We compare the passenger transportation systems of Buenos Aires, Chicago and São Paulo. The selected cities represent distinctive combinations of land-use, infrastructure, and evolution of transport policy. Analysis is centered on accessibility to downtown areas, where transportation processes converge in an environment where space is scarce. In two of the three cities institutional arrays that legally establish unified decision making have shown little capacity to launch fare or physical coordination between modes. In two of the three cities the concentration of public transportation supply to historical downtowns has not been an attraction factor, and downtown uses have expanded to less accessible areas. Gentrification in Chicago is also another process showing that land use changes are related to many factors, transportation being only one of them, and not always a necessary one. In all three cases the use of railways, as a set of inherited infrastructures, has seen an increase whose magnitude suggests a link to modal reassignment due to increasing congestion. Scarcity of space in old downtown areas is being counteracted through more intense use, or through the expansion of vertical space for transportation operations.  相似文献

China is the world biggest market of electric vehicles (EVs) in terms of production and sales. Existing studies on consumer preferences for EVs in China have generally focused on first-tier cities, while little attention has been paid to the lower tier cities. This exploratory study investigates consumer preferences for EVs in lower tier cities of China, by collecting stated preference (SP) data in two second-tier cities and three third-tier cities in the south Jiangsu region of China. The discrete choice modeling analysis shows that Chinese consumers in lower-tier cities are generally sensitive to monetary attributes, charging service and driving range of EVs. They also perceive Chinese vehicle brands to be disadvantaged compared with European brands. When comparing the differences in second-tier versus third-tier cities, we find that consumers in third-tier cities are more sensitive to purchase price, subsidy of purchase, and coverage of charging stations than their second-tier counterparts. This study also highlights the role of different psychological effects, such as symbols of car ownership, normative-face influence, and risk aversion, in shaping consumer preferences for EVs in lower-tier cities of China. Our results provide important implications for contextualizing government policies and marketing strategies in line with the different sizes and characteristics of the cities in China.  相似文献

A macroscopic assessment of the impacts of private and public transportation systems on the sustainability of the Greater Toronto Area (GTA) is undertaken from economic, environmental and social perspectives. The methodology draws upon the urban metabolism and sustainability indicators approaches to assessing urban sustainability, but compares modes in terms of passenger-kms. In assessing the economic sustainability of a city, transportation should be recognized as a product, a driver and a cost. In 1993, the traded costs of automobile use in the GTA were approximately balanced by the value of the automobile parts and assembly industry. But local transit costs 1/3 to 1/6 of the auto costs per person-km, in traded dollars, mainly because local labour is the primary cost.Public transportation is more sustainable from an environmental perspective. Automobile emissions are a major contributor to air pollution, which is a serious contemporary environmental health problem in Toronto. Public transportation modes are less energy intensive (including indirect energy consumption) and produce CO2 at an order of magnitude lower, although these benefits are partially undermined by under-utilization of transit capacity and the source of electricity generation.The social benefits of automobile use are likely more significant than costs in determining GTA residents' preferential mode choice. The speed and access of auto use provide important economic benefits, e.g. relating to employment and product choice. Nevertheless, offsetting the service attributes of private transportation are large social costs in terms of accidents. The costs of automobile insurance provide one tangible measure of such negative impacts.In order to improve the sustainability of the GTA, innovative approaches are required for improving the performance level of public transportation or substantially reducing the need for the service level provided by automobiles. Efforts such as greater integration of bicycles with public transit, or construction of light-rail systems in wide roadways, might be considered. But to be sustainable overall, a transportation system has to be flexible and adaptable and so must combine a mixture of modes.  相似文献

The existing literature on urban transportation planning in China focuses primarily on large cities and neglects small cities. This paper aims to fill part of the knowledge gap by examining travel mode choice in Changting, a small city that has been experiencing fast spatial expansion and growing transportation problems. Using survey data collected from 1470 respondents on weekdays and weekends, the study investigates the relationship between mode choice and individuals’ socio-economic characteristics, trip characteristics, attitudes, and home and workplace built environments. While more than 35 percent of survey respondents are car owners, walk, bicycle, e-bike, and motorcycle still account for over 85 percent of trips made during peak hours. E-bike and motorcycle are the dominant means of travel on weekdays, but many people shift to walking and cycling on weekends, making non-motorized and semi-motorized travel especially important for non-commuting trips. Results of multinomial logistic regression show that: (1) job-housing balance might exert different effects on mode choice in different types of urban areas; (2) negative attitude towards e-bike and motorcycle is associated with more walking and cycling; and (3) land use diversity of workplace is related to commuting mode choice on weekdays, while land use diversities of both residential and activity places do not significantly affect mode choice on weekends. Our findings imply that planning and design for small cities needs to differentiate land use and transportation strategies in various types of areas, and to launch outreach programs to shift people’s mode choice from motorized travel to walking and cycling.  相似文献

ABSTRACT

A scientific consensus has recently emerged suggesting that the dominant twentieth century paradigm of solving transportation congestion problems by building more freeways failed. The legacy of the freeway construction era is clearly visible in polluted and congested cities worldwide. To battle these ills, planning academics have been promoting more sustainable built form aligned with dedicated public/active transport provision. Partly as a result of the push coming from academia, a number of cities have sought to remove their freeways and replace the freed up space with alternate transport infrastructure, such as streets and boulevards. To discern if the transportation planning profession is currently undergoing a paradigm shift or whether freeway removal is merely a temporary fad, we have conducted a systematic review of the literature. In this article, we unpack the underlying reasons which have led some cities to removing their freeways. Results reveal that a paradigm shift has arguably not yet taken place in transportation planning. While many cities are creating human-scale and active transport spaces, currently these spaces tend to coexist alongside freeways. American cities, which were once the pioneers of freeway construction, appear to be lagging behind cities in Europe and Asia in this respect. If the current pace of freeway removal continues, it may take a few decades before the transportation planners, politicians, policy makers, and communities adopt radically different norms, methods, and goals. However, a radical approach may need to be taken sooner given alarming global warming predictions.  相似文献

Rapid urban expansion in China has created both opportunities and challenges for promoting active transport in urban residential communities. Previous studies have shown that the urban form at the city scale has affected active transport in Chinese cities. However, there is less agreement about how the physical and social variations of neighborhood types should be addressed. This research investigates the four most representative neighborhood types found in Chinese cities: traditional mixed-use, slab block work-unit, gated community, and resettlement housing. Household travel diaries conducted in Chengdu in 2016 were analyzed using binary logistic regressions, supplemented by informal onsite interviews. The findings indicate significant variations in the use and accessibility of active transport in each neighborhood type for non-work trips. This suggests that each neighborhood type may need different strategies for promoting active transport: (1) the traditional mixed-use neighborhoods are in need of intensified urban retrofitting projects to reclaim public open space; (2) the work-unit could benefit from comprehensive plans rather than a patchwork of projects; (3) while opening up gated communities can improve porosity across neighborhoods and promote active transport, the more pressing issue may be their inability to keep up with the transportation needs of the residents; and (4) residents of resettlement housing should have better access to employment using transit and non-motorized modes.  相似文献

Several shared-ride passenger transportation services which could be offered by taxicabs are currently prohibited in U.S. cities by state or local regulations. Although relaxation of these regulations has been advocated on numerous occasions, little regulatory change has occurred to date. Moreover, the taxicab industry has rarely been considered as a potential provider for publicly subsidized transportation services. This paper discusses several promising innovations in taxicab service provisions and subsidy mechanisms which have been implemented or proposed recently in U.S. cities. The paper argues for more well-designed experimentation with such innovations as a means of stimulating greater interest on the part of planners, policy-makers, regulators, and public transportation operators in broadening the role of taxicabs in urban transportation.  相似文献

As Chinese cities continue to grow rapidly and their newly developed suburbs continue to accommodate most of the enormous population increase, rail transit is seen as the key to counter automobile dependence. This paper examines the effects of rail transit-supported urban expansion using travel survey data collected from residents in four Shanghai suburban neighborhoods, including three located near metro stations. Estimated binary logit model of car ownership and nested logit model of commuting mode choice reveal that: (1) proximity to metro stations has a significant positive association with the choice of rail transit as primary commuting mode, but its association with car ownership is insignificant; (2) income, job status, and transportation subsidy are all positively associated with the probabilities of owning car and driving it to work; (3) higher population density in work location relates positively to the likelihood of commuting by the metro, but does not show a significant relationship with car ownership; (4) longer commuting distance is strongly associated with higher probabilities of riding the metro, rather than driving, to work; (5) considerations of money, time, comfort, and safety appear to exert measurable influences on car ownership and mode choice in the expected directions, and the intention to ride the metro for commuting is reflected in its actual use as primary mode for journey to work. These results strongly suggest that rail transit-supported urban expansion can produce important positive outcomes, and that this strategic approach can be effectively facilitated by transportation policies and land use plans, as well as complemented by timely provision of high quality rail transit service to suburban residents.  相似文献

The majority of bicycling in the US is for recreation rather than transportation purposes but few studies have examined the question of bicycling purpose. We use data from an online survey conducted in 2006 in six small cities in the western US to examine factors affecting bicycling for transportation compared to bicycling for recreation. The results indicate that individual, social-environment, and physical-environment factors have important influences on the balance between transportation and recreational bicycling and on miles of bicycling for each purpose. Bicycling comfort and an aversion to driving are associated with more transportation bicycling. A culture of utilitarian bicycling and short distances to destinations are also key factors for transportation bicycling. Bicycle infrastructure appears to play an indirect role through its effect on perceived bicycling safety and through the self-selection effect, by attracting bicycling-inclined people to bicycling-supportive communities.  相似文献

The current pattern of metropolitan transportation and land development in the majority of countries around the world appears to be increasingly unsustainable from both an economical and environmental perspective. Many factors point to the need for adoption of a new paradigm for sustainable transportation and development in both high and low income countries—burgeoning populations, growing air pollution, limits on global petroleum reserves, limited physical and economic capacity to expand automobile-based transportation systems without community destruction, and the urgent need to limit global CO2 emissions to slow the pace of global warming. This paper outlines some of the conceptual differences between the current paradigm for transportation planning and an emerging paradigm for sustainable transportation and land development. It compares the US and European patterns of transport and land development, which often inspire transportation decision-makers and planners in developing countries. The paper reviews the patterns of development in the cities of several developing countries, identifying policies than can enhance sustainability.  相似文献

Development of mega cities of Pakistan and China has greatly been affected by the growth in urbanization and motorization. The uncontrolled rise in urbanization, motorization, exclusionary planning and disproportionate investment in transportation infrastructure has created a socio-economic imbalance, thereby challenging the issue of equity. This paper focuses on a comparative social equity assessment of urban development, characteristics of supply and demand of transportation and infrastructure systems and the impact of existing strategies over equity in the development of urban and transportation system of Beijing and Karachi. Understanding how destination choice and business clusters are connected is of great importance for designing sustainable cities, fostering flourishing business clusters, and building livable communities. As sharing locations and activities on social media platforms becomes increasingly popular, such data can reveal destination choice and activity space which can shed light on human-environment relationships. To this end, this research models the relationship between characteristics of business clusters and check-in activities from Los Angeles County, California. Business clusters are analyzed via two lenses: the supply side (employment data by industry) and the demand side (on-line check-in data). Spatial and statistical analyses are performed to understand how land use and transportation network features affect the popularity of the identified clusters and their relationships. Our results suggest that a cluster with more employment opportunities and more types of employment is associated with more check-ins. A business cluster that has access to parks or recreational services is also more popular. A business cluster with a longer road network and better connectivity of roads is associated with more check-ins. The visualization of the common visitors between clusters reveals that there are a few clusters with outstanding strong ties, while most have modest ties with each other. Our findings have implications on the influence of urban design on the popularity of business clusters.  相似文献

A decade of increasing Federal attention to urban transportation needs has culminated in the 1970 Urban Mass Transportation Assistance Act. This Act is intended to provide 10 thousand million dollars over the next 12 years in Federal assistance money to urban public transportation systems. This paper examines the needs of selected U.S. cities as a basis for (1) understanding the vast, various and complex transportation needs of urban areas throughout the country, and (2) assessing the sufficiency of these funds. The sample cities have been placed into three broad categories based on the state of development of their transportation systems. In Category I cities, the essential need is to ensure the survival of bus systems for the use of non‐drivers, or to provide some other viable alternative to the automobile; in Category II cities, the primary needs are to relieve auto congestion and to improve public transportation components, while in Category III cities, the primary need is massive investment to improve and to extend public transportation facilities. It is concluded that the presently intended Federal funding level for transportation will not meet the financial requirements of the Category III cities.  相似文献

The paper explores barriers for designing and implementing policies for the transition to more environmentally sustainable urban mobility, and strategies for overcoming these barriers in three Norwegian cities. Empirical data has been collected by interviewing key informants and analysing relevant documents. The findings show that there is broad political support for placing sustainable mobility high on the political agenda. Challenges appear when policy measures are designed and implemented. Cultural, legal, political, organisational, financial and knowledge-related barriers are identified. Many similar barriers are identified in the three case cities, but differences also appear. The results indicate that the size of the cities as well as the type of policy packages implemented are important factors, impacting both the type and strength of barriers. Several strategies for overcoming barriers have been implemented in the three case cities with success. The implementation of policy packages with a combination of “push” and “pull” measures is perhaps the most important strategy. In addition, using communication strategically and allowing for trials and step-by-step introduction of policy measures are success factors. Better methods for stakeholder involvement and planning tools for bicyclists and pedestrians may increase the acceptance of policy measures and speed up the transition toward sustainable mobility.  相似文献

Current modal share in Indian cities is in favor of non-motorized transport (NMT) and public transport (PT), however historical trends shows decline in its use. Existing NMT and PT infrastructure in Indian cities is of poor quality resulting in increasing risk from road traffic crashes to these users. It is therefore likely that the current NMT and PT users will shift to personal motorized vehicles (PMV) as and when they can afford it. Share of NMT and PT users can be retained and possibly increased if safe and convenient facilities for them are created. This shall also have impact on reducing environment impacts of transport system.We have studied travel behavior of three medium size cities – Udaipur, Rajkot and Vishakhapatnam. Later the impact of improving built environment and infrastructure on travel mode shares, fuel consumption, emission levels and traffic safety in Rajkot and Vishakhapatnam are analyzed. For the purpose three scenarios are developed – improving only NMT infrastructure, improving only bus infrastructure and improving both NMT and bus infrastructure.The study shows the strong role of NMT infrastructure in both cities despite geographical dissimilarities. The scenario analysis shows maximum reduction in CO2 emissions is achieved when both PT and NMT infrastructure are improved. Improvement in safety indicator is highest in this scenario. Improving only PT infrastructure may have marginal effect on overall reduction of CO2 emissions and adverse effects on traffic safety. NMT infrastructure is crucial for maintaining the travel mode shares in favor of PT and NMT in future.  相似文献
