It is April 18th again,an unforgettable date for us. 20 Vears ago, liulinhai from China Ocean Shipping Company(COSCO), the first cargo ship anchored at Seattle. It ushered in a new chapter and therefore bullt up an ocean-crossing bridge of Sino-US shipping business. Over the past 20 yearS,ships of COSCO. which shuttled between China and the United States, carrying friendship between the two countries and best wishes for peace and development, promoted greatly the Sino-US trade.

The 18,000DWT semi-submersible vessel Tai An Kou of COSCO Shipping Co., Ltd. (Share Tick Mark: 600428) succeeded in unloading under water an oil rig called Bohai No.9, which is 78 meters high and weighs more than 6,800 tons, in Dalian City, Liaoning Province on December 18, 2003. The successful operation received high praise from both the owner of the cargo China National Offshore Oil Corporation and relevant organizations including Dalian Port Authority, Dalian Maritime University, CCTV and securities press.

Nantong COSCO KHI Ship En gineering Co., Ltd (NACKS), the large-scale shipbuilding joint venture between China Ocean Shipping (Group) Company and Kawasaki Shipbuilding Corporate (Kawasaki), located at the Yangtse Riverside of Nantong city with Shanghai and Suzhou down across the river. On 3 May 2003,a COSCO cargo carrier “Fu Shan Hai“ collided with a Polish containership in the sea east of Denmark and sank later. It was reported that the insurance premium for M/V “Fu Shan Hai“ is as high as US＄30m. It is the ever large claim case in the marine insurance history of the People‘s Insurance Company of China (PICC). Though PICC launched its emergent compensation procedure and paid 70m yuan (RMB) to COSCO, this is far from enough to fill the hole. The “Fu Shan Hai“ accident gave a hard strike on the marine insurance market, worsening the difficult situation of marine insurance in China. In recent years, we have often heard the calling for making China a “large shipping and shipbuilding nation“, while our marine insurance market has been in stagnancy, which disappoints those insurance tycoons who have been kept waiting for long time.     

Congratulations on COSCO achieving four awards on the Australia/ East Asia and North Asia liner services

Over 500 people of the shipping and transport fraternity gathered at Darling Harbor in Sydney on 17 October for the Australian Shipping and Transport Awards 2001 hosted by Lloyd's List DCN. Through shipping and transport industry voting, COSCO has overcome strong competition on the Australia/East Asia trade to become winner of Customer Service Award. Other awards include three Highly Commended Award for Customer Service on the Australia/North Asia trade, and Sailing Schedule Reliability on both Australia/East Asia and North Asia trades. This is the sixth time for COSCO to be rewarded by Australian shipping industry. The awards show that     

SHIPBUILDING IN CHINA

China initiated top-level research on ship standardization
The subject is led by the Chinese Society of Naval Architects and Marine Engineers in collaboration with the Technical and Economic Research Center of CSSC and the Standardization Research Center of CSIC, China Classification Society （CCS） and COSCO R＆D Center. The subject will be completed by the end of this year.     

ABSTRACTS

The China Shipping Prosperity Index （CSPI） for the third quarter has climbed 15 points from the second quarter to 101.7 points, back to positive territory, which is above 100 points, according to the latest report form Shanghai International Shipping Institute （SISI）. This is the first time since the third quarter of 2011 that the CSPI returned to above the critical level. In the past two years, withering trade and overcapacity pushed the Chinese shipping industry down to a historical bottom. In the third quarter of 2012, when the CSPI fell to only 78 points, about 60 per cent of carriers in China suffered severe loss. Since the second quarter of this year, the Chinese government＇s policies to secure growth have taken effect and spurred an obvious growth in the country＇s investments and exports, which brought hope to the shipping market. The Baltic Dry Index has risen to over 2,100 points by far, a sharp increase of 180 per cent from the beginning of this year. The index surged nearly 80 per cent in September. The container shipping industry also shares the general improvement of the market. Since July, there have been several attempts to introduce rate increase. The spot rate from Shanghai to Europe was once more than doubled. Part of the carriers might be able to reverse their loss in the third quarter. However, the recovery might not be sustainable, as China is very likely to be able to meet the GDP target of 7.5 per cent growth and there will not be further policies to boost domestic economy. Meanwhile, the rebound of rates has stimulated deployment of new tonnage. Statistics show, capacity on Asia-Europe lane grew about three per cent in September but demand is not stable. The supply-demand imbalance caused a decrease of over US$100 per TEU in the container shipping rates in the last week of September.SISl＇s report estimated that the CSPI in the fourth quarter will be 99.56 points, falling again below the critical level. Port of Seattle Delegation Uisiting China

In April of 1979, the COSCO vessel Liulinhai, the first Chinese ship with P.R.C. flag arrived in Seattle, marking a new chapter in the shipping and trade relations between China and U.S.A. The Port of Seattle, where the first shipment of American wheat to the People's Republic of China was loaded onto Liulinhai 21 years ago, is still playing an important role in Sino-US trade now. China International Marine Containers (Group), one of the pioneer container manufacturers and Sino-foreign joint ventures in China, was founded by China Merchants Holdings and the East Asiatic Company Ltd. in January 1980 and put into operation on 22nd September 1982. CIMC became a tri-party joint venture after COSCO joined in. CIMC went to the public in 1993 and has been listed in Shenzhen Stock Exchange market since April 1994. The operation of CIMC started to run as a group structure in 1995.

Data quality(DQ) is becoming more and more important for the further digitalization and effective decision-making in shipping industry. In this study, a practical DQ assessment method for raw data in vessel operations is proposed.
