This paper studies the impact of speed limits on local air pollution using a series of date-specific speed limit reductions in Oslo over the 2004–2011 period. We find that lowering the speed limit from 80 to 60 km/h reduces travel speed by 5.8 km/h. However, we find no evidence of reduced air pollution as measured next to the treated roads. Our estimates suggest an annual time loss of the speed limit reductions of 66 USD per affected vehicle. Our findings imply that policy makers need to consider other actions than speed limit reductions to improve local air quality.  相似文献

The paper explores barriers for designing and implementing policies for the transition to more environmentally sustainable urban mobility, and strategies for overcoming these barriers in three Norwegian cities. Empirical data has been collected by interviewing key informants and analysing relevant documents. The findings show that there is broad political support for placing sustainable mobility high on the political agenda. Challenges appear when policy measures are designed and implemented. Cultural, legal, political, organisational, financial and knowledge-related barriers are identified. Many similar barriers are identified in the three case cities, but differences also appear. The results indicate that the size of the cities as well as the type of policy packages implemented are important factors, impacting both the type and strength of barriers. Several strategies for overcoming barriers have been implemented in the three case cities with success. The implementation of policy packages with a combination of “push” and “pull” measures is perhaps the most important strategy. In addition, using communication strategically and allowing for trials and step-by-step introduction of policy measures are success factors. Better methods for stakeholder involvement and planning tools for bicyclists and pedestrians may increase the acceptance of policy measures and speed up the transition toward sustainable mobility.  相似文献

Speed limits are usually imposed on roads in an attempt to enhance safety and sometimes serve the purpose of reducing fuel consumption and vehicular emissions as well. Most previous studies up to date focus on investigation of the effects of speed limits from a local perspective, while network-wide traffic reallocation effects are overlooked. This paper makes the first attempt to investigate how a link-specific speed limit law reallocates traffic flow in an equilibrium manner at a macroscopic network level. We find that, although the link travel time–flow relationship is altered after a speed limit is imposed, the standard traffic assignment method still applies. With the commonly adopted assumptions, the uniqueness of link travel times at user equilibrium (UE) remains valid, and the UE flows on links with non-binding speed limits are still unique. The UE flows on other links with binding speed limits may not be unique but can be explicitly characterized by a polyhedron or a linear system of equalities and inequalities. Furthermore, taking into account the traffic reallocation effects of speed limits, we compare the capability of speed limits and road pricing for decentralizing desirable network flow patterns. Although from a different perspective for regulating traffic flows with a different mechanism, a speed limit law may play the same role as a toll charge scheme and perform better than some negative (rebate) toll schemes under certain conditions for network flow management.  相似文献

Variable speed limit systems where variable message signs are used to show speed limits adjusted to the prevailing road or traffic conditions are installed on motorways in many countries. The objectives of variable speed limit system installations are often to decrease the number of accidents and to increase traffic efficiency. Currently, there is an interest in exploring the potential of cooperative intelligent transport systems including communication between vehicles and/or vehicles and the infrastructure. In this paper, we study the potential benefits of introducing infrastructure to vehicle communication, autonomous vehicle control and individualized speed limits in variable speed limit systems. We do this by proposing a cooperative variable speed limit system as an extension of an existing variable speed limit system. In the proposed system, communication between the infrastructure and the vehicles is used to transmit variable speed limits to upstream vehicles before the variable message signs become visible to the drivers. The system is evaluated by the means of microscopic traffic simulation. Traffic efficiency and environmental effects are considered in the analysis. The results of the study show benefits of the infrastructure to vehicle communication, autonomous vehicle control and individualized speed limits for variable speed limit systems in the form of lower acceleration rates and thereby harmonized traffic flow and reduced exhaust emissions.  相似文献

This paper discusses how a particular tool in the employment relationship has become part of a desirable transport future. We examine how and why the employee mobility budget has entered the set of sustainable transport measures in Belgium. In a discourse analysis, we examined 52 articles from newspapers, magazines as well as research reports. The main actors in the debate are identified using an exploratory social network analysis, and we discuss the various definitions of the employee mobility budget, the framing of the problems to be solved (in the first place congestion), and the main conflicts between actors. The results reveal the sustained efforts to put the idea on the agenda and the formation of a coalition of the willing. The fact that the mobility budget concept is highly compatible with the hegemonic discourse on employment relations contributes to its popularity. Finally, the individualisation of employment relations and the decrease in attention for environmental aspects are highlighted as potential threats of the type of sustainable mobility policy studied in this paper.  相似文献

In 2008 the regional government of Catalonia (Spain) reduced the maximum speed limit on several stretches of congested urban motorway in the Barcelona metropolitan area to 80 km/h, while in 2009 it introduced a variable speed system on other stretches of its metropolitan motorways. We use the differences-in-differences method, which enables a policy impact to be measured under specific conditions, to assess the impact of these policies on emissions of NOx and PM10. Empirical estimation indicate that reducing the speed limit to 80 km/h causes a 1.7–3.2% increase in NOx and 5.3–5.9% in PM10. By contrast, the variable speed policy reduced NOx and PM10 pollution by 7.7–17.1% and 14.5–17.3%. As such, a variable speed policy appears to be a more effective environmental policy than reducing the speed limit to a maximum of 80 km/h.  相似文献

This paper studies how link-specific speed limits influence the performance of degradable transport networks, in which the capacity of each link is a degradable random variable. The distribution and cumulative distribution of link travel time have been presented with the effect of speed limits taken into account. The mean and variance of link and route travel time are formulated. Three link states have been classified, and their physical meanings have been discussed. The relationship between critical capacity, travel time and speed limit has been elaborated. We have proposed a Speed Limit- and Reliability-based User Equilibrium (SLRUE), adopting travel time budget as the principle of travelers’ route choice. A heuristic method employing the method of successive averages is developed to solve the SLRUE in degradable networks. Through numerical studies, we find that for some networks both the mean and standard deviation of the total travel time could be reduced simultaneously by imposing some speed limits. The speed limit design problem has been studied, and it is found that imposing speed limits cannot always reduce the total travel time budget of a network.  相似文献

This paper presents the results of the mail out survey conducted in the United States to unveil the current state of practice related to the posting of minimum speed limit signs on Interstate freeway system. The analysis of the survey results has revealed that half of the country (25 states) posts the minimum speed limit on Interstate freeways. The most common posting is 40 mph. There are few states that post 45 mph and 55 mph in some sections on Interstate freeways. The survey results has also discovered that many states raised the maximum speed limits on Interstate freeways as the consequence of the National Highway System (NHS) designation Act of 1995 without revising or studying the effect of the existing minimum speed limits on traffic operation. Implications for future research relates to a multi state study which will evaluate the relevance of minimum speed limits on speed variability that is created by the posting of minimum speed limit.  相似文献

Recent years have seen a renewed interest in Variable Speed Limit (VSL) strategies. New opportunities for VSL as a freeway metering mechanism or a homogenization scheme to reduce speed differences and lane changing maneuvers are being explored. This paper examines both the macroscopic and microscopic effects of different speed limits on a traffic stream, especially when adopting low speed limits. To that end, data from a VSL experiment carried out on a freeway in Spain are used. Data include vehicle counts, speeds and occupancy per lane, as well as lane changing rates for three days, each with a different fixed speed limit (80 km/h, 60 km/h, and 40 km/h). Results reveal some of the mechanisms through which VSL affects traffic performance, specifically the flow and speed distribution across lanes, as well as the ensuing lane changing maneuvers. It is confirmed that the lower the speed limit, the higher the occupancy to achieve a given flow. This result has been observed even for relatively high flows and low speed limits. For instance, a stable flow of 1942 veh/h/lane has been measured with the 40 km/h speed limit in force. The corresponding occupancy was 33%, doubling the typical occupancy for this flow in the absence of speed limits. This means that VSL strategies aiming to restrict the mainline flow on a freeway by using low speed limits will need to be applied carefully, avoiding conditions as the ones presented here, where speed limits have a reduced ability to limit flows. On the other hand, VSL strategies trying to get the most from the increased vehicle storage capacity of freeways under low speed limits might be rather promising. Additionally, results show that lower speed limits increase the speed differences across lanes for moderate demands. This, in turn, also increases the lane changing rate. This means that VSL strategies aiming to homogenize traffic and reduce lane changing activity might not be successful when adopting such low speed limits. In contrast, lower speed limits widen the range of flows under uniform lane flow distributions, so that, even for moderate to low demands, the under-utilization of any lane is avoided. These findings are useful for the development of better traffic models that are able to emulate these effects. Moreover, they are crucial for the implementation and assessment of VSL strategies and other traffic control algorithms.  相似文献

This paper focuses on two specific determinants of accidents: speed and the activity level. If there is no government intervention, people do not take into account the full cost of their driving and they will drive too fast and too much. In our setting, the government can use three instruments to influence the behaviour of people: speed limits, strict liability and a kilometre tax. We analyse the choice of the speed and activity level under the different instruments and determine the optimal combinations. Given our assumptions we never reach the social optimum. The results are illustrated with a numerical example.  相似文献

This paper proposes a novel dynamic speed limit control model accounting for uncertain traffic demand and supply in a stochastic traffic network. First, a link based dynamic network loading model is developed to simulate the traffic flow propagation allowing the change of speed limits. Shockwave propagation is well defined and captured by checking the difference between the queue forming end and the dissipation end. Second, the dynamic speed limit problem is formulated as a Markov Decision Process (MDP) problem and solved by a real time control mechanism. The speed limit controller is modeled as an intelligent agent interacting with the stochastic network environment stochastic network environment to assign time dependent link based speed limits. Based on different metrics, e.g. total network throughput, delay time, vehicular emissions are optimized in the modeling framework, the optimal speed limit scheme is obtained by applying the R-Markov Average Reward Technique (R-MART) based reinforcement learning algorithm. A case study of the Sioux Falls network is constructed to test the performance of the model. Results show that the total travel time and emissions (in terms of CO) are reduced by around 18% and 20% compared with the base case of non-speed limit control.  相似文献

In October 2002 the first ISA-trial in Belgium was started in Ghent. Thirty-four cars and three buses were equipped with the “active accelerator pedal”. In this system a resistance in the accelerator is activated when the driver attempts to exceed the speed limit. If necessary, the driver can overrule the system. The main research goals of the trial in Ghent were to evaluate the effects of ISA on speed-change, traffic safety, drivers’ attitude, behaviour and drivers’ acceptance. To study these effects of the ISA-system both surveys and logged speed data were analyzed. In the surveys drivers noticed that the pedal assisted them well in upholding the speed limits and that the system increased driving comfort. Most important drawbacks were technical issues. Data analysis shows a reduction in the amount of speeding due to the ISA-system. There is however still a large remaining percentage of distance speeding, especially in low speed zones. Differences between drivers are large. For some drivers speeding even increases despite activation of the system. For less frequent speeders average driving speed almost always increases and for more frequent speeders average speed tends to decrease. With the system, less frequent speeders tend to accelerate faster towards the speed limit and drive exactly at the speed limit instead of safely below, which causes average speeds to go up.  相似文献

Various green driving strategies have been proposed to smooth traffic flow and lower pollutant emissions and fuel consumption in stop-and-go traffic. In this paper, we present a control theoretic formulation of distributed, cooperative green driving strategies based on inter-vehicle communications (IVCs). The control variable is the advisory speed limit, which is designed to smooth a following vehicle’s speed profile without changing its average speed. We theoretically analyze the performance of a constant independent and three simple cooperative green driving strategies and present three rules for effective and robust strategies. We then develop a distributed cooperative green driving strategy, in which the advisory speed limit is first independently calculated by each individual vehicle and then averaged among green driving vehicles through IVC. By simulations with Newell’s car-following model and the Comprehensive Modal Emissions Model (CMEM), we demonstrate that such a strategy is effective and robust independently as well as cooperatively for different market penetration rates of IVC-equipped vehicles and communication delays. In particular, even when 5% of the vehicles implement the green driving strategy and the IVC communication delay is 60 s, the fuel consumption can be reduced by up to 15%. In travel surveys, immobility is often approached as a technical issue that needs to be dealt with in order to measure mobility more accurately. By covering mobility patterns over a full week, the 2008 French Travel Survey allows immobility to be analysed other than as a marginal and random phenomenon. For working days alone, 28.8% of the adults in the survey had experienced one or more immobility episodes. By considering the intensity of immobility, and by introducing latent variables into Structural Equation Modelling, we have been able to propose a model with reasonable explanatory power. Our findings agree with previous studies and also show that within suburban or rural areas, access to shops or the type of local residential fabric are also factors that influence the number of immobile days. In addition, our findings show that the effects of the determinants differ between categories of individuals, notably between working adults and students on the one hand, and between retired and non-working people on the other.  相似文献

Levels of support for 20 mph limits in Great Britain are consistently high. However, these positive attitudes are not translating into similarly positive behaviour changes in terms of complying with these new speed limits. Recent research from the authors studied the complex relationship between support and compliance, with qualitative findings suggesting that copycat driving could create a ‘vicious circle effect’ that leads to increased levels of non-compliance. However it is also possible that an alternative ‘virtuous circle’ effect may emerge from the high levels of societal support for 20 mph limits pressurising drivers to comply with speed limits. In this work the authors investigated these issues and we report on data and analysis of a large scale survey of drivers and residents undertaken in Great Britain. We explain the origins of vicious and virtuous circles in driver behaviour and study the data from the survey, offering an analysis of attitudes and claimed behaviours that has implications for policy-makers and professionals working with low urban speed limits. We discuss the issues for speed limit enforcement, making reference to the public relations ‘battle’ for public opinion. It is concluded that normative compliance, triggered by community and other campaigning, may be the most realistic mechanism for countering the difficulties of government funding in promoting compliance.  相似文献

There is little information in the literature on the relation between rural speed and safety. The wide variation in rural speed limits that are applied in different countries tends to confirm that this relation is poorly understood. The changes in fatal, injury and all accidents that followed a change in the rural speed limit in seven countries were regressed against the change in vehicle mean speed. The results showed that speed significantly affects safety and that within certain limits the relation is linear. The regressions indicated that a 1 km/h reduction in speed will reduce all severities of accidents by between 4 and 5%. It is suggested that part of this reduction is due to a change in economic factors.  相似文献

This paper investigates the local and global impact of speed limits by considering road users’ non-obedient behavior in speed selection. Given a link-specific speed limit scheme, road users will take into account the subjective travel time cost, the perceived crash risk and the perceived ticket risk as determinant factors for their actual speed choice on each link. Homogeneous travelers’ perceived crash risk is positively related to their driving speed. When travelers are heterogeneous, the perceived crash risk is class-specific: different user classes interact with each other and choose their own optimal speed, resulting in a Nash equilibrium speed pattern. With the speed choices on particular roads, travelers make route choices, resulting in user equilibrium in a general network. An algorithm is proposed to solve the user equilibrium problem with heterogeneous users under link-specific speed limits. The models and algorithms are illustrated with numerical examples.  相似文献

Point-to-point (P2P) speed enforcement is a relatively new approach to traffic law enforcement. Its technology allows vehicles whose average speed exceeds the speed limit over the controlled section to be fined. It therefore encourages compliance over distances longer than those where spot enforcement policies have been in place.In this paper, a procedure for consistently setting speed limits with such enforcement systems is proposed. Such a method has been applied to design the speed limits on two motorways in the district of Naples, Italy, where P2P enforcement systems became operational in 2009 and 2010. The speed limits, which were set using the Italian geometric design standard to assess vehicle stability and stopping sight distance, have been compared with those provided by using well-known international standards.The impact of the newly designed speed limits and of the P2P enforcement system on drivers’ speeding behaviour has been quantified for each highway section and vehicle type. In fact, accurate measurements of the average travel speeds of each vehicle crossing the enforced sections, before and after the activation of the system, were available. The migration from the old speed limits with spot speed enforcement to the new approach resulted in a notable increase in drivers’ compliance to the speed limits with a remarkable decrease in both the average of individual speeds and in their standard deviation.In addition, the analysis of 3 years of data shows that a gradual adaptation of drivers’ behaviour to the system took place. In particular, a decreasing compliance to the speed limits points to a non-optimal system management. Finally, the results of a revealed preference survey allowed us to make a behavioural interpretation regarding the significantly different impacts measured on the two motorways.  相似文献

Highway automobile speed and uncertain enforcement of the speed limit are introduced into a standard household utility model having time and income constraints. Due to uncertainty, expected utility is maximized to obtain the optimal speed (in excess of the speed limit). The optimal amounts of all other commodities and travel are also obtained. The key feature of the model is the risk attitude of the driver and the effect on optimal speed of such attitude. A related feature is the effect of risk attitude on the amount of speed self-insurance. An important finding is that the risk avert (seeking, neutral) driver charges himself an insurance premium that is larger than (smaller than, equal to) what is actuarially sufficient. The relationship between speed, risk attitude, and efficient cost of automobile travel is developed and implications are explored. A parametric analysis is conducted to establish the effect on optimal speed (and other variables) of changes in such policy instruments as the price of gasoline, the probability of being caught exceeding the speed limit, the unit speed fine, and the speed limit. Policy implications of the theoretical results are part of the conclusions.  相似文献
