Most research on walking behavior has focused on mode choice or walk trip frequency. In contrast, this study is one of the first to analyze and model the destination choice behaviors of pedestrians within an entire region. Using about 4500 walk trips from a 2011 household travel survey in the Portland, Oregon, region, we estimated multinomial logit pedestrian destination choice models for six trip purposes. Independent variables included terms for impedance (walk trip distance), size (employment by type, households), supportive pedestrian environments (parks, a pedestrian index of the environment variable called PIE), barriers to walking (terrain, industrial-type employment), and traveler characteristics. Unique to this study was the use of small-scale destination zone alternatives. Distance was a significant deterrent to pedestrian destination choice, and people in carless or childless households were less sensitive to distance for some purposes. Employment (especially retail) was a strong attractor: doubling the number of jobs nearly doubled the odds of choosing a destination for home-based shopping walk trips. More attractive pedestrian environments were also positively associated with pedestrian destination choice after controlling for other factors. These results shed light on determinants of pedestrian destination choice behaviors, and sensitivities in the models highlight potential policy-levers to increase walking activity. In addition, the destination choice models can be applied in practice within existing regional travel demand models or as pedestrian planning tools to evaluate land use and transportation policy and investment scenarios.  相似文献

This paper proposes different policy scenarios to cut CO2 emissions caused by the urban mobility of passengers. More precisely, we compare the effects of the ‘direct tool’ of carbon tax, to a combination of ‘indirect tools’ – not originally aimed at reducing CO2 (i.e. congestion charging, parking charges and a reduction in public transport travel time) in terms of CO2 impacts through a change in the modal split. In our model, modal choices depend on individual characteristics, trip features (including the effects of policy tools), and land use at origin and destination zones. Personal “CO2 emissions budgets” resulting from the trips observed in the metropolitan area of Lille (France) in 2006 are calculated and compared to the situation related to the different policy scenarios. We find that an increase of 50% in parking charges combined with a cordon toll of €1.20 and a 10% travel time decrease in public transport services (made after recycling toll-revenues) is the winning scenario. The combined effects of all the policy scenarios are superior to their separate effects.  相似文献

The use of privately owned vehicles (POVs) contributes significantly to US energy consumption (EC) and greenhouse gas emissions (GHGe). Strategies for reducing POV use include shifting trips to other modes, particularly public transit. Choices to use transit are based on characteristics of travelers, their trips, and the quality of competing transportation services. Here we focus on the proximity of rail stations to trip origins/destinations as a factor affecting mode choice for work trips. Using household travel survey data from Chicago, we evaluate the profile of journey-to-work (JTW) trips, assessing mode share and potential for more travelers to use rail. For work trips having the origin/destination as close as 1 mile from rail transit stations, POVs were still the dominant travel mode, capturing as much as 61%, followed by rail use at 14%. This high degree of POV use coupled with the proportion of JTW trips within close proximity to rail stations indicated that at least some of these trips may be candidates for shifting from POV to rail. For example, shifting all work trips with both the origin/destination within 1 mile of commuter rail stations would potentially reduce the energy associated with all work-related POV driving trips by a maximum of 24%. Based on the analysis of trips having the origin and destination closest to train stations, a complete shift in mode from POV to train could exceed CO2 reduction goals targeted in the Chicago Climate Action Plan. This could occur with current settlement patterns and the use of existing infrastructure. However, changes in traveler behavior and possibly rail operation would be necessary, making policy to motivate this change essential.  相似文献

To investigate the impact of traffic pricing policies on energy consumption, this study shows a microeconomic quantitative analysis scheme to simulate individual consumption behaviors from a microeconomic viewpoint. Energy consumption is estimated based on individual demand of non‐mobility goods and mobility goods under nine policy scenarios based on strategies of gasoline tax adding and mass transit fare reduction independently or combined. Results show that gasoline tax adding has strong effects on consumption behaviors. Energy consumption reduces mostly because of less consumption of non‐mobility goods and car trips. However, policy of mass transit fare reduction has limited impact on energy saving because consumption of non‐mobility goods and mass transit trips increases, but the number of car trips decline by only a small percentage. Comparing with single‐type policy, policies that combined gasoline tax adding and mass transit fare reduction show less energy consumption. Findings suggest that policies that increase cost of car trips, such as gasoline tax adding, are very helpful to reduce the consumption of non‐mobility goods and car trips, which contribute to less energy consumption. However, reducing cost of mass transit trips suggests limited effect on energy saving. Copyright © 2015 John Wiley & Sons, Ltd.  相似文献

This paper analyzes the potential demand for privately used alternative fuel vehicles using German stated preference discrete choice data. By applying a mixed logit model, we find that the most sensitive group for the adoption of alternative fuel vehicles embraces younger, well-educated, and environmentally aware car buyers, who have the possibility to plug-in their car at home, and undertake numerous urban trips. Moreover, many households are willing to pay considerable amounts for greater fuel economy and emission reduction, improved driving range and charging infrastructure, as well as for enjoying vehicle tax exemptions and free parking or bus lane access. The scenario results suggest that conventional vehicles will maintain their dominance in the market. Finally, an increase in the battery electric vehicles’ range to a level comparable with all other vehicles has the same impact as a multiple measures policy intervention package.  相似文献

Policy options to reduce passenger transport emissions in Europe are simulated with the EUCARS model. The EUCARS welfare analysis includes changes in consumer surplus, congestion and tax revenues. Simulations also address consumer myopia, i.e., the underestimation of fuel costs by car buyers. The best policy mix to reduce CO2 consists of fuel taxes that are combined with differentiated purchase taxes to correct for the assumed myopia. This combination could reduce CO2 emissions of over 25% without reducing contemporaneous well-being. For the reduction of conventional emissions, an equivalent best mix includes an emissions-based kilometre tax combined with a purchase feebate. This mix allows a 60% reduction in toxic emissions without any noticeable welfare reduction. The overall superiority of these two mixes compared to alternative choices is higher when the evaluation includes a broad group of externalities, a premium on public funds, and positive feedbacks across emissions categories. Local traffic management measures are important zero-cost complements for an overall emissions strategy.  相似文献

Transport demand forecasting procedures have traditionally employed household based modal split models implicitly assuming a selection of mode for each trip based on relative generalised cost. A detailed examination of the trip patterns of a sample of household in West Yorkshire shows that in fact there is little discretionary choice of public transport; public transport trips in car owning households generally being explained in terms of the specific unavailability of the car for such trips. Two versions of a category analysis model for modal split are based on this observation and applied to household data for Glamorgan and Monmouthshire to show that such a procedure is workable and produces results comparing favourably with traditional approaches. The likely implications of three types of restraint policy are examined and it is concluded that the existing interdependence in trip patterns and modal choice within the household is of great significance in determining their effects. In particular it appears that positive attempts to increase vehicle occupancy at the peak are likely to be more favourable to public transport finances than the more negative policies to restrain use of the car for journey to work, or second car ownership.  相似文献

This paper addresses the relationship between land use, destination selection, and travel mode choice. Specifically, it focuses on intrazonal trips, a sub-category of trip making where both trip origin and trip destination are contained in the same geographic unit of analysis, using data from the 1994 Household Activity and Travel Diary Survey conducted by Portland Metro. Using multinomial logit and binary logistic models to measure travel mode choice and decision to internalize trips, the evidence supports the conclusions that (1) intrazonal trips characteristics suggest mode choice for these trips might be influenced by urban form, which in turn affects regional trip distribution; (2) there is a threshold effect in the ability of economic diversity/mixed use to alter travel behavior; and (3) greater emphasis to destinations within the area where an individual’s home is located needs to be given in trip distribution models.  相似文献

We estimate demand for automobiles in Greece using a model of product differentiation and use the model to evaluate carbon-based tax schemes that could shift consumer purchases towards low CO2 emission cars. We find that careful policy design, supported by appropriate modeling, can bring about substantial environmental benefits without losing control of economic parameters such as public finances or firm profits. This contrasts to the results of recent vehicle tax reforms in European countries, which turned out to be more costly than initially expected.  相似文献

Abstract

The use of fossil fuels in transportation is an important topic as a result of growing concerns over global warming. Automobile petrol demand has been of particular interest to researchers and policy-makers, given that the automobile is a major contributor to the enhanced greenhouse effect. This paper forecasts Australia's automobile petrol demand up to the year 2020 based on the best performing forecasting model selected out of eight models. In order to establish ways to reduce the demand for petrol, and the consequent by-product of reducing the amount of greenhouse gas emissions, we have estimated the impact on CO2 for several potential policy instruments, using Transportation and Environment Strategy Impact Simulator (an integrated transport, land use and environmental strategy impact simulation programme). We find that a carbon tax of AU$0.50/kg can reduce automobile kilometres by 5.9%, resulting in reduced demand for petrol and a reduction in CO2 of 1.5%.  相似文献

The transition to a low carbon transport world requires a host of demand and supply policies to be developed and deployed. Pricing and taxation of vehicle ownership plays a major role, as it affects purchasing behavior, overall ownership and use of vehicles. There is a lack in robust assessments of the life cycle energy and environmental effects of a number of key car pricing and taxation instruments, including graded purchase taxes, vehicle excise duties and vehicle scrappage incentives. This paper aims to fill this gap by exploring which type of vehicle taxation accelerates fuel, technology and purchasing behavioral transitions the fastest with (i) most tailpipe and life cycle greenhouse gas emissions savings, (ii) potential revenue neutrality for the Treasury and (iii) no adverse effects on car ownership and use.The UK Transport Carbon Model was developed further and used to assess long term scenarios of low carbon fiscal policies and their effects on transport demand, vehicle stock evolution, life cycle greenhouse gas emissions in the UK. The modeling results suggest that policy choice, design and timing can play crucial roles in meeting multiple policy goals. Both CO2 grading and tightening of CO2 limits over time are crucial in achieving the transition to low carbon mobility. Of the policy scenarios investigated here the more ambitious and complex car purchase tax and feebate policies are most effective in accelerating low carbon technology uptake, reducing life cycle greenhouse gas emissions and, if designed carefully, can avoid overburdening consumers with ever more taxation whilst ensuring revenue neutrality. Highly graduated road taxes (or VED) can also be successful in reducing emissions; but while they can provide handy revenue streams to governments that could be recycled in accompanying low carbon measures they are likely to face opposition by the driving population and car lobby groups. Scrappage schemes are found to save little carbon and may even increase emissions on a life cycle basis.The main policy implication of this work is that in order to reduce both direct and indirect greenhouse gas emissions from transport governments should focus on designing incentive schemes with strong up-front price signals that reward ‘low carbon’ and penalize ‘high carbon’. Policy instruments should also be subject to early scrutiny of the longer term impacts on government revenue and pay attention to the need for flanking policies to boost these revenues and maintain the marginal cost of driving.  相似文献

Accessibility measures reflect the level of service provided by transportation systems to various locations. Basic transportation choice behavior is defined to include those decisions of how many automobiles to own and how many trips to which destinations to make by automobile and by public transit. Here, these decisions are assumed to be made jointly by urban households and are conditional upon residential location decisions. It is the purpose of this paper to explore the role of accessibility as a causal factor in such basic transportation choice behavior.An economic utility theory model of choice behavior is postulated in which the benefits from making trips to specific destinations are reflected by measures of destination attraction. Through determination of utility-maximizing trip frequencies, indirect utility functions are developed which include accessibility concepts. Behavioral implications of these concepts are proposed and contrasts are drawn to accessibility measures used in conventional segregated models of trip distribution, modal choice, and automobile ownership.Sensitivity analyses of alternative empirical definitions of accessibility in the choice model are conducted using data from the Detroit Regional Transportation and Land Use Study — covering counties in southeastern Michigan. These analyses employ a multinomial logit estimation technique and focus on definitions of trip attraction. Results of these analyses indicate that more complicated attraction measures can be replaced by measures involving the proportion of either urban area population or urban area employment within a traffic analysis zone. Also, evidence is found that decision-makers in the case study area consider trips of up to 60 or even 90 minutes duration when evaluating accessibilities offered by alternative public and private transportation systems.  相似文献

Urban travel demand, consisting of thousands or millions of origin–destination trips, can be viewed as a large-scale weighted directed graph. The paper applies a complex network-motivated approach to understand and characterize urban travel demand patterns through analysis of statistical properties of origin–destination demand networks. We compare selected network characteristics of travel demand patterns in two cities, presenting a comparative network-theoretic analysis of Chicago and Melbourne. The proposed approach develops an interdisciplinary and quantitative framework to understand mobility characteristics in urban areas. The paper explores statistical properties of the complex weighted network of urban trips of the selected cities. We show that travel demand networks exhibit similar properties despite their differences in topography and urban structure. Results provide a quantitative characterization of the network structure of origin–destination demand in cities, suggesting that the underlying dynamical processes in travel demand networks are similar and evolved by the distribution of activities and interaction between places in cities.  相似文献

This paper assesses the impacts of a targeted policy designed to influence car purchasing trends towards lower CO2 emitting vehicles. Vehicle registration tax and annual motor tax rates in Ireland changed in July 2008 from being based on engine size to emissions performance of cars. This paper provides a one year ex-post analysis of the first year of the tax change, tracking the change in purchasing trends arising from the measure related to specific CO2 emissions, engine size and fuel, and the implications for car prices, CO2 emissions abatement, and revenue gathered. While engine efficiency improvements had been offset by purchasing trends towards larger and generally less efficient cars in the past, with the average MJ/km remaining constant from 2000 to 2007, this analysis shows that in the first year of the new taxation system the average specific emissions of new cars fell by 13% to 145 g/km. This was brought about, not by a reduction in engine size, but rather through a significant shift to diesel cars. Despite an unexpected reduction in car sales due to a recession in 2008, the policy measure has had a larger than anticipated impact on CO2 emissions, calculated to be 5.9 ktCO2 in the first year of the measure. The strong price signal did however result in a 33% reduction in tax revenue from VRT, in financial terms amounting to a drop of €166 million compared to a baseline situation.  相似文献

This paper presents results of a study conducted to quantify the effect of fuel cost increases on household auto travel in Riyadh, the rapidly developing capital of Saudi Arabia. Responses of a stratified random sample of 1648 individual households provided the data base for the analysis. The auto trip measures of shrinkage ratio, arc and log-arc elasticities were calculated for households categorized by income and family size. The elasticity measures suggested the existence of significant relationship among the factors of fuel cost, the number of daily auto trips, and family size. It was found that as fuel prices increased, the number of daily trips decreased, and that this decrease in daily trips was greater with larger family size. A step-wise multiple regression analysis with three independent variables of car ownership, family size, and daily fuel expenditures was developed. The model was fairly accurate in predicting variations in daily household travel. The regression parameter of the variable fuel cost was also used to derive demand elasticity to fuel expenditures. Elasticity measures ranged between -0.30 and -0.37.  相似文献

This paper proposes a model system to forecast household greenhouse gas emissions (GHGEs) from private transportation. The proposed model combines an integrated discrete-continuous car ownership model with MOVES 2014. Four modeling components are calibrated and applied to the calculation of GHGEs: vehicle quantity, vehicle type and vintage, miles traveled, and rates of GHGEs. The model is applied to the Washington D.C. Metropolitan Area. Three tax schemes are evaluated: vehicle ownership tax, purchase tax and fuel tax. We calculate that the average GHGEs per vehicle is 5.15 tons of carbon dioxide-equivalent (CO2E) gases. Our results show that: (a) a fuel tax is the most effective way to reduce vehicle GHGEs, especially for households with fewer vehicles; (b) a purchase tax reduces vehicle GHGEs mainly by decreasing vehicle quantity for households with more vehicles; and (c) an ownership tax reduces vehicle GHGEs by decreasing both vehicle quantity and miles traveled.  相似文献

This study analyzes the annual vacation destination choices and related time allocation patterns of American households. More specifically, an annual vacation destination choice and time allocation model is formulated to simultaneously predict the different vacation destinations that a household visits in a year, and the time (no. of days) it allocates to each of the visited destinations. The model takes the form of a multiple discrete–continuous extreme value (MDCEV) structure. Further, a variant of the MDCEV model is proposed to reduce the prediction of unrealistically small amounts of vacation time allocation to the chosen destinations. To do so, the continuously non-linear utility functional form in the MDCEV framework is replaced with a combination of a linear and non-linear form. The empirical analysis was performed using the 1995 American Travel Survey data, with the United States divided into 210 alternative destinations. The model estimation results provide several insights into the determinants of households’ vacation destination choice and time allocation patterns. Results suggest that travel times and travel costs to the destinations, and lodging costs, leisure activity opportunities (measured by employment in the leisure industry), length of coastline, and weather conditions at the destinations influence households’ destination choices for vacations. The annual vacation destination choice model developed in this study can be incorporated into a larger national travel modeling framework for predicting the national-level, origin–destination flows for vacation travel.  相似文献

While most aggregate studies of transit ridership are conducted at either the stop or the route level, the present study focused on factors affecting Metro ridership in the Seoul metropolitan area at the station-to-station level. The station-to-station analysis made it possible to distinguish the effect of origin factors on Metro ridership from that of destination factors and to cut down the errors caused by the aggregation of travel impedance-related variables. After adopting two types of direct-demand patronage forecasting models, the multiplicative model and the Poisson regression model, the former was found to be superior to the latter because it clearly identified the negative influences of competing modes on Metro ridership. Such results are rarely found with aggregate level analyses. Moreover, the importance of built environment in explaining Metro demand was confirmed by separating built environment variables for origin and destination stations and by differentiating ridership by the time of day. For morning peak hours, the population-related variables of the origin stations played a key role in accounting for Metro ridership, while employment-related variables prevailed in destination stations. In evening peak hours, both employment- and population-related variables were significant in accounting for the Metro ridership at the destination station. This showed that a significant number of people in the Seoul metropolitan area appear to take various non-home-based trips after work, which is consistent with the results from direct household travel surveys.  相似文献

Climate change is a global problem and across the world the transport sector is finding it difficult to break projected increases in carbon dioxide (CO2) emissions; there are very few contexts where deep reductions in transport CO2 emissions are being made. A number of research studies are now examining the potential for future lower CO2 emissions in the transport sector. This paper develops this work to consider some of the wider sustainability impacts (economic, social and local environmental) as well as the lower CO2 transport impacts of different policy trajectories. Hence the central argument made is for an integrated approach to transport policy making over the longer term - incorporating scenario analysis and multi-criteria assessment (MCA) - to help assess likely progress against a range of objectives.The analysis is based on work carried out in Oxfordshire, UK. Different packages of measures are selected and two scenarios developed which satisfy lower CO2 aspirations, one of which also provides wider positive sustainability impacts. A simulation model has been produced to help explore the strategic policy choices and tensions evident for decision-makers involved in local transport planning. The paper argues for a ‘strategic conversation’ (Van der Heijden, 1996) at the sub-regional and city level, based upon future scenario analysis and MCA, discussing the priorities for intervention. Such an approach will help us examine the scale of change and trade-offs required in moving towards sustainable transport futures.  相似文献

Greenhouse gas emissions from international shipping are an increasing concern. The paper evaluates whether vessel speed reduction can be a potentially cost-effective CO2 mitigation option for ships calling on US ports. By applying a profit-maximizing equation to estimate route-specific, economically-efficient speeds, we explore policy impacts of a fuel tax and a speed reduction mandate on CO2 emissions. The profit-maximizing function incorporates opportunity costs associated with speed reduction that go unobserved in more traditional marginal abatement cost analyses. We find that a fuel tax of about $150/ton fuel will lead to average speed-related CO2 reductions of about 20–30%. Moreover, a speed reduction mandate targeted to achieve 20% CO2 reduction in the container fleet costs between $30 and $200 per ton CO2 abated, depending on how the fleet responds to a speed reduction mandate.  相似文献
