Abolition of the National Dock labour Scheme in July 1989 has intensified competition in Britian's ports and allowed the major port authorities and other port operators to restructure their operations and develop new investment plans. This paper provides an analysis of the changes that have taken place in the Polish maritime sector between the demise of the Socialist state in 1989 and the current situation when the transformation process has had 10 years to develop. This paper examines developments in container shipping in light of the formation of strategic alliances by many of the leading companies. It focuses on three features: the transformation of services, the evolution of the fleet, and the adjustments made to the ports of call. These elements are analysed on a global basis for 3 years: 1989, 1994 and 1999. Some of the changes wrought by the alliances are identified, including the spread and intensification of services, and the deployment of the largest vessels on alliance routes. While the individual companies that have come together in alliances are serving many more ports than before, it is also demonstrated that the total number of ports served by the industry has remained constant. The results are interpreted in the context of globalization that is tending to impose greater standardization on the container shipping industry.  相似文献

Between 1980 and 1989 container TEUs handled at all world ports increased by a factor of 2.11. On the East Coast of North America, the growth factor was only 1.69; on the West Coast, 2.23. These growth factors, when multiplied by the 1980 TEU volume at individual North American ports, give 1989 expected performance levels for the ports. Comparing the expected performance to the actual, it is found in the Canadian context that the big winner is Vancouver; the big loser is Saint John. Halifax and Montreal have outperformed their nearest US East Coast rivals but have not performed as well as southern ports on the Altantic Seaboard. These and other comparisons are made in order to describe how Canadian container ports have performed in the decade of the 1980s. The paper then speculates on how the ports will do in the future, based on a discussion of five factors: port facilities; inland transportation connections; shipping lines serving the ports; demand for container shipping; and legal arrangements between the United States and Canada.  相似文献

In this study, a stochastic frontier cost function is used to estimate the econmic efficiency of Spanish ports through panel data. The sample covers annual data of 27 Spanish ports from 1985–1989. By comparing a Cobb-Douglas function with a translog, it is found that the latter best represents the technology according to the data. Analysing the efficiency indices obtained, it is found that the relatively larger ports are more economically inefficient. Moreover, the presence of large scale economies has been detected, as well as a lack of technical progress for the period considered.  相似文献

ABSTRACT

e-Transformation in container ports means port organization-wide innovative transformation encompassing internal and external value chains based on information and communication technology. There is a considerable theoretical literature on the impact of e-Transformation on business performance, but there is very little empirical study on its effectiveness in ports. The objective of this paper is to empirically investigate how e-Transformation in container port management can influence customer satisfaction and port competitiveness. The findings reveal that e-Transformation in container ports can affect customer satisfaction and port competitiveness through e-Workplace, customer relationship management and security, implying that container ports should make every effort to focus on e-transformation in these critical areas. Due to limited empirical studies in this area, the findings have provided an empirical support for the importance of e-Transformation in container terminal management and shed more light on how e-Transformation can affect customer satisfaction and port competitiveness.  相似文献

Asia-Pacific countries with divergent economic and political backgrounds developed a regime of bilateral free trade agreements in response to globalization. Challenged by the 1997 and 2008 financial crises, this Asian trade regime has remained intact, although the most powerful stakeholders have changed positions, as indicated by the strong emergence of China in the past decade. Efforts of key trading partners to tackle non-tariff barriers (e.g., rule of origin and customs formalities) in the region have yielded little progress thus far. Instead of aiming at a regional consensus on non-tariff barriers by all member states, a global supply chain (GSC) approach is recommended. Mature hub ports at strategic locations with advanced institutional measures could set up international trade facilitation centers co-locating multinational customs formalities. This GSC approach may also be adopted to construct a GSC hub development model that explains the transformation of hub ports.  相似文献

This resolution reflected an international determination to achieve greater cooperation between different states in investigative matters, in a manner consistent with international law. This paper examines how the IMO resolution addresses some of the inherent problems in such a multi-national industry. The Polish economy is going through fundamental changes from a central planning to a market economy. The main aim of this transition is the privatization process which has to change the structure of Polish economy. Privatization has to establish more favourable ways of utilizing the productive capacity of state enterprises and create better conditions to compete on the market. The Privatization process for Polish state enterprises was defined in the Act on the Privatization of State Enterprises of 13 July 1990. According to this Act state enterprises can be privatized in capital or liquidation methods. The capital method has been applied to the privatization of Polish ports. In 1991 the major Polish ports were transformed into a State Treasury shareholder company. The holding company was used in the first stage of privatization. Gdynia was the first port which started this process building the real model of holding. Another important element connected with the structural transformation of Polish ports is the separation of operational and management roles. According to the Act on Ports, the Port Authority is also responsible for the development of the commercial, industrial and distribution services. This Act will also enable Poland to adapt economic and legal regulations which are similar to those in the European Union ports.  相似文献

The ports of Mediterranean basin have experienced significant growth in container traffic over the last decade. In the western Mediterranean two distinct types of port have emerged: the established ports of the northern part of the basin which serve a gateway function and a set of new ports in the south which act as transhipment hubs. In this paper we explore the dynamics of change and reveal how growth is driven by shifts in individual trades. While the hub ports are integrated into Asian pendulum services, the gateway ports are experiencing growth because of new direct services to Asia and North America. We suggest that the distinctions between the transhipment hubs and the gateway ports are becoming blurred, especially because the gateway ports are also assuming greater transhipment roles. We also explore whether this new dynamism in the Mediterranean ports is reversing the long-standing hinterland domination of the ports of the northern range. We demonstrate that the gateway ports of the western Mediterranean continue to serve local and regional markets, with very limited penetration north of the Alps and Pyrenees. This is due in part to difficulties with rail services but also because of the continued efficiency of the northern range ports and their hinterland connections. We suggest that in the short run, at least, little change is likely.  相似文献

Economic impact is also defined using the location quotient. All ports are shown to have some degree of specialization; whereas, Saint John and Halifax have relatively greater economic impact. It is suggested that the four ports should be encouraged to develop their specializations. Australia's ports are an integral part of the nation's economy, which relies heavily on trade. In Australia, the governance of ports is the responsibility of the governments of Australia's six states and the Northern Territory, all of which have their own legislation covering the running of the ports and the establishment of port corporations. The respective legislation governing the running of Australia's ports is not uniform, and neither are the models for port management that they create. In May 2005, the then Deputy Prime Minister and Federal Transport Minister announced that the Commonwealth planned to take control of the planning and investment decision making of Australia's ports. The reasoning behind this is said to be Australia's poor trade performance and bottlenecks in ports which hold up trade and ultimately cost money. The Federal government has sought to do this under Section 51(i) of the Australian Constitution in order to update and integrate Australia's transport system. This announcement has caused disquiet among the states that had no previous notice of the announcement and for which ports are a major source of revenue. The transfer of power to the Commonwealth may lead to the Commonwealth being able to take further powers from the states, not only in relation to the ports but in relation to other areas such as industrial relations. Industry groups claim they have been pushing for a larger role for the Commonwealth in the running of the nation's ports, but question as to what extent the Commonwealth should be involved.  相似文献

Today, approximately 90% of the world’s cargo is moved by ships and almost all general cargoes are transported in containers. Worldwide container traffic has increased over the last 20 years by 7% annually, and containerization has begun to seriously impact global trade patterns. As a result, container terminals have become very important nodes in the world’s supply chain. In this article, we have highlighted the link between the total and empty container traffic and the global economy. By way of example, we have analysed the empty container traffic in north Adriatic ports in the years before and during the global economic crisis and in a period of stability after the major economic slump. We used a fuzzy multicriteria algorithm to find out how the global crisis, which has affected ports, influences the number of excess empty containers at the terminals. We show that these factors, in particular the change of the global financial and economic situation, have different repercussions to the ports of the north Adriatic: less serious effects upon the ports that are well connected locally and substantial consequences for the ports that are well connected globally.  相似文献
