Culture in maritime safety

Many accidents, resulting in a larger number of fatalities during the last few years, have focused attention on issues of maritime safety. Accident registration reveals that a large proportion have human related causes, and indicates that, by looking at cultural aspects, one's understanding of the underlying mechanisms leading to accidents might increase. Several constructs of culture and climate have appeared on national, organizational and safety levels. Those constructs are discussed together with problems that occur when interpreting accidental data, and recording accidental causes. The papers reviewed indicate the existence of a ‘chain of evidence’ from accidents/safety to attitudes, communications, conflict-solving, etc. and further to safety culture. To be able to reduce the risk for accidents, there seems to be a need for coordination and the cultural perspective seems to be one that integrates and takes the many disciplines and multi-level nature of accidents and safety into account.

船舶运输安全，是一个只有开始没有终结的永恒话题。纵观海事海损个案，可谓触目惊心、五花八门，乃至于匪夷所思、离奇离谱。海事发生后，几乎所有的人都在考问：为什么会这样？这起海损本不该发生的!依笔者航海多年的实践，就船舶运输安全的风险源的控制提出“人为因素、船舶因素、环境因素、管理因素与船舶运输安全”四点立论，并以人为因素为首要论点分解论述，以期抛砖引玉，与专家、同行们切磋交流。

Evaluation of maritime safety policy instruments

This paper analyzes the effectiveness of the current maritime safety policy system as a whole. It offers an overview of different kinds of policy instruments that are used to enhance maritime safety and the criteria for effective policy instruments. It provides a criticism and goes through the weak points of the current maritime safety policy system, and finally, the system is analyzed in the light of the criteria for effective policy. The paper is based on literary sources, mainly on articles published in academic journals. The conclusion of the article is that the development of individual policies will not greatly improve the current level of maritime safety, and more fundamental changes are needed in the governance of maritime safety.

欧盟海上安全立法全景扫描

虽然国际海事组织（IMO）及国际劳工组织（ILO）都已经制定了非常完善的旨在促进海上安全和环境保护的国际公约框架．但世界各国对公约的执行力度参差不齐．再加上许多公约很多时候只适用于国际航行船舶．这些都促使欧盟开始制定地区性海上安全法令和措施．这些法令和措施的目的是通过对国际公约切实统一的执行来取缔低标准航运。     

无人水面艇在水上交通安全监管中的应用

针对水上复杂多变的环境给无人艇（USV）控制带来的不确定性干扰,提出基于二型模糊控制算法的USV航向航速控制器,并运用所提算法研制一套智能自主稳健的控制系统。

构建USV航向航速运动特性模型,利用递推最小二乘法（RLS）对航向航速运动特性模型进行参数辨识,基于辨识的航向航速运动特性模型分别设计二型模糊控制算法和滑模控制算法,并进行实艇验证试验。

结果表明,相较于滑模控制算法,二型模糊控制算法在控制USV时表现出了较好的鲁棒性,具有较理想的抗干扰能力,但在实时响应方面略长。

研究结果可为在不确定干扰环境下的USV运动控制提供参考。

     

海上安全应急系统的安全评估研究

首先分析安全评估体系的内容、特点和流程,然后按照设计的流程进行船舶海上安全评估,在评估过程中通过模糊综合评价模型和灰色综合评价模型将定性的问题定量进行分析,最后通过近海和远海航行的隶属度向量进行评估结果的比较。从评估结果来看,对船舶应急系统等级采用不同的处理方式,从而保证船舶的安全行使。     

金融危机对海上安全形势的影响

世界金融危机给航运业带来巨大冲击,航运企业纷纷采取应对措施,为应对海上安全新形势给海事监管部门带来的新挑战,进而给海上交通安全带来影响,分析船舶航行安全的新问题,提出保障海上交通安全、保护海洋环境的对策：海事部门应积极应对,快速反应;加强对在建船舶质量的监管;开展对封航船舶和锚泊船舶的安全管理;重点对船员适任情况实施检查;安全管理体系审核时调整审核重点;强化对船舶拆解活动的安全监管：优化船队结构等。     

Risk management modeling and its application in maritime safety

Quantified risk assessment （QRA） needs mathematicization of risk theory. However, attention has been paid almost exclusively to applications of assessment methods, which has led to neglect of research into fundamental theories, such as the relationships among risk, safety, danger, and so on. In order to solve this problem, as a first step, fundamental theoretical relationships about risk and risk management were analyzed for this paper in the light of mathematics, and then illustrated with some charts. Second, man-machine-environment-management （MMEM） theory was introduced into risk theory to analyze some properties of risk. On the basis of this, a three-dimensional model of risk management was established that includes： a goal dimension; a management dimension; an operation dimension. This goal management operation （GMO） model was explained and then emphasis was laid on the discussion of the risk flowchart （operation dimension）, which lays the groundwork for further study of risk management and qualitative and quantitative assessment. Next, the relationship between Formal Safety Assessment （FSA） and Risk Management was researched. This revealed that the FSA method, which the international maritime organization （IMO） is actively spreading, comes from Risk Management theory. Finally, conclusion were made about how to apply this risk management method to concrete fields efficiently and conveniently, as well as areas where further research is required.

“泰坦尼克”号沉没后,英国政府专门成立遇难情况调查委员会对事故进行细致的调查处理,调查报告认为海难的原因包括：号称“不沉之船”的“泰坦尼克”号自视结构设计绝对安全,绝不会沉没,从而没有准备充足的救生艇;“泰坦尼克”号的设计也存在一些漏洞;而海上无线电通讯不畅、缺乏应急预案等因素使海难升级。

常州地方海事船舶安全监管系统

1 系统简介 苏南运河常州段船舶安全监管系统,是江苏省交通厅对全省地方海事提出"五个一流、两个率先"要求的产物,是创建"国家级样板航道"的重要组成部分,也是江苏省地方海事局实施"现代化装备战略"的重要项目之一.常州段实施监管的范围为西起新闸、东至武航约24km的航道,设置了8个监控点,具体监控区域见图1.各监控点用无线网络连接,一旦发现监控区域内有异常情况,可在常州市地方海事局及时进行监控指挥调度.该系统可实现下述功能:

一种应用于海上交通安全的智能船舶系统

全球船舶数量不断增长,出现了许多大型化和高速化的新型船舶,面对有限的航道资源,船舶的航行安全变得至关重要。因此为保障船舶在航行时的安全,人们建立高度智能化的船舶信息交换系统和自动识别避碰系统(AIS)。本文旨在改善AIS系统的功能,设计智能化的AIS系统,并基于模糊评价体系,对船舶的航行安全状况进行实时地监控,通过高斯滤波算法对控制信号数据进行处理,加强该智能系统在复杂环境下的自适应能力。
