George Town, Penang, is the oldest British colonial city in South East Asia. The colonial settlement layout in the inner city area is still intact today. The establishment of George Town as a trading centre had attracted immigrants from all over the world, especially from Asia (Chinese, Indians and Arabs). Recently, George Town has been enlisted under the UNESCO World Heritage Lists as an outstanding example of traditional multi-cultural settlement. The uniqueness of this inner city is that the formation of its urban pattern is the result of ‘divide and rule’ concept adopted by the British authority. Under the ‘divide and rule’ concept, these immigrants were located to settlement areas based on their ethnic background under one leader known as ‘kapitan’ (captain). The study finds that transport access in this inner city was influenced by the ‘divide and rule’ concept. Unlike formation of well-planned gridiron pattern in other British colonial cities such as in North America, Canada and Australia, the formation of the urban pattern in George Town has an irregular gridiron pattern. This type of urban pattern is typical under ‘divide and rule’ concept and this had indirectly influenced the setting and planning of the present street access and transport networks.

This study presents a unified framework to understand the weekday recreational activity participation time-use of adults, with an emphasis on the time expended in physically active recreation pursuits by location and by time-of-day. Such an analysis is important for a better understanding of how individuals incorporate physical activity into their daily activities on a typical weekday, and can inform the development of effective policy interventions to facilitate physical activity. Furthermore, such a study of participation and time use in recreational activity episodes contributes to activity-based travel demand modeling, since recreational activity participation comprises a substantial share of individuals’ total non-work activity participation. The methodology employed here is the multiple discrete continuous extreme value (MDCEV) model, which provides a unified framework to explicitly and endogenously examine time use by type, location, and timing. The data for the empirical analysis is drawn from the 2000 Bay Area Travel Survey (BATS), supplemented with other secondary sources that provide information on physical environment variables. To our knowledge, this is the first study to jointly address the issues of ‘where’, ‘when’ and ‘how much’ individuals choose to participate in ‘what type of (recreational) activity’.  相似文献

Optimization models for calculating the best size for passenger carrying vehicles in urban areas were popular during the 1980s. These studies were abandoned in the ‘90s concluding that it was more efficient to use smaller buses at higher frequencies. This article returns to this controversial question, starting from the point of view that any calculation of bus size can only be made after considering the demand for each of the routes on the system. Therefore, an optimization model for sizing the buses and setting frequencies on each route in the system is proposed in accordance with the premises detailed below. The proposed model is a bi-level optimization model with constraints on bus capacity. The model allows buses of different sizes to be assigned to public transport routes optimizing the headways on each route in accordance with observed levels of demand. At the upper level the model considers the optimization of the system’s social and operating costs, these are understood to be the sum of the user’s and operator’s costs. At the lower level there is an assignment model for public transport with constraints on vehicle capacity which balances the flows for bus sizes and headways at each iteration. By graphically representing the results of the model applied to a real case, a series of useful conclusions are reached for the management and planning of a fleet of public transport vehicles.  相似文献

The role of transport disadvantage in the social exclusion of low income and marginalised households and communities has received increasing academic and policy interest over the last 10 years or so. Against a backdrop of studies that have predominantly considered this issue within various national contexts, this paper offers a unique opportunity to compare different national context. The paper is informed by a commissioned study for the State of Victoria Department of Transport (Lucas, Study of transport exclusion in the state of Victoria: It doesn’t have to be this way, 2008), which wished to draw lessons from the United Kingdom in order to promote a similar policy agenda for the State. It is the authors’ contention that the issue of transport-related social exclusion is likely receive growing international policy recognition in the context of global recession, associated local job losses and reduced disposable incomes, as well as the ageing structure of most Western societies. The paper seeks to disseminate the important findings of our study about the potential for policy transfer to other national and local contexts to a wider academic, policy and practitioner audience.  相似文献

Wireless ICTs are often used in public transport. Using survey data collected amongst 98 train travellers this article aims to gain insight into important factors that affect train travellers’ intentions to communicate with distant others while travelling. More specifically, the focus is on the decision-making process that leads to the intention to choose for a confidential conversation either via ‘audible’ mobile phone or via ‘silent’ SMS/e-mail. An approach that is related to the Extended Model of Goal-directed Behaviour (EMGB) is applied. Structural equation modelling results indicate that in particular past SMS behaviour, the desire to communicate (goal desire), the perceived efficacy and controllability influence the intention to conduct a confidential phone conversation in the train. The influence of the social environment (e.g. eavesdropping) seems to be less important. Several EMGB constructs are strongly influenced by age. It seems that older respondents have more negative attitudes towards telephoning while travelling by train, and find it more difficult to call other people in such a situation. Finally, they have a lower intention than younger respondents to conduct a confidential conversation over the phone while travelling.

This paper aims to empirically identify the competitiveness of container ports in Asia by examining factors influencing the perceived competitive edge of each port using the Hierarchical Fuzzy Process, a method embracing human knowledge and/or judgement into a mathematical framework. This analysis is unique in that the ‘human-perceived’ competitiveness on Asian container ports is examined under the quantifiable framework. The findings reveal that Singapore is the most competitive port among the sampled ports. Moreover, the methodology employed here shows the potential to be applicable to other transport and logistics related service industries.  相似文献

Transportation analysis emphasizes the necessity to internalize the transport externalities of car usage through taxation. Yet taxation decisions are often made with non-transport goals in mind. In such cases, transport policies are made ‘by the way.’ This paper examines such a case: Israel’s taxation policy on company cars. It shows that current taxation policies result in increasing numbers of company cars and growing numbers of transport users who are not sensitive to the marginal cost of car use and make excessive use of the car. As a result, a significant portion of Travel Demand Management (TDM) measures cannot affect this group. The Israeli case of company car tax reform demonstrates the problematic effect of a policy that does not take its overall consequences on other policy fields into account and thereby impairs efforts to reduce the negative impacts of the transport system. Also, it demonstrates the importance of institutional aspects of transport policymaking.

This paper explores the relative influence of factors affecting light rail ridership on 57 light rail routes in Australia, Europe and North America through an empirical examination of route level data. Previous research suggests a wide range of possible ridership drivers but is mixed in clarifying major influences. A multiple-regression analysis of route level ridership (boardings per route km) and catchment residential and employment density, car ownership, service level, speed, stop spacing, share of accessible stops, share of segregated right of away and integrated fares was undertaken. This established a statistically significant model (99% level, R2 = 0.76) with five significant variables including service level, routes being in Europe, speed, integrated ticketing and employment density. In general these findings support selected results from previous research. A secondary analysis of service effectiveness measures (boardings/vehicle km, i.e. the relative ridership performance for a given level of service), established a statistically significant model (99% level, R2 = 0.67) with 6 significant explanatory variables including being in Europe, speed, employment density, integrated ticketing, track segregation and service level. The latter implies that a higher frequency results in higher service effectiveness. Overall the research findings stress the importance of providing a high level of service as a major driver of light rail ridership. The ‘European Factor’ is also an important though intriguing influence but its cause remains unclear and requires further research to elaborate its nature.  相似文献

Abstract

Social capital (SC) describes the advantage individuals and communities can gain from social participation, mutual assistance and trust. The provision of travel options for those who are socially disadvantaged is a major rationale for providing public transport. While there has been recent work on how transport can address social exclusion, SC has been overlooked. This article describes the theoretical basis of SC and suggests ways in which the concept might relate to public transport planning, research and practice. Disadvantaged groups can lack SC, mobility and accessibility. Public transport can provide mobility for this group and, in doing so, provide a greater opportunity to create social networks, trust and reciprocity. Although these concepts are abstract, plausible links are identified between the concepts of enhanced positive social interaction associated with the ‘livable city’ concept and those engendered in SC theory. Public transport by definition involves travelling with others and hence provides opportunities for social interaction while travelling. While a series of possible links between SC and public transport are theorized, it is unlikely these are necessarily strong since other mobility options are available and a range of land‐use and non‐transport alternatives can address social needs. Aspects of the SC concept are already covered by the social mobility and accessibility literature, although it does offer a wider insight into the potential advantages of improving access and mobility for disadvantaged communities. The concept of SC is complex and suffers from a ‘fuzzy’ definition. There is a lack of quantitative primary research associated with measuring SC. Measuring the influence of improved mobility options on SC in disadvantaged communities would be a worthwhile research area. Despite the challenges associated with researching SC, the links between SC and travel present an opportunity to understand how public transport acts to address social disadvantage through the provision of mobility to disadvantaged communities.  相似文献

This paper provides a critical review of the progress in understanding the linkages between transport disadvantage and social exclusion. It follows earlier work in proposing social capital as a concept that mediates those linkages but argues that transport researchers must not confine themselves to conceptualisations of social capital as predominantly benign and capable of reducing transport disadvantage and social exclusion. A range of hypothetical pathways is discussed, highlighting the Janus-faced character of social capital as a medium for both the effectuation of progressive social change and the perpetuation and creation of social inequalities. An analysis is provided of the extent to which the recent transport-related literature supports or rejects the hypothesised pathways, and key avenues for future research are identified.  相似文献

Developing a more efficient mass transit system, in highly populated cities, improves the mobility, decreases the dependency of private cars, alleviates traffic congestion, and provides a more environmentally friendly means of travel. Recently, the city of Beijing decided to have a target of becoming as a ‘public-transport city’ with a fascinating mass transit system within a larger plan, of building humanistic, scientific and technological, and green public-transport systems. This work discusses the governance evolution of the mass transit system of Beijing between 1949–2008, comprised of two groups of transit systems, the road surface public-transport system (bus, tram, trolley, etc.), and the subway public-transport system. In addition, a time-series analysis is introduced in an attempt to examine the effect of governance evolution on the two transit systems, and of the impacts of the governance structural changes on the mass transit system. The time-series model is introduced using the annual statistics data of the period 1949–2008. The outcome of the analysis is viewed with precaution because of the incompleteness of the many endogenous and exogenous factors to affect the public-transport demand. Generally speaking it is concluded that the governance evolution provides beneficial effect of the Beijing mass transit activity; however, for satisfying the significant increase of the Beijing city’s travel demand and maintaining sustainable development, the governance-involvement pattern needs to be reformed.  相似文献

This paper seeks to improve our understanding of passengers’ behavioral intention by proposing an integrated framework from the attitudinal perspective. According to the literature in marketing research, we establish a causal relationship model that considers “service quality-satisfaction-behavioral intentions” paradigm, perceived value theory, and switching barrier theory. Exploring passengers’ behavioral intention from satisfaction and perceived value help to understand how passengers are attracted by the company, while switching barriers assist in realizing how passengers are “locked” into a relationship with the current company. Furthermore, in order to capture the nature of service quality, we adopt a hierarchical factor structure which serves service quality as the higher-order factor. In this study, coach industry is selected as our research subject. The empirical results, as hypothesized, show that all causal relationships are statistically significant, and perceived value us the most important predictor of satisfaction and passengers’ behavioral intention. In conclusion, the managerial implications and suggestions for future research are discussed.  相似文献

Children are an often overlooked and understudied population group, whose travel needs are responsible for a significant number of trips made by a household. In addition, children’s travel and activity participation during the post-school period have direct implication for adults’ activity-travel patterns. A better understanding of children’s after school activity-travel patterns and the linkages between parents and children’s activity-travel needs is necessary for accurate prediction and forecasting of activity-based travel demand modeling systems. In this paper, data from the 2002 Child Development Supplement of the Panel Study of Income Dynamics is used to undertake a comprehensive assessment of the post-school out-of-home activity-location engagement patterns of children aged 5–17 years. Specifically, this research effort utilizes a multinomial logit model to analyze children’s post-school location patterns, and employs a multiple discrete–continuous extreme value model to study the propensity of children to participate in, and allocate time to, multiple activity episode purpose-location types during the after-school period. The results show that a wide variety of demographic, attitudinal, environmental, and others’ activity-travel pattern characteristics impact children’s after school activity engagement patterns.  相似文献

In development projects there is only one problem, but it is huge: everything is connected to everything else. The authors separated from the whole the following important issues: (1) Project management and coordination: The Recipient Country’s Aid Coordination Unit (ACU) and Project Implementation Unit (PIU) staffed with competent local experts are necessary to hold the reform process memory. This issue is considered in the context of “Ownership” and “Government Leadership” as it is recognized in donor aid forums in the last decade. (2) Human resource development: Most technical assistance is oriented toward providing solutions, and the development of local capacities is ignored. The authors point out the importance of specially selected local experts—the “Technical Communication Officers”. (3) Institutional functioning: A ‘process consultation’ approach to institutional restructuring is promoted in which the Recipient has the key role. It is also recommended that the Recipient is the initiator of technical assistance in the projects. (4) Design standards are a recurrent and difficult problem. Recommendations are necessary how to transit to the new standards and how to mediate their approval process. (5) Procurement and management of consulting services: The authors argue that the recipient country qualified professionals have to be in the lead role. The vignettes in the paper are from the “real world” although they are modified slightly to protect privacy.  相似文献

Having an effective public participation in transportation planning and project development processes has been a major concern for developed countries. In the United States, for instance, all state Departments of Transportation are subject to the Transportation Equity Act (TEA-21) that formally requires public involvement in transportation planning. Since transportation planning involves public resources and values, judgments by the public should play a key role in determining final decisions. Therefore, all these agencies are required not only to disseminate information to the public, but also to solicit and consider public opinion in forming transportation policy. This work presents a decision support model, with public involvement and public oversight, to help policy makers select appropriate transportation projects for implementation. Since focus groups will face multiple objectives and inexact information in the process, a hybrid model of fuzzy logic and analytical hierarchy process (AHP) is proposed. A set of ‘if–then’ rules based on Weber’s psycho-physical law of 1834 is presented to reason from fuzzy numbers to capture essential subjective preferences, pairwise, among the alternatives. The AHP is then incorporated to estimate preference allotments among alternatives. An example application of the suggested method is provided seeking public approval of an appropriate public bus transportation system choosing between one run by municipal authorities and one run by private agencies to show how this procedure works.

Over the past decade, the escalating roadway congestion and environmental deterioration due to heavy use of private vehicles have provoked the Taiwan government to realize the importance of public transport systems. Under the “carrot-and-stick” rationales, the government has formulated public transport policies and exercised a series of related initiatives by providing sufficient and higher quality of public transport services so as to attract more private vehicle users. In this paper, the planning philosophy and policy formulation of Taiwan’s public transport development are highlighted. The most important initiatives, including the Five-year Enhancement of Mass Transportation Program and the upgrading public transport schemes in the National Development Plan are examined. Based on previous experience and lessons, we point out the most challenging issues that the government will encounter. Suggestions for the future of public transport planning are also addressed.  相似文献

Stated preference experiments are introduced and applied to an investigation of the influence of road transport and other factors on industrial location in terms of the ex ante decision making process. The experiments, based upon repeated hypothetical discrete choices between pairs of locations, involved respondents from firms making trade-offs between the various characteristics in a fractional factorial, orthogonal survey design. In each defined case, a clear hierarchy of location factors emerged. These were found to vary according to the origin of the firm – classified as local relocations, foreign inward investors, and branch plants sourced from national bases. The importance of road links to location choice varied considerably between these groups with the latter rating motorway links the highest of any of the groups of firms. In contrast, overseas sourced branch firms found road links largely unimportant, being outweighed primarily by considerations of workforce and premises. Local relocations fell into two distinct groups with respect to the importance attached to road links (between relatively important and non-important), whilst considering the other factors similarly. Good public transport provision emerged as a statistically significant factor only in certain scenarios. Finally, the paper discusses implications for location choice models in transport and further research.  相似文献

There is broad and growing consensus regarding the central place of integrated Land Use and Transport (LUT) strategy development in establishing more efficient and sustainable urban environments. However, empirical evidence shows that such integration is hard to achieve in daily planning practice, due to many institutional barriers and substantive differences. More specifically, the tools developed to support LUT strategy development have very low implementation rates in daily planning practice. This paper introduces the concept of ‘knowledge generation’ as a potentially useful mechanism for closing the gap between support tools and planning practice. Through two specific Dutch planning cases, we analyze the applicability of this concept in supporting integrated LUT strategy development. The paper focuses on the developed strategies, how these differ from current practice, and how knowledge generation supported their development. We argue that socialization produces shared strategies and that effective socialization needs to be supported by efficient mutual exchange between tacit and explicit knowledge. We conclude by discussing the implications of this argument for the wider practice of LUT planning integration.  相似文献

This paper is concerned with the assessment of generalized user cost reductions in the cost-benefit analysis (CBA) of transport policies that aim at reducing unreliability. In particular, we investigate the implications of railway passengers’ anticipating departure behavior when train services were unreliable. A simple model is established to describe and predict such anticipating behavior. Our numerical example shows how travelers’ anticipating departures and scheduling costs depend on the level of unreliability. The possible bias incurred by ignoring the reliability and schedule delay costs reductions in the traditional CBA can be quite substantial. Given our assumptions and parameterization, the underestimation of ignoring these costs could range from 33 to 75% of total generalized user cost reductions.  相似文献

In transportation studies, variables of interest are often influenced by similar factors and have correlated latent terms (errors). In such cases, a seemingly unrelated regression (SUR) model is normally used. However, most studies ignore the potential temporal and spatial autocorrelations across observations, which may lead to inaccurate conclusions. In contrast, the SUR model proposed in this study also considers these correlations, making the model more behaviorally convincing and applicable to circumstances where a three-dimensional correlation exists, across time, space, and equations. An example of crash rates in Chinese cities is used. The results show that incorporation of spatial and temporal effects significantly improves the model. Moreover, investment in transportation infrastructure is estimated to have statistically significant effects on reducing severe crash rates, but with an elasticity of only −0.078. It is also observed that, while vehicle ownership is associated with higher per capita crash rates, elasticities for severe and non-severe crashes are just 0.13 and 0.18, respectively; much lower than one. The techniques illustrated in this study should contribute to future studies requiring multiple equations in the presence of temporal and spatial effects.
