, and age group. The results show some impacts of the carbon charge on car users and carbon reduction, and the positive effects on lower income group and less carbon commuters. The quantified results provide the evidences for the mitigation policies to combine monetary incentives with disincentives for travel behaviour change, and demonstrate the different equity effects among commuter groups.  相似文献

Abstract

This article applies a methodology for selecting carriers for the transportation of dangerous goods by road, with a special focus on risk management aspects. The methodology makes use of Stated Preference techniques and verifies the most critical risk-related variables influencing decision-making from the shippers' point of view. It embraces the planning and execution stages, an evaluation of the contracted company and a feedback process. The methodology was effectively applied to the case of liquid fuel shippers in the Brazilian middle-west region where it proved possible to identify which dangerous goods road transport company to contract in accordance with the risk management factors selected by the decision makers.  相似文献
