Utilizing daily ridership data, literature has shown that adverse weather conditions have a negative impact on transit ridership and in turn, result in revenue loss for the transit agencies. This paper extends this discussion by using more detailed hourly ridership data to model the weather effects. For this purpose, the daily and hourly subway ridership from New York City Transit for the years 2010–2011 is utilized. The paper compares the weather impacts on ridership based on day of week and time of day combinations and further demonstrates that the weather’s impact on transit ridership varies based on the time period and location. The separation of ridership models based on time of day provides a deeper understanding of the relationship between trip purpose and weather for transit riders. The paper investigates the role of station characteristics such as weather protection, accessibility, proximity and the connecting bus services by developing models based on station types. The findings indicate substantial differences in the extent to which the daily and hourly models and the individual weather elements are able to explain the ridership variability and travel behavior of transit riders. By utilizing the time of day and station based models, the paper demonstrates the potential sources of weather impact on transit infrastructure, transit service and trip characteristics. The results suggest the development of specific policy measures which can help the transit agencies to mitigate the ridership differences due to adverse weather conditions.  相似文献

In the past few years, numerous mobile applications have made it possible for public transit passengers to find routes and/or learn about the expected arrival time of their transit vehicles. Though these services are widely used, their impact on overall transit ridership remains unclear. The objective of this research is to assess the effect of real-time information provided via web-enabled and mobile devices on public transit ridership. An empirical evaluation is conducted for New York City, which is the setting of a natural experiment in which a real-time bus tracking system was gradually launched on a borough-by-borough basis beginning in 2011. Panel regression techniques are used to evaluate bus ridership over a three year period, while controlling for changes in transit service, fares, local socioeconomic conditions, weather, and other factors. A fixed effects model of average weekday unlinked bus trips per month reveals an increase of approximately 118 trips per route per weekday (median increase of 1.7% of weekday route-level ridership) attributable to providing real-time information. Further refinement of the fixed effects model suggests that this ridership increase may only be occurring on larger routes; specifically, the largest quartile of routes defined by revenue miles of service realized approximately 340 additional trips per route per weekday (median increase of 2.3% per route). Although the increase in weekday route-level ridership may appear modest, on aggregate these increases exert a substantial positive effect on farebox revenue. The implications of this research are critical to decision-makers at the country’s transit operators who face pressure to increase ridership under limited budgets, particularly as they seek to prioritize investments in infrastructure, service offerings, and new technologies.  相似文献

Ridership estimation is a critical step in the planning of a new transit route or change in service. Very often, when a new transit route is introduced, the existing routes will be modified, vehicle capacities changed, or service headways adjusted. This has made ridership forecasts for the new, existing, and modified routes challenging. This paper proposes and demonstrates a procedure that forecasts the ridership of all transit routes along a corridor when a new bus rapid transit (BRT) service is introduced and existing regular bus services are adjusted. The procedure uses demographic data along the corridor, a recent origin–destination survey data, and new and existing transit service features as inputs. It consists of two stages of transit assignment. In the first stage, a transit assignment is performed with the existing transit demand on the proposed BRT and existing bus routes, so that adjustments to the existing bus services can be identified. This transit assignment is performed iteratively until there is no adjustment in transit services. In the second stage, the transit assignment is carried out with the new BRT and adjusted regular bus services, but incorporates a potential growth in ridership because of the new BRT service. The final outputs of the procedure are ridership for all routes and route segments, boarding and alighting volumes at all stops, and a stop‐by‐stop trip matrix. The proposed ridership estimation procedure is applicable to a new BRT route with and without competing regular bus routes and with BRT vehicles traveling in dedicated lanes or in mixed traffic. This paper aims at investigating the over-prediction of public transit ridership by traditional mode choice models estimated using revealed preference data. Five different types of models are estimated and analysed, namely a traditional Revealed Preference (RP) data-based mode choice model, a hybrid mode choice model with a latent variable, a Stated Preference (SP) data-based mode switching model, a joint RP/SP mode switching model, and a hybrid mode switching model with a latent variable. A comparison of the RP data-based mode choice model with the mode choice models including a latent variable showed that the inclusion of behavioural factors (especially habit formation) significantly improved the models. The SP data-based mode switching models elucidated the reasons why traditional models tend to over-predict transit ridership by revealing the role played by different transit level-of-service attributes and their relative importance to mode switching decisions. The results showed that traditional attributes (e.g. travel cost and time) are of lower importance to mode switching behaviour than behavioural factors (e.g. habit formation towards car driving) and other transit service design attributes (e.g. crowding level, number of transfers, and schedule delays). The findings of this study provide general guidelines for developing a variety of transit ridership forecasting models depending on the availability of data and the experience of the planner.  相似文献

This paper studies public transport demand by estimating a system of equations for multimodal transit systems where different modes may act competitively or cooperatively. Using data from Athens, Greece, we explicitly correct for higher-order serial correlation in the error terms and investigate two, largely overlooked, questions in the transit literature; first, whether a varying fare structure in a multimodal transit system affects demand and, second, what the determinants of ticket versus travelcard sales may be. Model estimation results suggest that the effect of fare type on ridership levels in a multimodal system varies by mode and by relative ticket to travelcard prices. Further, regardless of competition or cooperation between modes, fare increases will have limited effects on ridership, but the magnitude of these effects does depend on the relative ticket to travelcard prices. Finally, incorrectly assuming serial independence for the error terms during model estimation could yield upward or downward biased parameters and hence result in incorrect inferences and policy recommendations.  相似文献

Promoting public transit is a well-recognized policy for sustainable urban transport development. Transit demand analysis proves to be a challenging task in fast growing cities, partially due to the lack of reliable data and applicable techniques for rapidly changing urban contexts. This paper presents an effort to meet the challenge by developing a framework to estimate peak-hour boarding at light-rail transit (LRT) stations. The core part of the framework is an accessibility-weighted ridership model that multiplies potential demand by integral LRT accessibility. Potential demand around LRT stations is generated by using a distance-decay function. The integral LRT accessibility is a route-level factor that indicates the degree of attractiveness to LRT travel for stations in an LRT corridor. A case study in Wuhan, China, shows that the proposed method produces results useful for improving transit demand analysis.  相似文献

Transit service contracting has responded to fiscal and financial woes of public transit agencies as the most uniquely attractive cost‐saving strategy at present. Most transit service contracting, however, has been in the traditional provision of entire fixed route bus service or commuter express bus service, and exclusive demand responsive service for the general public or for special disadvantaged population groups such as the elderly and/or the handicapped. This paper presents a new module in transit service contracting whereby the public and private operators jointly provide the peak service on the same route and at the same time. While the public agency provides the base demand of the service, the private provider provides the excess demand, both following the same schedules and similar service arrangements. In this paper, proposed service arrangements, costing and contracting procedures are discussed. It is also reported that substantial cost savings ranging from 32 to 57% with an average savings of 48% can be achieved if the excess peak hour bus transit service on highly peaked routes in public transit agencies is contracted to competing private operator(s).  相似文献

Flex-route transit, which combines the advantages of fixed-route transit and demand-responsive transit, is one of the most promising options in low-demand areas. This paper proposes a slack arrival strategy to reduce the number of rejected passengers and idle time at checkpoints resulting from uncertain travel demand. This strategy relaxes the departure time constraints of the checkpoints that do not function as transfer stations. A system cost function that includes the vehicle operation cost and customer cost is defined to measure system performance. Theoretical and simulation models are constructed to test the benefits of implementing the slack arrival strategy in flex-route transit under expected and unexpected demand levels. Experiments over a real-life flex-route transit service show that the proposed slack arrival strategy could improve the system performance by up to 40% with no additional operating cost. The results demonstrate that the proposed strategy can help transit operators provide more cost-efficient flex-route transit services in suburban and rural areas.  相似文献

West Germany is densely populated, averaging 245 inhabitants/km2, but varying widely between urban agglomerations and rural areas. Transport volume has increased by 40% since 1970, with virtually all growth due to private automobiles. Since 1981 public transit has been suffering from decreasing demand.A 1964 Expert's Report to the German federal government was the stimulus for initiating an effective funding mechanism for new public transit construction. In 1965 Germany's first federated transit authority was founded for the region of Hamburg.Principal among the goals of any cooperative agreement among transit companies are improvements for the passengers and improvement of revenues for the companies. To attain these ends, two distinct forms of transit aggrements have been developed in Germany: transit cooperative (Verkehrsgemeinschaft) and transit federation (Verkehrsverbund). The former is more suitable for smaller to medium-sized towns, while the latter is more suitable for larger cities. The two types are described in this article.German transit federations during the 1970s succeeded in significantly increasing ridership, while during the 1980s patronage has either remained steady or has declined. Yet transit federations showed much better perfomance than did public transit in general. In terms of costs and revenues, no public transit organization in Germany is able to break even; deficits vary between 42% and 55%. The author concludes, however, that hidden subsidies for automobile traffic are far higher, because of environmental damage and the high social cost of traffic accidents.  相似文献

The causal structure underlying household mobility is examined in this study using a sample obtained from the Dutch National Mobility Panel survey. The results indicate that car ownership is strongly associated with mode use, but that it has no influence on weekly person trip generation by household members. Characteristics of mode use are examined through a causal analysis of changes in car ownership, number of drivers, number of car trips, and number of transit trips. It is shown that observed changes in mode use cannot be adequately explained by assuming that a change in transit use influences car use. The finding suggests that the increase in car use, which is a consequence of increasing car ownership, may not be suppressed by improving public transit.  相似文献

Abstract

Numerous research studies have elicited willingness‐to‐pay values for transport‐related noise. However, in many industrialized countries including the UK, noise costs and benefits are still not incorporated into appraisals for most transport projects and policy changes. This paper describes the actions recently taken in the UK to address this issue, comprising: primary research based on the city of Birmingham; an international review of willingness‐to‐pay evidence; the development of values using benefit transfers over time and locations; and integration with appraisal methods. Amongst the main findings are: that the willingness‐to‐pay estimates derived for the UK are broadly comparable with those used in appraisal elsewhere in Europe; that there is a case for a lower threshold at 45 dB(A)Leq,18h rather than the more conventional 55 dB(A); and that values per dB(A) increase with the noise level above this threshold. There are significant issues over the valuation of rail versus road noise, the neglect of non‐residential noise and the valuation of high noise levels in different countries. Conclusions are drawn regarding the feasibility of noise valuation based on benefit transfers in the UK and elsewhere, and future research needs in this field are discussed.  相似文献

This paper explores how the selection of public transit modes can be optimized over a planning horizon. This conceptual analysis sacrifices geographic detail in order to better highlight the relations among important factors. First, a set of static models is proposed to identify which type of service, e.g., bus only, rail only, or bus and rail, is the most cost-effective in terms of the average trip cost for given demand. After analyzing essential factors in a long-term planning process, e.g., economies of scale in rail extension and future cost discounting, a dynamic model incorporating such considerations is formulated to optimize the decision over a planning horizon. While analytical solutions can be obtained for some decision variables, the final model is solved with a graphical method by exploring the tradeoffs between the initial and recurring costs. Major findings from this study include: (a) there exists a minimum economic length for a rail line, which can be determined numerically; (b) economies of scale favor large extensions and excess supplied capacity; (c) the rail-only service is largely dominated by the feeder-trunk service, even in the long run.  相似文献

The existing studies concerning the influence of weather on public transport have mainly focused on the impacts of average weather conditions on the aggregate ridership of public transit. Not much research has examined these impacts at disaggregate levels. This study aims to fill this gap by accounting for intra-day variations in weather as well as public transport ridership and investigating the effect of weather on the travel behavior of individual public transit users. We have collected smart card data for public transit and meteorological records from Shenzhen, China for the entire month of September 2014. The data allow us to establish association between the system-wide public transit ridership and weather condition on not only daily, but also hourly basis and for each metro station. In addition, with the detailed trip records of individual card holders, the travel pattern by public transit are constructed for card holders and this pattern is linked to the weather conditions he/she has experienced. Multivariate modeling approach is applied to analyze the influence of weather on public transit ridership and the travel behavior of regular transit users. Results show that some weather elements have more influence than others on public transportation. Metro stations located in urban areas are more vulnerable to outdoor weather in regard to ridership. Regular transit users are found to be rather resilient to changes in weather conditions. Findings contribute to a more in-depth understanding of the relationship between everyday weather and public transit travels and also provide valuable information for short-term scheduling in transit management.  相似文献

Between 1990 and 2000, U.S. transit agencies added service and increased ridership, but the ridership increase failed to keep pace with the service increase. The result was a decline in service effectiveness (or productivity). This marks the continuation of a long-running and often-studied trend. The scholarly literature attributes this phenomenon, at least in part, to transit agency decisions to decentralize their service rather than focus on serving the traditional CBD market. Many scholars argue that a decentralized service orientation is both ineffective and inefficient because it attracts few riders and requires large per-rider subsidies. This research tests whether a non-traditional, decentralized service orientation, called multidestination service, results in reduced service productivity. Contrary to what the literature suggests, we find that MSAs whose transit agencies pursued a multidestination service orientation did not experience lower productivity. These results indicate that policies that have encouraged the growth of decentralized transit services have not necessarily been detrimental to the industry.

Abstract

The newly launched, June 2009, US High-Speed Intercity Passenger Rail Program has rekindled a renewed interest in forecasting high-speed rail (HSR) ridership. The first step to the concerted effort by the federal, state, rail, and other related agencies to develop a nationwide HSR network is the development of credible approaches to forecast the ridership. This article presents a nested logit/simultaneous choice model to improve the demand forecast in the context of intercity travel. In addition to incorporating the interrelationship between trip generation and mode choice decisions, the simultaneous model also provides a platform for the same utility function flowing between both the decision-making processes. Using American Travel Survey data, supplemented by various mode parameters, the proposed model improves the forecast accuracy and confirms the significant impact of travel costs on both mode choice and trip generation. Furthermore, the cross elasticity of mode choice and trip generation related to travel costs and other modal characteristics may shed some light on transportation policies in the area of intercity travel, especially in anticipation of HSR development.  相似文献

As an innovative combination of conventional fixed-route transit and demand responsive service, flex-route transit is currently the most popular type of flexible transit services. This paper proposes a dynamic station strategy to improve the performance of flex-route transit in operating environments with uncertain travel demand. In this strategy, accepted curb-to-curb stops are labeled as temporary stations, which can be utilized by rejected requests for their pick-up and drop-off. The user cost function is defined as the performance measure of transit systems. Analytical models and simulations are constructed to test the feasibility of implementing the dynamic station strategy in flex-route transit services. The study over a real-life flex-route service indicates that the proposed dynamic station strategy could reduce the user cost by up to 30% without any additional operating cost, when an unexpectedly high travel demand surpasses the designed service capacity of deviation services.  相似文献

Maintaining and enhancing public transit service in Indian cities is important, to meet rapidly growing mass mobility needs, and curb personal motor vehicle activity and its impacts at low cost. Indian cities rely predominantly on buses for public transport, and are likely to continue to do so for years. However, the public bus transit service is inadequate, and unaffordable for the urban poor. The paper explores the factors that contribute to and affect efforts to improve this situation, based on an analysis of the financial and operational performance of the public bus transit service in the four metropolitan centres and four secondary cities during the 1990s. Overall, there were persistent losses, owing to increasing input costs and declining productivity. The losses occurred despite rapidly increasing fares, and ridership declined. The situation, and the ability to address it, is worse in the secondary cities than the metropolitan centres. We suggest a disaggregated approach based on the needs and motivations of different groups in relation to public transit, along with improved operating conditions and policies to internalize costs of personal motor vehicle use, to address the challenge of providing financially viable and affordable public bus transit service.  相似文献

This paper investigates the links between public transport and labor market outcomes in the French agglomeration of Bordeaux. Our objective is to analyze the effects and consequences of the construction of a tramway line in some neighborhoods and municipalities of the agglomeration. These localizations are confronted to isolation and concentration of unfavorable socio-economic characteristics. Among other things, this line has permitted to facilitate the access to the historical job center of Bordeaux for inhabitants concerned. We use difference-in-differences methods to compare labor market outcomes of inhabitants who benefit from this better access with others who do not, before and after the construction. Results show that if unemployment rate has globally decreased on the period observed, the decrease is more important for neighborhoods located close to tramway stations. More generally, it seems that the tramway project helped to reduce some socio-economic inequalities in the agglomeration of Bordeaux.  相似文献

The level of service on public transit routes is very much affected by the frequency and vehicle capacity. The combined values of these variables contribute to the costs associated with route operations as well as the costs associated with passenger comfort, such as waiting and overcrowding. The new approach to the problem that we introduce combines both passenger and operator costs within a generalized newsvendor model. From the passenger perspective, waiting and overcrowding costs are used; from the operator’s perspective, the costs are related to vehicle size, empty seats, and lost sales. Maximal passenger average waiting time as well as maximal vehicle capacity are considered as constraints that are imposed by the regulator to assure a minimal public transit service level or in order to comply with other regulatory considerations. The advantages of the newsvendor model are that (a) costs are treated as shortages (overcrowding) and surpluses (empty seats); (b) the model presents simultaneous optimal results for both frequency and vehicle size; (c) an efficient and fast algorithm is developed; and (d) the model assumes stochastic demand, and is not restricted to a specific distribution. We demonstrate the usefulness of the model through a case study and sensitivity analysis.  相似文献

There is renewed interest in many developing and developed countries in finding ways of providing efficient and effective public transport that does not come with a high price tag. An increasing number of nations are asking the question—what type of public transport system can deliver value for money? Although light rail has often been promoted as a popular ‘solution’, there has been progressively emerging an attractive alternative in the form of bus rapid transit (BRT). BRT is a system operating on its own right-of-way either as a full BRT with high quality interchanges, integrated smart card fare payment and efficient throughput of passengers alighting and boarding at bus stations; or as a system with some amount of dedicated right-of-way (light BRT) and lesser integration of service and fares. The notion that buses essentially operate in a constrained service environment under a mixed traffic regime and that trains have privileged dedicated right-of-way, is no longer the only sustainable and valid proposition. This paper evaluates the status of 44 BRT systems in operation throughout the world as a way of identifying the capability of moving substantial numbers of passengers, using infrastructure whose costs overall and per kilometre are extremely attractive. When ongoing lifecycle costs (operations and maintenance) are taken into account, the costs of providing high capacity integrated BRT systems are an attractive option in many contexts.  相似文献
